Meeting of Board of Aldermen

Missouri
March 6, 1973
A regular meeting of the Board of Alderment of the City of River-
side, Missouri was held in the City Hall in Riverside on March 6, 1973,
at 7:30 pram. and upon a roll call, aldermen Bailey, Fries, Grogan,
' Swetnam and Vulgamott were present, Shelton absent, Mayor Czamanske
calling said meeting to order.
Minutes of February 20, 1973, were read and after correcting
that portion with regard to Riverside Did assist quite a bit toward
purchasing equipment to be used by the Volunteer Fire Department and
that Mayor Czamanske advised that Mr. Brown of Cullum and Brown has
a set of plans which the Engineer did approve, the minutes were then
approved as corrected.
Minutes of spedial meeting of 'the Board of Aldermen of February 27,
1973, were read and after correcting the time from 7:30 p.m. to 6:30 pm,
the minutes were approved as corrected.
Mayor Czamanske advised that there were four people who filed
for office as the dead line was at 5:00 p.m, this date, the people
being: Lester Swetnam, Alderman Ward III; John West and Kenyon P.
Searcy, Aldermen, Ward I; and Albert Fries, Jr., Alderman, Ward II.
There is some concern with regard to Mr. Searcy, as it was learned that
he advised the Assistant City Clerk that he lived in the City only
8 months and the requirement is the person has to live within the
* City for one year. Mr. Searcy will be contacted with regard to
this.
Mr. Melvin Ledbetter, Route #20, Kansas City, Missouri and
David Williams, Holt, Missouri applied for occupations for J8y's
Delivery, previously known as J&A Delivery. They were advised by the
council that the last place they had been, they did not clean up the
place and would have to do so if they wished to secure license to
operate at the new place. They both advised that they thought that
their trash pick-up person had cleaned up Bill's D:X, however this
h~ not been done as of early in the evening. Messers. Ledbetter
and Williams advised they would see that Bill's D-X place was cleaned
up. At the place they were applying for license, they stated they
would build a fence and put their discarded materials behind the
fence so that it would not be seen from the roadways. It was also
brought out that the place where the trucks parked was quite muddy
and as they drove on the Street it brought lots of mud on the street,
Ledbetter and Williams advised they would gravel the place just as
soon as weather permitted, as to blacktopping, this matter would have
to be done by the owners of the property and they would not be willing
to blacktop it themselves. The Board advised the men that this
license was granted strickly on a year to year basis and that a condition

would be put on the license that they are to remove all the trash
as frequently as necessary to keep'cit out of sight.
Upon motion by Bailey that the application for license of Jay's
Delivery be approved subject to the conditions that the cardboard
materials and other discarded materials they may have be kept out
of sight and removed as frequently as necessary and that the parking
area and delivery area be graveled sufficiently just as soon as weather
permits and the the trucks be pawed in a line, seconded by Fries the
roll was called and all voted in favor, Shelton absent.
Mr. John Scott advised that he has had his drawings for the
Greenhouse made, however, he could not get an Engineer to put his
seal on them. Mr. Jack gave him the name of one, however they
in turn gave him another Engineer's name and it would be several
months before he could get this done. He stated he needed the approval
now so that he could start his work in the Greenhouse. Mr. Jack was
to give him the names of some other engineers he could contact to
see if this could be done.
Mr. Lloyd Brown inquired with regard to his permit for building
on to the LeFeuber building and also stated that the had temporary
plans to build a large warehouse with approximately 170,000 square
feet of area in it; this would be on the 9-1/2 acres of property
he has option to purchase on and which is west of the Old Down's
Building on Riverside Street. He stated that he had previously
received a building permit for a building he did not build and
didn't know how the City would give him credit for this building
and then permit to build another building. The Board of Aldermen
advised they would table the application Mr.f$~o~~ghWeg~~n$~ng for
the aQding,gf an addition to-:hhe LeFeuber building/until something
definite is learned with regard to the Riverside Levu Board and
if this building would interfere with the property needed for the
Level.
Vulgamott moved that the name of the street from the North
City Limits - Missouri Highway A - to its junction with Missouri
Highway No. :9, be Na~~WI~t Gateway, seconded by Grogan, the roll
was called and all present voted aye; Shelton absent.
The Police Department was so authorized to order signs necessary
for the streets; and also to contact the construction people who
took down the VanDepo~ulier and MattoR Street Signs to put them up
- now as Highway No. 9 was complete.
Bailey moved that High Drive be scarified and graveled from
its junction with Highway 69 to the ~-635 overpass, seconded by
Grogan, the roll was called and all present voted in favor, Shelton
absent; Mr. Bailey to contact the person to do the work.

