November 21, 1972 A regular meeting of the Board of Aldermen of ::the City of Riverside, Missouri, was held in the City of Riverside City Hall on November 21, 1972, at 7:30 p.m. and upon a roll call, aldermen Bailey, Grogan, Shelton,~:S~aetnam and Vulgamott present, Fries absent and Acting Mayor Swetnam calling said meeting to order. Minutes of November 2, 1972, were read and approved as read. The Treasurers reports for the months of September and October, 1972 were presented to the Council. Mr. Bob Greenhaw of Hydro-Conduit presented plans for an addition to~the business building. These pla nscere presented to the Planning Commission and Don Jack advised the council that the Planning Commission had approved the plans sub3ect to Hydro-Conduit submitting the piling plans and also furnishing the stability calculatiena before occupancy. Mr. Bill Clark presented his plans for an addition to his residence. Mr. Clark had presented his plane to the Planning Commission and Mr. Jack Reported that everything a ppeared to b e in order with the a xception he did not have a drawing of the roof line of the new addition as to the old a ddition. This portion of the plans was presented to the Council. Mayor Czamanske was present over the remainder of the meeting. Marllin Pool of 34~ Woodland Road applied for permit for Concrete Drive and screen Wall. Mr. Jack advised he reviewed the plans with the Planning Commissions Review Board and advised Mr. Pool has presented a complete sketch of the work to be done and seems to be in order. Mr. Bob Gieseke presented application for an addition to his work building and same appeared to be in order. Mr. Ehillip Brenner prsented his application for sewer permit # Mr. Witt is to be contacted with regard to the ordinance for persons obtaining a permit to enter into the public sewers, i. e, whether it should come before the council, or dust that the Engineer should check it out and the Clerk receive the appropriate amount of money and then again the Engineer inspects the sewer at different intervals until it is connected and covered. Also whether dust the application, after it has been approved, then it can c ome to the Council as matter of information to the Council. Phillip Brenner also inquired with regard to crossing the City Street with the Sewer and he was advised that a pelnmit had to first to be obtained and also a deposit made with the City before any breaking holes in the City Streets were made. The person doing the sewer construction is the person responsible for obtaining this permit. The City Engineer is also to be advised when this is toix done. Phillip Brenner also inquired with regard to his road being repaired and the Chairman of the Road Committee advised that his street was to have been repaired along with the other streets which were patched and he wss assured that this would possibly be done within a few days. page 2 - Reg. Stapleton, representative of Central Sign Industries, Inc. applied for license to install aign~or Funkhouser Machinery and his license for the r emainder of the year was °$25.00. Mrs. Oleva Randolph was present and inquired with regard to the business license application for a Ca.Pe at 2707 4Jest Platte Road, as she was present at the last m^eting and was advised that the Health Department would have to approve same before the City Could put its approval on the application. Mrs. Randolph advised that the owner of the building had put much work on improving the inside of the building and that she also advised that the County Health Department has inspected same. The matter of the Rest room facilities was discussed as this was the same fac ilities that the 7W repair place of business were to use and Mrs. Randolp}~ advised ~e was agreeable to only the employees of the VW place of business were to use the rest room facilities. Another matter was brought out and that was the road or driveway situation. It appeared that this could be quite a problem. Vulgamott moved that the occupation license presented by Mrs. Randdph be approved sub3ect to improving the driveway gravelwise~ seconded by Shelton, the roll was cslled and Bailey, brogan, Shelton, Swetaam and Vulgamott voted aye; Fries-absent.,, and that the license fee for the remainder of the year be $15.00. Mr. Jack reported there was nothing new de ,eloped on Highdrive, except i3h~t he had expected a report from the Hghway Department and perhaps it would b e coming within the next week. Mr. Jack reported that it was probably noticed that Mr. Hohn was working on the sewer project for the apartments. He alsoitported that the Trustees of Sewer Listrict No. 11 are anximaa to turn over the district