' Board of Aldermen of City of Riverside
April 17, 1973
A regular meting of the Board of Aldermen of the City of
Riverside, Missouri, was held in the City Hall in Riverside, on April 17,
1972, and upon a roll call, Aldermen Bailey, Fries, Grogan, Swetnam,
Vulgamott and West were present, Mayor Czamanske calling said meeting to
order.
Minutes of April 3, 1973, were read and after correcting that portion
on Page 2, wherein the North Side Trailer people wanted permission to
store trailers on the back part of Renner's property or the old Riverside
Downs building; also correcting that portion on the third page third
paragraph changing Shelton to Swetnam who sec onded the Bill No. Z3-8
on the first reading, the minutes were then approved as corrected and
read.
The minutes of April 10, 1973, were read and after correcting or
deleting the word "not" in the last paragraph, fifth sentence, first page;
and adding to the minutes that the Board discussed that there were not
toilet facilities in the greenhouse proposed to be built by Mr. John
Scott; Don Witt also advised that the jail sentence was changed to 90
days in the subdivision regulations before same were read apd accepted;
also it was discussed that Klamm Road was not a dedicated road, the
minutes were then approved as read, corrected and added to.
Larry Meyerkorth, 6701 Eastside Drive, Parkville, Missouri, presented
the liquor application wherein the Flaming Fondet were changing the
officers, his share to Rose and Jim Latham, the Police Chief Hohimer
advised he checked everything out on the application and everything
appeared to be in order; this is a Class "B° liquor license and for
* 1/4 of a year would be $112.50. Geneve Nelsen to type letter to the
Missouri Liquor Board advising of the approval of the Board to the
Change in directors.
A discussion was had with Mr. John Scott with regard to his
having toilet facilities in the greenhouse he proposed to build, and
Mayor Czamanske advised that he was told by the Planning Commission
that they had approved the application for the Greenhouse and it was
brought up whether or not it was necessary to have rest rooms in the
building. Mr. Scott advised that this building was not for the public
to enter and it was also brought up that there were six or seven other
green houses in the City that did not have the rest room facilities.
On this discussion, it was b~vught out that Northside Trailer Sales were
required to go into the public sewers. Another matter brought up was that

John West moved that the Board grant `the building permissionfi-for the
Greenhouse as approved by the City Engineer and the Planning Commission,
seconded by Swetnam, the roll was a~lled and all voted in favor, the cost
for same being $49.35.

A recess was called and the meeting reconveniened.
The disbursement ordinance was discussed. The aldermen thought it
would be well to have something along with the disbursement ordinance
* showing all the full time payroll. Geneve Nelson is to return two of
the statements from The Townsend Newspaper, which were addressed to
Mr. Ward Dorsey and advise, with copy to Mr. Dorsey, that these are not
the City's bills, each in the sum of $10.80 or $21.60 total all. It was
also called to notice the misspelling of Bernie Vulgamott and Robert Vance.
Also the question of insurance on the full time employees was discussed
and thought some investigation should be made into tli s. Another question
was asked whether or not the Internal Revenue Service check could be made
at the same time the full time employees' checks are made at the first
of the month and then quarterly on the first of the month it would be
necessary to have a check made to the Trustee OASDHI Account for the
Social Security. The Board agreed to have Don Witt amend Code 2.9, so

A discussion was also had with regard to the-pay for the meetings
the Board Members and Mayor were to receive It~~_ the understanding
of some of the Board members that everyone we~aZlowed two absent~-
from the meetings and still be qualified to receive the $120.00 for the
regular meetings, plus the $10.00 fees for the special meetings, and
some remembered that if they attended the meetings they would beiaid, if
not they would receive no pay.
*Mrs. Nelsen is to prepare ~-2 forms for the Mayor, Board members and
also the Marshal and all elected officers.
it was agreed to pay Mr. Booth's bill for repairing the road out of the
Special Road District's account.
After the corrections of Bill No. D-73-10 were made, Grogan moved that
same be placed on its first reading, said bill providing for the appropria-
tion of money out of the general fund of the City of Riverside, Missouri
for the payment of certain indebtedness as listed therein, seconded by
Swetnam, the roll was called and votes were as follows: Bailey, Fries,
Grogan, Swetnam, Vulgamott, West, voted aye; said bill was accordingly
read.
Fries, moved that rules be suspended and said bill be placed on its
second reading, seconded by West, the roll was called and votes were
as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott and West voted
aye; said bill was accordingly read.
Swetnam moved that rules be suspended and said bill be placed on its
third reading and upon passage of same become Ordinance No. D-73-10,
seconded by Fries, the roll wss called and votes were as follows:

