Minutes of Regular Meeting
of Board of Aldermen
of City of Riverside,
Missouri, - Jan. 2, 1973
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside, Missouri,
January 2, 1973, at 7:30 p.m. and upon a roll call, aldermen Bailey,
Grogan, Shelton, Swetnam and Vulgamott were present. Fries absent;
Mayor Czamanske calling said meeting to order.
Minutes of regular meeting of December 19, 1972, were read
and accepted as read.
Minutes of Special meeting of December 23, 1972, were read
and accepted as read.
Mayor Czamanske advised that a letter had been sent to the
Northside Tra filer Sales, Green's Terrace Park and Warren and Curtis
Brenner Trailer Court to be present at this meeting and discuss
the problems involved concerning the trailer parks and the Trailer
Sales; also a letter was sent to the Body Shop Repair Service people
and Mr. Agnew to be present at the January. 16, 1973, meeting of the
Board of Aldermen to discuss their problems.
John Boles of Kitterman, Inc. presented his plans for building,
Don Jack advised the Planning Commission #~proved the plans and
he was issued permit No. 73-1.
William Joplin, Clay County Hauling, Inc., 4412 Chateau
Trafficway, Kansas City, Missouri, requested permit for parking
trucks in Riverside, beginning next month. They advised that they
do not want to park behind the station (Previously Phillips 66)
on Vivian Road, as they do not want to rent more property. They
have "we v trucks. This matter was referred to the Planning
Commission ~ S
Thomas Noyes, DVM of Eagle Animal Hospital inquired with regard
to his occupation license and thought that he should have be required
to pay for the Animal Hospital, he thought that Senate Bill 95
exelpted veterinarians from occupation license fees as other
professions. He also had a copy of Federal Bill 71.620 which he
stated dd not list or spell out veterinarians specificially as being
exempted. He received a statement for $210.00 for 1973 occupation
license. He was advised the Board would take this matter under
advisement.
Mr. Lester Sharp inquired with regard to his receiving a
statment for $60.00 for occupation license and feels that he should
not be required to pay this as the business he does, he stated is
usually done just a little over costs. This matter would be taken
under advisement.

Mayor Czamanske spoke with regard to certain accomplishments
he wanted to work out since he has been in office since Last April,
as he had heard there were certain ordinances which were just a
piece of paper and nothing was done about enforcing them, and he
would like to accomplish carrymgg out these ordinances. He advised
they would like to work these problems out with the Trailer Parks,
and with the Body Shop Repair places, without too much trouble
for agone.
Mr. and Mrs. John Scott were advised to be present as they
were told to clean up their Greenhouse and in talking to the Scotts,
he advised he had been cleaning lup the place, that the material
in the front which appeared to be brush was fruit trees and rather
expenseive ones, that in the back there were metal container which
had pot soil in tF-em. He agreed to remove the rubble and clean
up the place.
* It was agreed to send Alex Body shop a statement for occupation
license.
With regard to Mr. Hannah being required to have occupation license,
it was brought out that Mr. Hannah purchased a piece of property
there in the bottoms to store his equipment. He sub-contracts out
of his house at 95th and North Brighton and he only has the place
to store his equipment, is what he has told the people and the
trailer is to store old records in and if someone wants to know
something about them, he has a phone there and the girl looks
up the record. He said the billing is done at North Brighton.
Attorney Don Wit advised that at the trial in the court that
Mr. Hannah was doing business at the location.
Mr. James of Northside Trailers, Inc. was asked to appear to remind
him of the time limit that he was given to get the sewer in and
that he did not get a full year license. Mr. James advised he
was aware of the fact and that a survey was being made of the
prc~Oerty and there is some question as to the exact loc ation of
the property line and they are working on the matter.
The matter of the Green's Trailer Park
Mrs. Green advised that they had been doing
and wanted to know just what had to be done

After a lengthy discussion was had, a motion was made/that one year
extension f®r occupation license be given Green's Trailer Park on
the stated conditions listed and given to Mrs. Green from the Board
of Aldermen within two weeks or before January 16, 1973, and that
Mrs. Green in turn send in writing to the Board agreeing to correct
the conditions as in the list, then with these conditions agreed to
the license could be continued for 1973, seconded by Vulgamott, the
roll was called and all present voted in favor, Fries absent.
The matter of the Brenner Ridge -Trailer Court was brought
up, and it was stated that originally the Trailer Court was owned
by both, on the North was Curtis Brenner's and on the South was
Warren Brenner's. The apartment building was Curtis Brenner's.
The conditions to be corrected were summarized and the Electrical
report was to be furnished very shortly. It had been noted that
some of the things had been cleaned up. Mr. Panus representing the
Brenners advised that he would like to have the conditions to be
corrected and they would do their best to get them corrected.
Warren Brenner advised he tried to get in touch with an electrician
and could not reach him as he had been trying for quite some time.
With regard to Curtis Brenner's Trailer ^ourt, obtaining license
for 1973, Swetnam moved that the matter re tabled until the 6th
of February and in meantime the Electrical Engineer's Report
will be discussed with Curtis Brenner and also the list of
o~nditions of inspection to be corrected to be agreed to (it is
understood that Curtis Brenner will contact the Electrical Engineer),
and then the conditions would have to be agreed to by Curtis Brenner
correcting same and that this be in writing and forwarded to the
Board of Aldermen, seconded by Grogan, the roll was called and all
present voted in favor, Fries absent.
The matter of Brenner Ridge Brailer Court was discussed and
Warren Brenner advised he had to go out of town shortly and he
was asked who should be contacted with regard to the conditions of
the Trailer Park, he advised that they could contact Mr. Panus, and
he in turn would contact Mr. Brenner.
Vu~gam~tt moved that the matter of Warren Brenner's Brenner
Ridge-'trailer Court be tabled until the 6th of February and in
meantime that the Electrical Engineer's report will be discussed
--- with Warren Bremer and the list of inspection report corrections
to be made to be agreed upon by Warren Brenner and the same be
given to the Board of Aldermen in writing, then the occupation
license for 1973 would be issued to them, seconded by Bailey,
the roll was called and all present voted in favor, Fries absent.

^~n Witt advised that he would attempt to draft up the conditions for
__.ie trailer parks to follow to bring them up to the City's Ordinances.
* It was suggested that the Assistant City Clerk call Don Jack regarding
people hooking into the Sewer and the City having record of same.
It was suggested that an ordinance be drawn up for parking or storage of
vehicles.
It was brought up that Mr. Latta of Princton Turf wanted to apply for
another trailer to be placed at their business on VanDePopulier Road.
