March 20, 1973
A regular meeting of the Board of Aldermen of the City of River-
side, Missouri was held in the City Hall in Riverside on March 20, 1973,
at 7:30 p.m. and upon a roll call, aldermen Bailey, Fries, Grogan,
Shelton, Svetnam and Vulgamott were present, said meeting was called
to order by Mayor Czamanske.
The Minutes of March 6, 1973, were read and after correcting
that portion where the Chairman of the Planning Commission had
prepared the proper letter and presented the same to the Board of
Aldermen advising them that the status of tie Subdivision Regulations
are ready for adoption; and also adding "the new rate of pay would
not effect the three aldermen and Mayor until after their term of
office has expired, ~~~dooe ~ ld like to increase the Police Judge's
pay from $112.50 to ,9~~0 per month at the'end of the Police Judge's
term; and also correcting the name of the new street to N.W. Gateway,
the minutes weze then approved as read and corrected.
Don A Taylor, 608 NE Crestview Lane, Kansas City, Missouri,
presented business license application for used car lot at 2504 NW
Platte road, said license was approved and fee being $109.00 for
one year, the party was advised that he could have only one sign on
the:buSding and one away from the building for the purpose of
advertising his business.
* Mrs. Belsen to hold up license until Mr. Taylor is sure of the
lease being signed.
Phillip Wala d~~ 4833 N. Chestnut, Kansas City, Missouri,
presented business license application for Body Shop at 2707 West
Platt Road, same was approved and the license fee is $60.00 per year.
The Condition applying to Waldon's Hody Shop being that the automobiles
be parked in a straight line and out of sight of traffic on West Platte
Road.
Roger Lehr, 3700 N.W. 62nd Terrace, Kansas City, Missouri
presented business license application for IceCream Vending vehicle
for Delight Wholesale, same were approved and the fee being $60.00
per year.
Colon Campbell informed the Board of Aldermen what the ~RMO~
COMMITTPE who was working on the fire department for Riverside
had been doing in order to qualify Riverside for a Class 8 rating.
He said that his committee consisted of Gary Hohimer, Glen Hohimer
Chuck McKeon and himself. He presented the Mayor with specifications
which the fire truck should have for the City to get bids on, and
thought this would cost approximately 27 to 30 thousand dollars.
The City needs to have twelve volunteer firemen, however, Mr. Campbell
old like to have 30 volunteer firemen and also enough uni5orms

and equipment to fulfill the needs of these men. The extra men would
insure that 12 men would be on call at all times. It would be necessary
to have one truck within the city at all times and then there has
to be a truck or so to help out other communities in the area in
the event they need help. The Department will have to have a Chief,
an Assistant Chief and one Lieutenant. Don Witt stated that these
men would have to be covered by Workmen's Compensation, but this
would not be a problem. Mr. Campbell was asked how the men would
be contacted when needed to be called for a fire, and he answered
this matter had not been worked out to date, he was working on
the ether phases of the fire department, but there were various
ways, one was to call on the phone, the other to have radio boxes
in their houses and the odthhr was a siren. With regard to the
one fire truck which Riverside bid on, the bids were to be opened
on the 26th of March.
Flayor Czamanske advised that-since the last time the ~'re
Department was discussed, he and Gary Hohimer went to the
Fire Association meeting and were advised that the plans
are being made to have a fire district for south Platte County which
will be operat d ~r aye an o t the cities in southern

mayor that if most o the other cities were planning to join the
Riverside n'ws~ w to join also, and what he had in mind was
- to hold up for another month to see if this would go through, then
Riverside eould plan from there. If this were done, it would also
qualify Riverside to be in a Class 8 insurance rating. Mayor
Czamanske requested that the ARMOR-.Fire Committee and Riverside
wait until the meeting of April 17, before pur chasing any equipment.

