A regular meeting of the Board of Aldermen of the City of giverside
Missouri was held in the City Hall on April 3, 1973, at 7:30 p.m. and
upon a roll call, Aldermen Fries, Grogan, Swetnam and Vulgamott were
present, Bailey and Sheltom absent, said meeting was called to order
by Mayor Czamanske.
The minutes of March 23, 1973, were read and after adding thereto
that 4" base and 3" topping all blacktop, and 36' back to back
section,on Page 3 of the minutes, regarding High Drive, the minutes
were approved and reed and corrected.

Mr. Clifford of Sullivant Supply Company, 13002 W. 77th Street
Lenexa, Kansas, requested permission''. to have a business requiring
above ground tanks for chemicals, such as cleaning fluids, etc. Most
of them would be 50 gallon containers, the location is 4125 Riverside
Street, the property of Mr. Hecker. He said that he has a total of
six employees, will maintain office in Kansas City, Missouri and the
plant and drivers will be located in Rive.•side. He stated he would
like to locate here as one of their main suppliers is TWA Overhaul
base,and some businesses in Fairfax. He said that Mr. Hecker has
some facilities and would like to add to them, that is additional
tanks. He stated that the tanks are ventilated, they do not handle
acids which puts out noxious fumesland this is considered not highly
flamable liquid. This matter was discussed and Don Jack advised the
council that he had nog knowledge of this type of storage material
and could not advise the council on this type of installation.
Alderman Grogan thought that we should take a look at the situation.
Mr. Clifford stated that he would add only two more tanks. Mr. Jeck
advised Mr. Clifford that when some new type of business comes in, they
try to improve the situation. Mayor Czamanske advised that this matter
vaald be referred to the Planning Commission which would be one week
froom this date „and he should bring in the plans of the area and
also should show the property lines. The area is 60' x 150'.
Donald Miller requested permission'.to park a school bus on the
City's parking lot, just during the week ends, and for-the remainder
of the school dear. This=is a state owned bus and he picks up the
mental retarded children. The City was concerned with regard to
liability. The Board felt that the City's attorney.~should advise on
* this subject, and Mrs. Nelson will advise Mr. Miller in the morning.
Melvin applied for license to operate Mobil-Teria
Catering Co., Inc. in Riverside, said license was approved and the
cost being $60.00 per year.

Mr. Warren Newcomer,lapplied for license to sell
fireworks within the City such permit was granted, however he would not
pay for the license until later, he just wanted to know if he could
receive permission as he understood the licenses might be limited.

Messrs. Agnew and Turnball appeardd before the Board witY: their
plans to build a storage building 30' x 90' to store all the material
under v2ach is now outside. They appeared before the Planning Commission
and were asked to appear before the Board, since the Planning .Commission
didn't know whether a warehouse building was permitted in the retail
zone. Also the Planning Commission would require more detailed plans
than those presented, and the approval of an architect or engineer.
It was brought out that this building as presented woatd enterfere with
the city getting in to a classification 8 fire rating. A poll of the
board was taken and three out of four were for the building if it.wa~ waaJ
up to the specifications which the planning Commission required, and
recommended by the Planning Commission. however this does not bind
the ~e,,tM,~yi,Q•
Messrs. John Mabry and Norman Wade of Stewart Sand advised that
they had the performance bond and were applying for license for the
business as it appeared that dverything was in order. The license
would be $315.00 per year, or $236.25 for the 3/4 year.
Richa rd Beatling, attorney for North Side Trailers was present
with regard to the trailer that was put in on a permanent basis and
understood it was being used for an office as well as a model home,
and the permanent building on the area was being used for storage.
The Board advis ed that this Trailer Sales was not as it was planned
to be and as they had promised the Board they mould build it, also
there were nine trailers in the place instead of seven, this did not
include the one on permanent foundation. The Mayor advised that the
City has an ordinance that no trailers shall be used as an office.
Mr. Beatling advised that their office building was quite small and
they needed more storage Space and would ]eke to keep this trailer as
an office. They also advised they were certain that they had the
sewage matter wrapped up and would be into the sewage system very
shortly. This matthter was discussed more and the Boara wantea to xnow
if they allowe~tpoa~iayve this trailer as an office wheth~x:=they
would be setting a precedent. The Board did not object to the nine
trailers instead of the originally planned for seven trailers, however
the trailer on the foundation and placed there permanently was what
was opposed to. The trailer people advised that there was enough
room for parking the way the trailers are now arranged, even with the
one placed on foundat' n. Th y a,~so~wanted permission to store trailers
on the back part of ~ p ace"'; from three to six trailers at the
most. It was brought out that if th is trai ler could be placed on
foundation and met the FHA specifications, then possibly they could
be placed anywhere in the City, and this matter should be looked into
more. Don Jack brought out that there should be a certain area for
the mobile homes, even if they are on permanent foundations.

