HomeMy WebLinkAbout1973-04-10 Special~ 73 ~ Special Meeting of Board of Aldermen of City of `'- Riverside, Missouri April 10, 1973 A special meeting was had~on April 10, 1973, at 7~a30 p.m. in the - City Hall in Riverside, Missouri, upon a roll call Aldermen Fries, Grogan, Swetnam and West were present, Bailey and Vulgamott were absent. The purpose of the meeting was with regard to the public hearing on the Subdivison Regulations, and since a quorum was present other business would also be taken care of if there wasp any. Vernon Hagler, 2311 Kalmm Road, Riverside, Missouri, advised he would like someone to see about repairing the street from the highway into the place where he lives, that is just east of Mike's Toys. Gary Hohimer advised that Mike Koska said he would share some of the expense of paving the street if the others would share the costs. This would be from the highway back-past the property line. Mayor Czamanske thought that perhaps Mr. Hagler should talk to Mike Koska and see if something could be worked out. er Hedrick summarized what the Subdivision Regulations were and the Mayor asked for discussion or questions from the audience or board. The Mayor advised that this was not a zoning order, just as it says Subdivision Regulations, regulating the subdivisions, so that there will be proper roads, drainage, public utilities, etc. The matter of street and house naming and numbering was brought up and the Mayor advised that a group in Armor were working this out. Mayor Czamanske then asked the public with regard to their having any objection to allowing building within the 250 feet of Line Creek which is suppose to be the property needed for the levee, two people in the audience were present who owned property along Line Creek and they seemed ~ to object. It was again brought out if they understood that if a levee was to be built, the people who owned theproperty or buitlings in the area were the ones to pay for the levee and not the whole City. The matter of the levee was discussed further and the latest which was learned about it was from Bob Gieseke, who is the secretary of the Levee District, that they were going to try to build a levee without including Line Creek, but this could not be done and now there appears not to be any money so it seems as it is dropped for the present. There were several suggestions with regard to the 250 foot area on each side of Line Creek -- perhaps. the Corps of Engineers could be approached again and maybe make a new survey and see if they could come up with less -- however it was beliaed that the reason why dthis much area was needed was to lower the expense of the Special Meeting April 10, 1973 - page 2. levee. It was also brought out whether or not people could be kept from building within the 250 feet of area, and this would have to be researched. With regard to the Subdivision Regulations, a question was asked if there were three lots and a person wanted to build one building on three lots, would there be any opposition to this, and they were ~is~that this .wo}ild not be a problems Gv,1.a~.,,„,:~ ~~ ~ Since"theG~ ere no further questions or discussion on the Subdivision Regulations, upon motion by West that Bill No. 73-9 providing for the adoption of the Subdivision Regulations, and that same be placed on its first reading, seconded by Grogan, the roll was called and votes were as follows: Fries, Grogan, Swetnam, West voted aye; Bailey and Vulgamott absent, said bill was accordingly read. Fries moved that rules be suspended and said bill be placed on its second reading, seconded by Swetnam, the roll was called and votes were as follows: Fries, Grogan, Swetnam and West voted aye; Bailey and Vulgamott absent; said bill was accordingly read, Grogan moved that rules be suspended and said bill be placed on its third reading and upon passage of same become Ordirszce No. 73~s9, seconded by West, the roll was called and votes were as follows: Fries, Grogan, Swetnam and West mooted aye; Bailey and Vulgamott akjsent, said bill was accordingly read, approved by Mayor Czamanske and became Ordinance No. 73-9. Don Witt advised that the r® son the suit has not been filed with regard to the trailers on the City+s parking lot': is the fact that the other attorneys have advised him that the matter is worked out, Mayor Czamanske advi d ohn Scott that his plans for the green house had been approved and that he should come next Tuesday to the Council Meeting for the approval of the Board. Gary Hohimer brought up the purchasing of a car wash machine, and advised that the matter Vulgamott had referred to did not come through . Grogan moved that Gary Hohimer be allowed to purchase a car wash - machine for a sum not to exceed $245.00, seconded by Swetnam, the roll was called and all present voted in favor, Bailey and Vulgamott assent. Mayor Czamanske advised that now he would like to start on the capital expendid~ure program and also the budget and announced that there would be a meeting every Tuesday night at 7:30 p.m. until this matter is caught up. The Mayor requested the Planning Commission to Special Meeting April 10, 1973 - Page 3 announce the evening they would have their meetings. He advised they meetings would not last longer than 11:00 p.m. ~s~w.~ Upon motion by Grogan that meeting adjourn, seconded by Fries, meeting adjourned.
