September 19, 1972
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri, was'.held in the City Hall in Riverside, on S¢tember 19, 1972,
at 7:00 p.m. and upon a roll call, aldermen Bailey, Fries, Grogan,
Swetnam and Vulgamott were present, Shelton absent; and said meeting was
called to order by Mayor Czamanske.
The minutes of regular meeting of September 5, 1972, were read and
after correcting same as follows: Mayor Czamanske advised the Board that
he hired Glen Hohimer temporarily to cut the brush and high growth for
$2.00 per hour; that the Highway Department however found that
the City was responsible for the removal of the surface water regarding
I-635 and High drive; and that the Mayor advised that it was possible
that the Highway Department would redesign the flow of traffic on West
Platte Road; the minutes were then approved as corrected.
The minutes of special meeting of the Board of Aldermen held on
September 12, 1972, were read and after correcting that portion where
it was decided to have a special meeting with the Police Department
Employees rather than a closed meeting on September 18, 1972, the
minutes were approved as corrected.
- The meeting of September 18, 1972 was attended by the Mayor and
three aldermen - Grogan, Swetnam and Vulgamott along with 11 of the
14 reserve officers, all of the full time policemen. Various problems
were discussed.
Mr. Isenmott requested permit to haul dirt over Woodland Avenue.
It was decided that Engineer Jack and Isenmot would look over the road
and then inspect it again aftet Mr. Isenmot finished hauling and see if any
damage was done by the hauling, which would be taken out of the bond
posted if repairs needed to be done as result of the hauling. He was to
post a $1500.00 bond.
Messrs. Hargrove and James were present with regard to occupation
license for Northside Trailer Sales. Mayor Czamanske read a letter from
the Planning Commission setting forth their recommendations for this
project. These recommendations were discussed and the most time consuming
one would be the sewage. Upon motion by Vulgamott that the City approve
the Application for occupation license for Northside Trailer Sales subject
to the contract that the City Attorney will negotiate with the Business
- with regard to the Sewage difficulty and also subject to the conditions
the Planning Commission set forth in its letter to the Board of Aldermen
with regard to this project, seconded by Bailey, the roll was called and
all present voted in favor, Shelton absent. The license is not to be
delivered, or considered issued, until Board approves contract and
conditions are met by applicant.

Roger Johnson presented application for a Volkswagon repair shop, in the
building previously a Filter Shop. After a discussion was had regarding
this matter, it was discovered that the building had no rest rooms and
that the council advised it would hot approve a business license for a
building without rest room facilities. (This is in conformity with
the City Code).
Mr. Graham of Fun House Pizza advised he would like a letter from
the Board advising that he has been approved to sell liquor by the drink
and this is to be sent to the Liquor Control Board of Missouri.
The council so advised the Clerk to write such a letter.
Mr. Allen Carr owner of Dog N Suds brought a drawing setting out
the area where he will sell used cars on his place of business along
with the Dog 'N Suds business and requested permission to move the license
from 2504 W. Platte Road to 1920 West Platte Road for the sale of used
autos. A discussion with regard to this project was had. Upon motion
by Grogan that the City deny the transfer of the occupation license for
the sale of used autos from 2504 W. Platte Road to 1920 W. Platte Road,
'seconded by Vulgamott, the roll was called and votes were as follows:
Bailey-yes; Fries- no; Grogan-yes; Shelton-absent; Swetnam-yes;
and Vulgamott-yes. - Application denied.
Swetnam moved that Bill No. 15A-~ being bill providing for the
hiring of Assistant City Clerk, setd.ng forth<.the duties, salary and
person - Geneve Nelsen, seconded by Vulgamott, the roll was called and
votes were as follows: Bailey, Fries, Grogan,Swetnam and Vulgamott
voted aye; Shelton absent; said bill was accordingly read.
Vulgamott moved that rules be suspended and said bill No. 15A ~'
be placed on its second reading, seconded by Bailey, the roll was called
and votes were as follows: Bailey,Fries,Grogan,Swetnam and Vulgamott voted
aye; Shelton absent; said bill was accordingly read.
Swetnam moved that rules be suspended and Bill 15A ~ be placed on
its third reading and upon passage of same become Ordinance No. 15A #,
seconded by Fries, the roll was called and votes w:re as follows: Bailey,
Fries,Grogan,Swetnam and Vulgamott voted aye; Shelton absent; said bill
was accordingly read, approved by Mayor Czamanske and became Ordinance
No . 15A'~.
Vp11 amott, Qv~d that Bill No. 34-A-13 be placed on its first reading,
said bil~ prohibiting the installation of above ground storage tanks
seconded by Grogan, the roll was called and votes were as follows: Bailey,
Fries,Grogan, Swetnam and Vulgamott voted aye; Shelton absent; said bill
was accordingly read.
Bailey moved that rules be suspended and said bill be placed on its
second reading, seconded by Swetnam, the roll was called and votes were

absent, said bill was accordingly read;
Fries moved that rules be suspended and said bill be placed on
its third reading and upon passage of same become Ordinance No. 34A-13
seconded by Vulgamott, the roll was called and votes were as follows:
Bailey,Fries,Grogan,Swetnam and Vulgamott voted aye; Shelton absent;
said bill was accordingly read, approved by Mayor Czamanske and became
Ordinance No. 34A-13.