order to figure the sewage charge to be collected from the water company,
covering all people on the sewers, and then forwarded to Kansas City,
for its portion. She stated that at the present time there is no
system of reporting the people who hook into the sewers and understands
that there are some using the sewers and are not paying the charge.
There is no certain way in which the water company receives the information
that the people are on the sewers. It was understood that Brenner Ridge:.
Trailer did not pay any Sewer cha~ge and also Green's Trailer Park,
also DeMons, Cliff Manor, Diploma s/Fuebeur~ Greystone and Brown's
building, and perhaps Riverside Townhbuses.
With regard to Mr. Miller parking his vehicle on the City Property,
Mr. Witt advised that since it is City's property, it has no right to
confer the benefit to a person to private parking. Fries moved to
deny Mr. Miller's application to park a vehicle on the Cily's parking
lot, Swetnam seconded the motion, the roll was called and votes were
as follows: Bailey, absent; Shelton,Absent;; Fries, Grogan, Swetnam
voted aye; and Vulgamott voted nay, motion carried.
Mr. Witt advised that he would like to have authority to bring an
Interpleader Action against LaSalle Homes for judicial determination
_ of ownership of the three mobile homes on the City's parking lot,
and upota motion by Grogan that Mr. Witt have this authority and Bill No.
73-8 be placed on its first reading, seconded by Sb-~the roll
was called and Fries, Grogan, Swetnam and Vulgamott voted aye; Bailey
and Shelton abs~, said bill was accordingly read.

Fries moved that rules be suspended and said bill be placed on its
third reading and upon passage'.of same becond Ordinance No. 73-8, seconded
by Swetnam, the roll was called and votes v+a^e as follows: Bailey and
Shelton absent; Fries, Grogan, Swetnam and Vulgamott voted aye; said
bill was accordingly read, approved by Mayor Czamanske and became
Ordinance No. 73-8. Mr. Witt also advised that he asked for attorneys
fees...
"' Don Witt advised with regard to the levee,a3v3s-in~ the Quindaro Levee
Bend District gave him an opinion and that this District and the Riverside
District are to be combined. He understood that the right of way was
to be 250 feet on each side of the Line Creek to the Bank Bulk property,
and it is clear that any buildings on the property will have to be removed
when the levee is built and the people bearing the expense of the levee
will also have to bear the expense of the buildings on the area involved.

This maB;er was discussed and thought we should have a resolution or
ordinance on the books prohibiting building in this area. It was also
understood that there is a possibility that this much area is not going
to be needed if the levee is put in a certain way. It was also thought
this should be in the zoning plan and the Board was quite certain flat
MARL did not know anything about the levee district. This matter was
discussed and thought that maybe the people who were in the levee
district would like to vote as to whether or not they would be willing
to pay for the condemnation of the buildings, when the land is procured
for the levee. The Board thought it would be best to put this in abeyance
until the next meeting.
Mayor Czamanske reported on the alleged pornography material in the
stores and advised that Quick-Trip put theirs under the counter and
Thriftway moved theirs.u.p':higher on the rack and advised they would
move the rack.
Mayor Czamanske advised that at a meeting he adtended the other
day with the mayors of the surrounding areas he approached them with
regard to a dog catcher to be employed by the cities on a full time
basis, he said Weatherby, Waukomis, Parkville and Northmoore were in
favor and didn't know for sure with regard to Platte Woods,& Houston
Lake..
The matter of perhaps making High Drive more narrow when improving
same, was discussed, and it was summed up that it would not cut the
expenses too much by harrowing it, and it was also brought out that
we have an obligatin to make the width under the I-635 overpass 40'.
This again baoaght up the matter of whether or not the Highway Department
has the right to have the City absorb all of the cost to correct the
drainage problem as in this situation.
Vulgamott brought up the matter that Mr. Ramey showed him an operation
which was used to clean out stopped up drainage pipes, and thought
this could possibly be used in cleaning out the Ramey pipes and the
Jones drainage pipes along High Drive.
* A reminder to have Mrs. Nelsen check on the letter agreements with
the Trai ler People with regard to having their problems on certain
items corrected, by certain dates.
Mayor Czamanske advised that the public hearing on the Subdivision
Regulations would be in the City Hall on Tuesday, April 10, 1973, at
7:30 p.m.
Geary Hohimer advised needed some large rocks dumped in the
washout on Vivian Road. He also requested authority to purchase
a radio for the Patty Wagon for the sum of $250.00, as it was
necessary to use this vehicle because one of the automobiles was

inoperable at the present time.
Grogan moved that Geary Hohimer have authority to purchase a
radio for the Patty Wagon not to exceed the sum of $250.00, seconded
by Swetnam, the roll was called and all present voted in favor,
Bailey and Shelton absent.
Don Jeck reported with regard to Andes and Roberts that they requested
an extention of time for 90 days as they are waiting for their
loan to go through, however the Boat desired that the roller and metal
be picked up within 30 days. They were still waiting to hear from HUD
for a loan.
With regard to North Side Trailer Sales, the Board was not in favor
of amending the ordinance to allow offices to be made out of trailers
even for ones with double width, however they were in favor of going
along with increasing the number of trailers from seven to nine.
Grogan informed the Board that he may need a check for $50.00 for
the Cable Television for the consultant, and may need a little more
later as so me of the cities were not going in on this. The Board
was in favor of allowing the $50.00.
* Mrs. Nelsen is to make a copy of the minutes for each of the aldermen
to have at the next meeting.
Fries moved meeting adjourn, seconded by Vulgamott, meeting adjourned.