Messrs. King and McKehan were present for the purpose of inquiring
with regard to the drainage water coming on their property from
High Drive, and they were advised that this matter was going to be
handled a little later on in the meeting.
Mrs. Swetnam presented to the Board som p nograph~ material
which was purchased in one of the super markets in Riverside, and
asked the council to see if this could be avoided, as it was placed
in the magazine rack with the other material and access to many
children. It was also brought up that another store also sold the
same type of material. Mayor Czamanske advised that the had talked

to the store managers and requested that this ma~rial be placed
at places on the shelves where the younger children could not reach
it and perhaps this would help the situation. However since he
had ~egaest~d,this, it appeared that some of the material was still
on the lower shelves. The Mayor also brought out that he thought
the store managers would put this type of material completely out
of sight of the public if they were requested to do so, and it was
thought $as should be tried before any other action should be
taken.
Ai~torney Don Witt advised that he has rewritten an ordinance
with regard to the motion pictures and which will be enforceable
and will present it to the council for enactment with the other
ordinances he is working m.
Donald Matura, 7826 Haskel Dr., K.C.,K. and Walter Carr,
316 Minnesota Avenue, K.C.,K. of the Wyandotte County Humane
Society. They explained the time spent in Riverside and when
they came on special trips for emergencies. They advised that
they spent about two hours per week in the City. They also
explained that Kansas City, Kansas, spends quite a large sum of
money on dogs in a year and they still do not have the problem
under control. They also thought that if some of the other
Cities wanted to go together that it would probably be better
than now, but the cost for full time dog catcher would be at
leash 800.~6rper month. The Board of Aldermen did recommend to
the men that whenever they do come in Riverside, that they check
in with the Police Department or Dispatcher so .that the City will
know when they are here, and the men agreed that this was in
order and they would do so.
Don Jack spoke with regard to High Drive and said there was
not much difference in the price that he gave a~tnost a year ago
and that price he has come up with now. He got the figures for
a truck traffic stree~with curbs and he would put the drainage
pipe on the south side of the street at the beginning of the
side road at I-635 and they again cross under the street near
it s connection with Vivian Road, the street would be and a 2"
overlay on the present street in front of the City Hall and a
60' ri f wa would cost approximately $123,850.00, plus
_ the surveying, engineering and legal work of 12% would make the
cost $138,650,0` rounding it off to $140,000. Mr. Jack thought
putting the drainage on the south side would avoid having to
~„~ work with the utilities as they are mostly on the north side of
~ 3„ the street. Putting in a sanitary sewer now would cost approximately

$20,300 to $24,000, and Don Jack recommended that thisnot be
done at this time. Mr. King inquired whether this would cost
the property owners along the street for this improvement.
He was advised that if the right of way could be obtained without
having to purchase same, then this would not cost the property
owners. However, if some of the property has to be purchased,
then the cost could not be assessed just to the property owners
who did not donate the property, but it would have to be assessed
against all of the property owners along the improved road.
Mr. Jack advised that he had planned to secure five feet from
each side, making the right of way 60' wide.
Shelton moved that Don Jack be authorized to proceed with the
plans for High Drive improvement for the approximate cost of
$140,000, seconded by Fries, the roll was called and motion carried.
Mr. King inquired with regard to the water which would
possibly come on their property during the spring rains until this
road is improved, and it was put upon motion by Shelton that the
present culverts be cleaned out, seconded by Grogan, the roll was
called and motion carried. It was suggested to have George grigsby
do this work.
Don Witt advised that he has the signed letter fnom Mrs. Great
and the Bank with regard to the trailer park and also he does have
Warren Brenner's letter. It was brought out that Phillip Brenner
wanted to dedicate the sewer to the city, however, no paper work
has yet been done.
Mr. Witt has not completed the work on the franchise ordinance,
and he has not found out anything about the Riverside Levee District.
Shelton asked if the engineer could ~t look over the situation
where the rock pile is in the middle of the street where Cerreto
lane ends, see if this could not be removed and the road continn~d
some direction. Mr. Jack said he would look into the matter, but
not for a few weeks.
The matter of increase in pay for the Mayor and Aldermen was
discussed.
Bailey moved that Bill No. 73e7 being bill amending ordinance
and City Code pertaining to the sum of money to be paid the Mayor and
Board of Aldermen for meetings attended, Section 2.7; that the Mayor
receive $50.00 per meeting attended, not to exceed the sum of $250.00
in any one m onth and the Aldermen~:to receive $25.00 per meeting,