Vulgamott moved that bill providing for the '•building of protection
device around gas meeters where autos are parked be placed on its first
reading, seconded by Fries, the roll was called and votes were as follows:
Bailey,Fries,Grogan,Swetnam, and Vulgamott, Shelton absent; said bill was
accordingly read.
Swetnam moved that rules be suspended and said bill be placed on
its second reading, seconded by Fries, the roll was called and votes
were as fellows: Bailey,Fries,Grogan,Swetnam and Vulgamott voted aye;
Shelton absent; said bill was accordingly read.
Grogan moved that rules be suspended and said bill be placed on its
third reading and upon passage of same be placed on its third reading,
seconded by Bailey, the roll was called and votes were as follows:
Bailey,Fries,Grogan,Swetnam, and Vulgamott voted aye; Shelton absent

* Mrs. Nelson is to mail out the notice of the protecting the gas
meters to all businesses.
* Attorney Don Witt advised that the procedure to be followed now
on ordinances and codes would be to bring the original and then the
other copies for all aldermen, Mayor, City Clerk, Police Court Judge
and Police Department will be made by Mrs. Nelsen and she is to distribute.
The matter of franchise with The Gas Service Company was brought up
and after a short discussion, it was decided to review the franchise
and bring up the subject at another meeting.
*Mrs. Nelsen is to make break down of last .two years on the four utilities
to see what the income is.
Don Jack advised that the only complaint the City had with regard
to the Koehler's building3in Indian Hills was the one street that had
not been paved; it has now been paved and the Planning Commission received
another application for a house from Mr. Koehler on Lot 5, Block 1,
Indian Hills. Mr. Jack reviewed the plans for the Planning Commission

and found everything in order and recommends to the Board that same
be approved by it. The Board did approve the plans and applicatirn.
The matter of storn sewer on High Drive wss discussed and the
- best way to handle the water on High Drive where the water comes from
the I-635 project. Mr. Jack advised that one way to handle this would
be to place two 24" pipe from the present 36" which is at juncetion of
Cerreto and High Drive and put one m each side of the street. The ditch
has been cleaned out very well. if the two 24" pipe are placed and
replace one pipe oz the north side of High Drive which is under some
sort of driveway, Mr. Jack thought this would get the City by with a
five year storm at the cost of $4,000 to $6,000, howe~ this is a
rough estimate, and the ditches would have to be cleaned out and
kept cleaned.
The Board brought up the fact that this could possibly be done
by special assessment to the property owners.
Mr. Jack stated that he thought there was a good chance that $he
City could get Federal aid on this project this would possibly come
under emergency aid and he would like a little time and investigate
this further.
Another matter Don Jack brought up was that he his been asked
to go over the model zoning ordinances and then bring up the portions
that he has questions about to the Planning Commission, as it now stands
the Commission cannot get through much of it at its meetings and thought
this way it would go faster and he wanted authority from the Board to
do this, it would be somewhere from ten to 15 hours of time, and he would
keep it to the bare minimum.
Mr. Jack reported that he talked to Mr. Woodside regarding the
repair necessary on Woodland where the manhole was installed. and
advised that he does not want the patching done this year, maybe some
sealing and cold patch would be in order this year, but the permanent
work should be done next year.
Mr. Jack reported on the Andes and Roberts project and didn't know
if they would ever get started oz the other portion of the buildings,
they have run into several problems.
Mrs. Green's sewer project is coming along okay.
The matter of an address for Funkhouser Machinery was brought up
and the post office said there was another place with the same address
further north on No. 9 Highway. This address was to be worked out.

Bailey moved that the following salaries for the Police Department
be approved, retroactive July 1, 1972:
Asst. Chief of Police - - $815.00 per month
Lieutenant 705.00 "
Sergeant 655.00 "
Patrolman No. 1 625.00 "
" No. 2 625.00 "
" No. 3 600.00 "
seconded by Brogan, the roll was called and all present voted in f:a~tor,
Shelton absent.
Mayor Czamanske announced there would be a special meeting
Tuesday, September 26, 1972, at 6:30 p.m.
Bailey moved that Bill No. D-72-16 being bill providing for the
appropriation of money out of the general fund be placed on its first
reading, seconded by Swetnam, the roll was called and B~ilg~r, Fries,
Grogan, Swetnam and Vulgamott voted aye; Shelton absent, said bill was
accoa;ding~y read.
Grogan moved that rules be suspneded and said bill be placed
on its second reading, seconded by Fries, the roll was called and votes
were as follows: Bailey,Fries,Grogan,Staetnam, and Vulgamott voted aye;
Shelton absent, said bill was aa~rdingly read.
Vulgamott moved that rules be suspended and said bill be placed
on its third reading and upon passage of same become Ord. No. D-72-16,
seconded by Bailey, the roll was called and votes were as follows:
Bailey,Fries,Grogan,Swetnam, and Vulgamott voted aye; Shelton absent;
said Bill was accordingly read, approved by Mayor Czamanske and became
ordinance No. D-72-16.
There being no further business, upon motzn duly made, seconded
and passed, meeting adjourned.
