December 19, 172 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the Gity Ha11 in Riverside, Missouri, on December 19, 1972, at 8:00 p.m. and upon a roll call, aldermen Mailey, Grogan, Shelton and Vulgamott were present, Fries and Swetnam absent, said meeting was called to order by .Acting Mayor Shelton, as Ma1ror Czamanske was absent the first portion of meeting. read , The minutes of regular meeting of December 5, 1972, were read and a ccepted as John Boles was present on behalf of Multi Products and advised that they had an occupation license in 1969, however they were not doing business in Ri~oerside durir~ the latter two years and again started business the latter part of this year, and wanted to appl~rufor business license, this would be for November and December, 1972, they were in the assembly work business of plaetice. They operated in a 20 x 220 building and their license for 1/1~ year would be X26.25, and they advised they would like to be billed for the 1/4 year in 1972 along with the fullyeas of 1973, (105.00). The application for license was approved. Mr. John Baldwin, lt102 A. West Riverside Drive applied for business license for Engineer office, his application was approved and the amount was 15.OOfor 1/~ of a year and ?~60~00 for the year 1973 and also wanted to be billed at one time for all the amount. Mr. Jack advised he lamped the sewer for the Hohn Project and same appeared to be in order, that is $om Vivian Road to the treatment plant. Mr. Jack also a dvised that the new sewer line is now working and that the d edication papers on this sewer should be ready by the next regular meeting. With regard to the one year maintenance bond, Mr. Jack and Mr. Witt discussed this matter and proper ordinance would be passed covering this situation. Mr. Witt reported on one of the nuisance complaints, Mrs. Ohrenberg and he advised he had written her and she answered, requesting permission until the end of April, 1973, to tear down the old house which was incomplete on Strathberry Road, as at present the weather con±ributed to her not being a. 1e to do s o. Zt.was the consensus of the Council. to give her until April, 1973 to have the house removed. "~~r. rr?itt reported on the tin building of Lloyd Browns which was placed at its location with out permit. The caunci]_ was advised that he was supimonsed to come to court on December 18, 1972, and he did not sh w up. It was the Council's opinion to serve him the Summons and have him appear in court. It was brought out that his (Mr, Browns) time was xp which the Council had given him to have the building removed, and the matter should be treated as any-other court proceeding. Mr. Hannah's matter eras discussed and the council was advised that the Judge had haken the matter under advisement and would give him ur_til January 15, 1973 to get occupation license and also permit for the trailer at the business locatiory It was brought out that Mr. Hannah advised he was not doing business at the location and that the did not need a permit for the trailer, although: he admitted he had accounting work done at the location and tools phone calle at the location, which pertained to his business. Shelton moved that Bill No. 3113-A-12 repealing Section 8 of Code 16.7 and amending same be placed on its first reading, seconded by ~ulgamott, the roll was called and votes were as follows: Bailey, Grogan, Shelton and Vulgamott voted aye; Fries, Swetnam absent, said bill was accordingly read. Vulgatnott moved that rules be suspended and Bill 343-A-12 be pladed on its ~cond reading, seccnded by Shelton, the roll was c alled and votes were as follows: Bailey, Shelton Page 2 „Minutes of Reg. Shelton moved that Bill °do. 3113-A-3 being a bill a^!ending Code 16.9 and adding a new section thereto, seconded by Bailey, the roll was called and votes were as follows: Bailey, Grogan, Shelton and Vulgamott voted aye; Fries and Siretnam absent, said bill was accordingly read. Vulgamott coved that rules be suspended and said bill be placed on its third reading and upon passage of same become ordinance No. 3113-A-3, seconded by Shelton, the rollwas called and votes wer-~ as follows: Bailey, Grogan, Shelton and Vulgamott voted aye, Fries any: Swett:am absent; said bill was accordingly read, approved by Mayor Czamanske and became ordinance 3113-A-3. The matter of placing a 10~ on usage of utilities in Riverside, Missouri, as occupation license was discussed and Mayor Czamanske advised hb did call several of the news papers and asked that publicity be given the !natter. The matter of giving the franchise to t he Electric and Gas Cmpanies was discussed aryl Mr.l^Jitt was to prepare the necess~ y publication for the paper and also set up the election for the voting on the franchise. The matter of plowing the snow off and salting and sanding the streets in the apartment projects, relating to streets not dedicated to the City r•~as discussed and it was brought out that there were agreements signed by the owner of the apartment projects or trailer courts, if they~aanted the city t o perform this work. and paved Mr. ?tiritt explained the maps upon which he had marked the dcdi o3ted~streets within Riverside, and that the information was gotten from the Kansas City Title Company and Mr. Buford had placed them on the maps. The second map showed the streets within Riverside, which were p~:ved anc? not dedicated. The third map showed the streets which were dedicated streets and were not built. A discussion was had on this matter and Mr. Jack thought it would not be a problem to kaep these maps up to date, price all the streets and additions were shown on them, as it was pointed out several corrections were to be made and parts should be brought down to date. Vulgamott moved that the City be authorized to plow the snow off the streets and also to salt and sand as necessary the streets in the apartment projects (applying to streets not dedicated to the City) if the owner of the Apartment Pro~edts sign the Snow Removal Agreement, seconded by Bailey, the roll was called and all present voted in favor, Fries and Swetnam abse nt. companies doing business Vulgamott moved that Bill No. 326*3 being bill providing f or all utilit,arcf, in Riverside, Missouri, be required to pay an occupation license fee of 10~ of the utilities used within the City, beoplaced on its first reading, seconded by Grogan, the roll was called and votes were as follows: Bailey, Grogan, Shelton and Vulgamott voted aye; Fries and Swetnam absent; said bill was accordingly read. Mr. Witt advised that it would not make any difference when the election for the franchise is had, but he would arrange for same. It was reported that Mr. Ellerman was to be at the meeting, however he called and advised he was having car trouble, but he would like to find out what he is to do w ith regard to the paving of the parking area in ffi'ont of his two duplexes on South Road. It was agr..eed that he report to the next regular meeting before he does any more paving at the site of the second duplex. # Bailey requ^sted that Mrs. Nelsen obtain the informationf~om the Bank of Riverside as t o how much is in the savings account and that this be reported at the next meeting. Flith regard to further enforcing the ordinance on the trailer parks being required to bring their parks in conformace with the ordinances, Grogan moved that the inspection of the trailer parks be made by Police thief Hohi.mer and that he obtain andelectrician and also have the County Health Officer present on the inspection, seconded by Shelton, the roll was called and the votes were as follows: Bailey, Grogan, Shelton and Vulgamott voted aye; Fries and Swetnam absent. Mayor Czamanske ad wised that the City received ~7323.C0 from the rederal Government, in revenue Sharing Fund. Mr. Jack advised that he thought Riverside could not get any Topic Funds, at least at the present time.