not to exceed the sum of $150.00 in any one month; This ordinance
is to become effective for all aldermen and mayors elected in
office on April 3, 1973, and thereafter,. seconded by Swetnam,
the roll was called and votes were as follows: Bailey, Fries,
Swetnam and Vulgamott voted aye; Grogan and Shelton voted nay;
said bill was accordingly read.
Swetnam moved that rules be suspended and Bill No. ,73-7 be
placed on its second reading, seconded by Fries, the roll was called
and votes were as follows: Bailey, Fries; Swetnam and Vulgamott voted
aye; Grogan and Shelton voted nay, said bill was accordingly red.
Vulgamott moved that rules be suspended and Bill No. 73=7 be
placed rn its third reading and upon passage of same become
ordinance Mo. 73-7, seconded by Bailey, the roll was called and
votes were as follows: Bailey, Fries, Swetnam and Vulgamott voted
aye; Grogan and Shelton voted nay; said bill was accordingly read,
approved by Mayor Czamanske and became Ordinance.
Grogan reported that at the Planning Commission meeting that
a large concern wanted to know how long it would be before Mattox
road would be a two-way street. He also said another company wanted
to put in a large liquified gas tank and waned to know what the city
would require that they do. Grogan also reported that he looked
into a PA System and that the things he thought the City could
get along with would run approximately $283.95, this is without
labor for installing the System. This mai~r was discussed and
it was also brought out that the City should have a tape recording
system.
Upon motion by Shelton and seconded by Vulgamott, they the
City authorize Grogan to spend up to $700.00 on the PA System and
Recorder, seconded by Vulgamott, the roll was called and votes
were as follows: Grogan, Fries, Shelton, Swetnam and Vulgamott
voted aye; Bailey absent this portion of meeting.
Grogan just wanted the Board to think about the enlarging of
the City Hall, perhaps make it a three story building and build
on to the side and back, this is just a dlhought and wanted the
Board to think about since they are anticipating getting more
fire equipment.
Vulgamott reported that Woodland Avenue has a few holes,
also there is a drainage problem on Osage Circle and wanted to know
if Mr. Jack could look over the situation and see if it could be
remedied.
Vulgamott wanted to commend Shelton for all the work he
has done during the time he was in office and the Board and Mayor

Vulgamott moved that Bill No. D~~3-6 being bill providing for
the appropriation of money out of the general fund of the City of
Riverside, Missouri to pay certain indebtednesses as listed thereon
be placed on its first reading, seconded by Swetnam, the roll was
called and votes were as faIl.ows: Bailey absent; Fries, Grogan,
Shelton, Swetnam, and Vulgamott voted aye; said billwas accordingly
read.
Swetnam moved that rules be suspended and said bill be placed
on its second reading, seconded by Fries, the roll was called and
votes were as follows: Bailey absent; Fries, Grogan, Shelton,
Swetnam and Vulgamott voted aye; said bill was accordingly read.
Vulgamott moved that rules be suspended and said bill be
placed on its third reading, seconded by Swetnam, the roll was called
and votes were as follows: Bailey-absent; Fries, Grogan, Shelton,
Swetnam and Vulgamott voted aye; said bill was accordingly read,
approved by Mayor Czamanske and became Ordinance No.D73-6.
_ There being no further business, upon motion being made,
sew nded and passed, meeting adjourned.