to the City. Mr. Jack reported that the Trailer Sales were wanting t o w ork w ith Mrs. Breen on the sewer project from the Trailer Sales and more contacts would probably be made tocbtermine the cost of the Trai__er Sales entering the sewer. The Council are of the opinion that Mr. Witt and Mr. Jack should look into this matter acid come up w itti a practical and legal solution of getting the Trailer Sales into the sewer. Mr. Bailey, chairman of the redoing of the Occupation License Ordinance reported that they have worked on this project and have raised some and lowered some. They suggested that the trailer parks be $12.00 per trailer per year. That the manager or whoever is in charge of the trailer parks are to r eport whenever a person moves in or out aryl at the end of the year, that the license can be applied for taking into consideration the amount of trailers at theheginning of the year. This was discussed and thought that perhaps a definition of what constitutes operating a business within the City should be made. *2~he matter of two people operating a business in Riverside Body Shop, have police to check out for occupation license. This should be checked with City Attorney. #The matter of Eagle Animal Hospital should pay for two licenses, animal hospital and boarding dogs or animals or a sum of $210.00 for the two businesses. #Vic PanRS Real Estate License was again brought up and this is to be checked out. The matter of whether Hannah was actually operating a business was brought up and this was to b e checkec into. #Also the matter on trailers parked at different lots throughbut the City was to be checked into to s ee if this were legal. A. motion was made by Swetnam that the report made by Mr. Bailey and as discussed with regard to the changing of the occupation license be accepted and that the 1!'ssistant City Clerk is to send out appropriate statement notices with the appropriate charges d vising that this represents the license as of December 31, 1972; that the Cit ^ as the authority to review and up-date the licenses, seconded by Bailey, the roll was called and votes were as follows: Bailey, Grogan, Shelton Swetnam an![ Vulgamott voted aye; Fries absent. Mr. Grogan:'ingmired with regard to the way the Police Auction was had on Saturday, November 18, 1 972. He thought theca should have been more people present, perhaps it should be advertised more, and was for any suggestions for a better way to do the auction. All in all, it was not ~.ery profitable. Other remarks were made that people didn-!t know when the auction actually took place, people were w siting for it ~ they wanted to bid on certain items and it was over with before anyone had any idea. Other remarks were made that certain people advised they would ha$e bid quite a lot more on certain items, had they of known when the auction took place. Another problem discussed with regard to the cars towed in, the Towein service costs a~roximately ;G85.C0 and it was brought out who is to pay these bills. After discussing this further, it was agreed by the .council that each of the parties towing in cars would have to present their statement for payment and the city would pay same. #The assistant city clerk is to contact all the people towing in the cars and asking them to present their statements. -tfVulgamott inquired whether or not the amity was paying someone to c lean the City Hall and after a discussion was had on this a1d that the amount of $2.00 per hour was a little high for a young high-school person doing the-work, it was suggested the matter be brought to the Assistant City Clerk and see if a replacement cou ld be found. Vulgamott.moved that the B~11 for the payment of certain indebtedness as listed in Bi11No. ri~72-19 be placed on its first reading, seconded by Swetnam, the roll was called and votes were as follows: Bailey, Grogan, Shelton, Swetnam and Vulgamott voted aye; Fries, absent, said bill was accordingly read. No. D-72-19, seconded by Swetnam, the roll was called and votes were as follows:Baiby, Grogan, Shelton, Swetnam, V~.x].gamott voted aye; Fries absent, said bill was accordingly read, improved by Mayof Czamanske and became 0;•dinance No. D-72-19. Swetnam moved that the following building applications be approved which were presented to the council at the beginning of the meeting: Hydro-Conduit - No. 72.26 Bill Clark 72-27 Mar~fin °ool 72-28 Bob ~ieseke 72-29 seconded by Vulgamott, the roll was called and votes were as follows: Bailey, Shelton, Swetnam, Grogan and Vulgamott noted aye; Fries absent, There being no further business, upon motion, made and sPCOnded that meeting adjourned, said meeting adjourned.