Bill was accordingly read, approved by Mayor Czamanske and became Ordinance

Swetnam advised he looked at Klamm Road and thought the place was
* on the Highway Property and thought Mrs. Nelsen should write Mr. Hagler
a letter asking him to check with the Highway Department with regard to
repairing the road.
Mayor Czamanske advised th y 1 that he tall~d to Mr. Agnew and
he advised he would not buildi~requested, however he wanted to
know if he could be allowed to busd a stockade fence around his place without
applying for a permit, and if there was any problem Mr. Czamanske was to
let him know. West asked if Mr. Agnew didn't build the buildi g,. w u.d
he 11 w the material to lay around as it is. The Mayor
we ~ give~him the 1973 license and if he cleans up the place, then
the City will allow a 1974 license to be issued. Also could go through
the route of filing an injunction. There appeared to be nothing in the
code or ordinances which would not allow him to build the fence.
Mayor Czamanske informed the Board that he came up with ~i~` areas
and wou ld like to consider an alderman for each area and they, in turn,
can get civilians to work with them on the areas. (1) Business and
Business locations; (2) Streets; (3) Health; (4)Property; (5) Public
Safety; (6) Finance; Each of these were discussed and the Mayor
wanted the Board to think these over and see which they would like to
serve on. Don Jack advised he would like to work on the Street Committee,
and also with the Sewers.
With regard to the delinquent occupation license, it was thought
the best way to handle these would be for the collector to advise the
police department and they would serve a summons and handle it in that
manner.
Don Witt advised that he had two ordinances and codes to be passed
on, one the Criminal Code and the other one the Traffic Code. He thought
both were needed badly, as we did not have a speed ordinance. These
ordinances were discussed and upon motion by Grogan that Bill No. 73-15
be placed rn its first reading, same being Chapter 19 of the City Code,
on Traffic, seconded by Swetnam, the roll was called and votes were
as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott and West mooted aye
said bill was accordingly read.
Vulgamott moved that rules be suspended and said bill be placed on
its second reading, seconded by West, the roll was called and votes were

Fries moved that rules be suspended and said bill be placed on its

Vulgamott moved that Bill No. 73-12, being the criminal code be placed on
its first reading, seconded by Bailey, the roll was called and votes were
as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott and West voted aye;
said bill was accordingly read,
West moved that rules be suspended and said bill be placed on its

Don Witt advised that the trailer matter regarding the trailers on
the City Parking lot has been resolved.
Don Witt also advised that with regard to the City's Fire Department,
the City may be able to rea~o`~~rating, which would cut the
premiums to almost 10/.; a men coned some of the qualifications necessary
for this -- Four persons on duty all the time at the department, ready
to answer a fire call: however 8 volunteers count for one person, also
two patrolmen on duty would cound for one person.
Mr. Witt also advised that he had the flood ordinance and it was
quite similar to the resolution which the City passed not too long back.
Vulgamott moved that Bill No. 73-13 being bill pertaining tb the
flood area be placed on its first reading, seconded by Fries, the roll
was called and votes were as follows: Bailey, Fries, Grogan, Swehnam,
Vulgamott and West voted aye; said bill was accordingly read.
West moved that rules be suspended and said bill be placed on its
second reading, seconded by Fries, the roll was called and votes were
as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott and West voted aye;

Grogan moved that rules be suspended and said bill be placed on its
third reading, and upon passage of same become Ordinance No. 73-13, seconded
by Bailey, the roll was called and votes wre as follows: Bailey, Fries,
Grogan, Swetanm, Vulgamott and West voted aye; said bill was accordingly
read, approved by Mayor Czamanske and became Ordinance No. 73=13.
Don:lWitt advised with regard to the Kansas City Power & Light
Franchise Ordinance, if we pass it as they want it, then-they will have
the right to put the high voltage lines along the public streets as
they please, however, if this is changed, then we will have the say as

to where the high voltage lines could be placed. The Board appeared to
all be in accord with our designating where the high voltage lines could
be placed.
Don Jack reported on High Drive and that the work is being done as
fast as possible, and understands ttat Don Witt will have the information
to him for the right of wa3g very shortly and the earliest he could
possibly get the drawings out and other information for bids would Friday,
May 11, or possibly Monday May 14, 1973;
Don Jack wanted to know if the council would be willing to ham a 32' road
instead of the 36' :`road, after a discussion, it was agreed to
go to the 36' as the cost was not too much difference.
it was reported that the dust on the area of high drive was quite
bad and wanted to know what should be done, after a discussion was had
and it was discovered it would or could possibly cost up to $1000 to oil
the surface, it was decided to searify it and not do anything with regard
to the dust. ~j, ~(/
Mr. Czaman a advise that the North Side Trailer Sales sere not
in the sewers they needed a two week extension and they would
be in by that time, and the Board were in favor of granting the two
week extension.
Swetnam 3nrought up the subject that people were putting their
trash containers on the street right of ways, and thought that there
should be an ordinance that would keep them off the right of way; as
sometime the trash people do not pick it up for days and the dogs
scatter the trash. This matter was to be taken under consideration
and getting an ordinancelto take care of the matter.
Mayor Czamanske advised that there would be a special meeting
on Peril 24, 1973, at 7:30 p.m ." and he would mail out the agenda.
It was thought that the fist and third Tuesday meetings would be for
the public and then the others would be more for the Board to wo~c out
problems.
