November 2, 1972
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri, was held in the City Hall in Riverside, Missouri, on November 2,
1972, at 7:30 p.m. and upon a roll call, aldermen Fries, Grogan, Swetnam
and Vulgamott were present, Bailey and Shelton absent, said meeting was
called to order by Mayor Czamanske.
The minutes of meeting of October 17, 1972, were Bead and after
deleating the remark made by Bailey in his voting, the minutes were corrected
and approved.
The special Board minutes were read for the meeting held October 24,
1972, and same were approved as read.
Roger Johnson, who appeared previously for a permit to obtain license
to have a VW shop, stated that the land owners had put in a rest room in
the building next to the place where he v~ uld work on his cars, as the
place where he worked on the cars had no place for such facilities. He
stated he mentioned that there would only be three cars of his own, however
there would be several of his customer's cars there which he would be
working on. It was agreed by Roger Johnson that all cars would be
parked in the back of his property in a line and not in a scattered fashion.
He stated he thought he had eight cars there now and he thought the most
he could have at one time would be approximately 12 cars. Grogan advised
the reason for the concern is that they were interested in the looks of
the place as there were other businesses in the area and they wanted
all of them to be kept orderly.
Mayor Czamanske announced that the Applicant Roger Johnson stated he
would agree to the limit of 12 vehicles at one time and that .they would
be parked behind the building in line, that there would be no active
sales solicitation; that the cars will be lined up for over-night parking;
and Grogan moved that the application be approved subject to the aforesaid,
Vulgamott seconded the moon, the roll was called and votes were as follows
Fries, Grogan, Swetnam and Vulgamott voted yes; Bailey and Shelton absent.
Kates Moto appeared for permit to operate his business of body work and
paiting automobiles, he stated he didn't know the he need another license,
as he paid Bill Hedgecock for the one he was operating finder when he was
at Bill Hedgecock's place of business.
Jeannie William Grayson applied for business license to operate a flower
arrangement shop at Platte Purchase Building, she stated she would not
stock the material, but would take orders and would fill them from her
other place of business. The cost would be 15.00 for the last quarter
of the year. Vulgamott moved that the City accept the application,

Mrs. Oleva Randolph presented application for short order
restaurant business in the building which would be next to the
VW repair shop. She was advised that she had to get a clearance
from the Health Department.
Kates Moto presented his application for license for Automobile
repair and Paint shop at 4751 Highway 71, this would be in the
Penrod's building which is in front. It appears that Jack Miller and
Moto has an agreement, Jack Miller has the backportion of the ground
and Moto the front portion. Upon motion by Vulgamott and seconded
by Fries that his business application be approved, subject to his
keeping junker cars not more than 30 days, Mr. Moto agreed to such
stipulation, the roll was called and votes were_as follows: Fries,
Grogan, Swetnam and Vulgamott voted aye; Bailey and Shelton absent,

Don Witt advised he has been working on the dedicated streets,
and service streets and those that are existing. He stated that
Mr. Buford will draw these streets in, identifying which are which
for the price between $500 and $600, however, Mr. Buford does not
want the City to sell the maps, but they can reproduce them for
City purposes.
Mr. Witt said he would work on the Utility Franchise.
Regarding the Cable TV, Mayor Czamanske advised hherp;_was a
committee to study this matter and that we should table it until
the committee has completed its study and we get the results.
The Matter of Mr. Hohn's project of apartments was brought
up and the council was advised that he is to come into court
on November 13, 1972.
Another matter Mr. Witt was going to look into was the
City's funds on deposit.
* With regard to the occupation licenses, copies of the occupation
code was to be made and given to every council member so that everyone
could have it when the Committee on the Occupation License would
set out its recommendations for the coming year.
The matter of copying machines was discussed. Upon motion
by Grogan and seconded by Swetnam that Mayor Czamanske, together
with Gary Hohimer look into the copying machines of different
kinds and see what can be obtained on a temporary basis from now

until July 1, the roll was called and votes were as follows:
Bailey and Shelton absent; Fries, Grogan, Swetnam and Vulgamott
voted aye.
* It was suggested that the owner of the Milk House building be
gotten in touch with (Mr. Frank Bott, 3640 N. Briarcliff
Road, Kansas City, Missouri) and request that something be done
with it.
Mr. Ramey again inquired whether anything can be done about
the draining .and culvert problem. It appears that his problem
is the State on the old highway which is too high. He also wants
to get permission to put in culvert across more property, giving
more parking area.
Mr. G. Hohimer advised he and Mr. Pettis put red dye in the
toilet fac~~~~ ~~ $~ ~~ the units of ldr. Hon's and they traced
it to where it~~id not go into any treatment plant, but appeared
to come out into an open ditch, running straight into Line Preek.
It was brought out that Cullum and Brown would have until
November 20, 1972 to get rid of the tin building.
-- Mayor Czamanske advised that at 1:00 p.m. on Saturday,
November 4, 1972 the Police Chief, the City Clerk and he would
make a tour of all the trailer parks in the City, solely for taking
pictures and then discussing the trailer parks. He advised anyone
was welcome to go along on the tour. This would be the next
project in cleaning up the City.
Mayor Czamanske also advised that the next regular meeting
would be on November 21, 1972, at 7:30 p.m., however, prior tQ that
meeting, there would be a meeting on Wednesday, November 15, 1972,
at 7:30 p.m. solely for the purpose of discussing the trailer
courts within Riverside with the owners and operators.
Chief Hohimer announced that the Police Department wou ld
have a sale of the accumulated automobiles on November 18, at 2:00
p.m. at the toe-in lot.
The matter of cleaning up different places in the City seemed
to be coming along, there were still a few that needed further
attention, however, many of the places were cleaned up without
further notice. The Health Department did say that the Ohenberg's
house was a public health nuisance.
It was suggested that a survey of all the people who did

do clean up work be made and perhaps a little publicity on them
be made.
The matter of having to issue checks at the first pay
period in the month for certain other matters was brought up,
such as the IRS, State Withholding Tax and also the Social
Security Tax, upon motion by Fries and seconded by Grogan that
these checks could also be issued with the full time payroll on
the first of the month, the roll was called and votes were as
follows: Fried, Brogan, 3wetnam and Vulgamott voted aye; Bailey
and Shelton absent.
The matter of whether or not Victor Panus has an opcupation
license was brought up.
The matter of whether or not the people who built the latest
house on Cerreto Lane had finished paying for their proportion of
the road fee. Don Witt advised that he had checked into this and
that they were going to pay the balance shortly, as he had contacted
the real estate people.
There being no fu~zther business, upon motion by Fries, seconded
by Vulgamott, meeting adjourned.