The Board decided to contact Damon Purcell to do some temporary work
on the street in Indian Hills.
* The Assistant City Clerk is to write a letter to Secretary of the
Special Road District, Ada Wilson and tell them that the Board is in
agreement with any repair work to be done on Northwood Road, or
else call John Rieneke and so advise him.
Don Jack advised he was working on the figures and right of
way for High Drive and would present same just as soon as he has
cmmpleted the work on it.
Mr. Witt advised with regard to the trailers, that he received
the signed letter from Warren Brenner and the only change was wit h
regard to the Duplex and would put this up to safety standards.
On Green's trailer park, Mr. Witt advised that he vauld get the signed
letter from Mrs. Green's Attorney and this should be signed by Mrs. Green
and the Bank.
Mr. Witt advised with regard to the franchise on the utilities,
he should have the work done by the next meeting on two of the utilities.
Mr. Witt adv~~ed that he was redoing the Traffic and Criminal
ordinances, the~''~-fiav~'^bes gone over by the Police Department and
Judge and they have to be retyped.
The Subdivision Regulations are in order to have a public
hearing on them; however the Chairman of the Planning Commission has

Subdivision Regulations are ready for adoption.,
Swetnam moved that a notice be published that the public hearing
on the Subdivision Regulations for the City of Riverside be held
on April 10, 1973, at 7:30 p.m., seconded by Fries, the roll was called
and all present voted in favor, Shelton absent.
* The Assistant City Clerk to put the notice in the paper.
Grogan::,moved that Bill D-73-4 being bill pertaining to trailer
parks and amending or deleting 20.3 and adding sectin 12.1 to the
City's Code, seconded by Bailey, the roll was called and votes were
as follows: Bailey, Fries, Grogan, Swetnam, Vulgamott voted aye;
Shelton absent; said bill was accordingly read.
Swetnam moved that rules be suspended and Bill D-73-4 be placed
on its second reading, seconded by Fries, the roll was called and
votes were as follows: Bailey, Fries, Grogan, Swetnam and Vulgamott
voted aye;,Shelton absent; said Bill was accordingly read.

Sries moved that rules be suspended and said bill be placed on
its third reading and upon passage of same, become Ordinance No. D-73-4,
seconded by Grogan, the roll was called and votes were as follows:
Bailey, Fries, Grogan, Swetnam and Vulgamott voted aye; Shelton
absent, said Bill was accordhg read, approved by Mayor Czanamske and
became Ordinance No. D-73-4.
Mr. Latta was present with regard to getting permission for
another trailer. to be parked on his property for the purpose of
watchman services.
Bailey moved that Mr. Latta's request for a second trailer
at his place of basiness be approved, seconded by Vulgamott, the
roll was called and votes were as follows: Bailey, Fries, Swetnam and
Valgamott voted aye; Grogan Nay, Shelton absent.
* The assistant city clerk t® to place an add in the news paper
advertising for bids to be received for people wanting to
mow ir~ t~e city of Riverside, said person should have a rotary
mower,/a mower with a blade, these bids are to be sealed and will
be opened at ~z30 p.m. on May 1, 1973. A letter should be written
to Messrs. Hohimer and Mendehhall giving them thisinformation.
Mayor Czamanske advised that he would like to have the Board
pass an ordinance at:-the Next meeting raising the Board of Aldermen's
pay to $125.00 per month and the Mayor's pay to $250.00 per month,~.r.. r ~~

He thought this would be more of an incentive for the " ~`~`

members to come to more meetings. ,~~~
Mr. Swetnam inquired with regard to the equipment that Andes ~~'~ 7
and Roberts have on their property along side the highway. It was
* thought the Assistant City Clerk write Andes and Roberts a letter Q~~ ~^^''
asking them to clean up the equipment along the highway and give
them 30 days in which to do this.
Gary Hohimer advised that there will be a Volunteer Fire
Associatin meeting on March 8, 1973 and thought that someone from
Riverside, Missouri, should be at the meeting.
Gary Hohimer also brought up the subject of dogs, he has contacted
some of the other cities and they are having trouble,with dogs too,
and thought there could possibly be a way to have a dog catcher and
the other cities reimburse the City of Riverside four doing the work,
or maybe some of the other Cities would do the work and the City
of Riverside could pay it for the work done.
Gary Hohimer also brought up the matter of schooling for the
full time police officers, at Columbia, Missouri. He wanted to get

the Board's approval to pay for the transportation and also for
the Motel. Grogan moved that no more than three full time policemen
attend the classes at Columbia and that the city pay not more than
$70.00, the first class being March 27 thru 29, then May 8 thru 10,
Sept. 11 thru 13 and November 6 thru 8, and Dec. 4 thru 6. seconded
by Swetnam, the roll was called and all present voted in favor,
Shelton absent.
* The matter of Wayne Hecker's check being-mail®d~to his home
address was brought up; -- in the future the check should always
be mailed to his business address.
It was brought out that there was a restaurant about to be
opened for business in Riverside, and that the pa~Ly did not obtain
a business license, nor did they come before the council. As soon
as they open, if they do not have license, they should be served
a summons and closed.
Grogan stated that the Cable Television Committee will need
to hays a draft of a model ordinance and that it was thought that
all the Cities involved should pay approximately $99.00, however
to date all the Cities have not participated in the project.
Bailey moved that the City authorize an expenditure np to $100.00
for our portion of expenses in drawing up the appro{a~iate Ordinance
regarding Cable Television Franchise, seconded by Swetnam, the
roll was called and all present voted in favor, Shelton absent.
Vulgamott moved that Dale Kicker's penalty for business license
be refunded, the difference between $105.00 and $131.00, seconded
by Bailey, the roll was called and all present voted in favor,
-Shelton absent.
* The assistant City Clerk is to issue check in the amount of the
penalty in favor of Dale Ricker.
There being no further business, upon motion made, seconded
and passed, meeting adjourned.
