HomeMy WebLinkAbout1972-09-05Minutes of ?~~ular i°':cetin; of i?oard of 'l~er~en of City of ~tiverside~ Mo., 9-5-72 A regular meeting of the Board of Aldermen of the City of Rivejside, Missouri, was held in the City Hall in Riverside on September 5, 1972, at 7:00 p.m. and upon a roll call, aldermen Bailey, Fries, Grogan, Shelton, Swetnam and Vulgamott were present, Mayor Czamanske calling said meeting to order. -- The minutes of regular meeting of August 15, 1972, were read and accepted as read. Mayor Czamanske reported on certain events coming up: There will be a meeting of the Business Association of Riverside on Thursday, September 7, 1972 at 7:30 p.m. in the Union Hall; There is a Missouri Municipal Leage Conference in the Ozarks, and an annual Betterment Banquet in October. Mayor Czamanske reported that he attended a meeting at the American Youth Center, they are having a Board of Directors turnover. They are trying to find a place for the boxers to meet and they also need funds. He advised he would relay the information to the council that they are in need of funds. He also stated that the building is in need of repairs and would have to be gotten into shape, they thought approximately $500. to $1000 was needed. Mayor said he suggested that they see the Civic Clubs. Mayor Czamanske said he took it on his own to faire Glen Hohimer for $2.00 per hour to cut the brush and high growth where the mowing maching could not reach. The Mayor also said he had various meetings with the Highway Department. Mr. Peyton of the Trailer Sales Lot was present and wanted to know the complaints the City had with regard to his Trailer Sales Lot. He was advised by the Board that they were sometimes parl~ed where it was a hindrance to the traffic on the streets, they could not see the oncoming traffic, and then sometimes some were on the public right of way. Mr. Peyton advised that the back part of the property had now been graveled and in order to use for trailers and he would move them all back, and the smallerones would be in the back. The Board advised that the trailers should not obstruct the view for the traffic on Woodland and also the Highway, and Mr. Peyton advised that if they have to they will pull the trailers off of Woodland Ave. side. Mr. F. D. Bower, Jr. of Jewel Company, Inc. was present with regard to occupation license, he stated he had one man arrested and one under warrant for arrest, this for not having license to operate in Riverside. Mr. Bower stated that their men do use company trucks as the one he has in the parking lot, however they do have a person that writes new customers and explains the company policy to the customers, however the Refute Man then takes the orders and delivers the merchandise and collects when he delivers the merchandise. Mr. Bower said that they have operated in Riverside for many years and never had problems before. The Board advised that there was one salesman that was very rude and when they got in the house the people could P.2, Reg. Meeting, not make them leave. Vulgamott moved that the license for Jewel Company, Inc. be approved and that the fee be $52.50 for 1/2 year, Rries, seconded the motion, the roll was called and votes were as follows: Bailey, Fries, Grogan, Shelton, Vulgamott voted aye; Swetnam, No. Mr. Woodside requested of the Board to approve his moving his place of business and approval of the buildings, he was advised that this matter would have to be taken before the Planning Commission and the Board should receive the Planning Commission's recommendations. Mr. David ~~', 0 and Mr. James appeared prior before the council with regard to having trailers at the Old Flash Market location. They advised they had met with the City Planning Commission and were requested to talk with the State Highway people with regard to right- of-way, and the Commission wanted a written report from the Highway Department. The Highway people advised him that the right-of-way eould have to be curbed and paved if anyone wanted to use it, and they decided not to put this much work and expense into the project and they would not use the right of way, they explained they just wanted to get a license to operate on the property as is. Mayor Czamansky advised that he was in touch with the Highway Department and he was advised by the Highway People that in order to use the right of way it had to be curbed and paved and certain places to be used for entrance and exit. The trailer people advised they were not going to build any buildings just put in some shrubs. They also stated the highway Dept. stated they would have to be back 50' from the center line. The matter of water drainage was brought up and the Trailer People advised that they were told this was sufficient, the only place that trouble was had was at the end of the line where the line possibly was too small. The Planning Commission stated that it advised the people to contact the highway people and come back to the Planning Commission, and that is where it stood with the Commission. It was noted that the area was cleaned up of all the old buildings and the place was looking better. The application for license was offered and the money was tendered, but the money not accepted by the Board. The Mayor said the matter would not be decided upon until the Planning Commission's decision was received and deferred until the next regular meeting. Allan Car who operated Dog 'N Suds wanted permission to move the the Lloyd Auto Sales to his place of business (from 2504 West Platt Road to 1920 West Platte Road), he stated he had no specific place to place the cars and also the fact that he thought since he was financing the auto sales and that his business was not too prosperous if he could combine the location it would help. At the location where the auto sales ~fiaap~l~~tently, is not a place which could be watched as well as if it were with another place of business, as they had lots cf thin s stolen,includin; three automobiles. Upon !notion by Fries, that Lloyd Auto Sales' license be transferred fro: 2504 W. Platte Road to 1;20 W. Platte Road, and seconded by Swetna~r, the roll was called and otes were as follows: Bailey- Pass; Fries, yea, Grogan, agy; Shelton-nay; Swetnam-aye; Vulgamott-may; and Mayor voted Nay; with the reason that he stated if they cc_ld come up with some type of plans P. 3, Reg. They wanted to arrive at sane conclusions with re,ard tc operatin such a batch plant for two to two and one-half years or .ay ~e three years and not on a 30 to 3G day period license, they stated that the Hi hway Department has the rain General Contractor, Pitts.DeMoines anal then the other contractors for the different phases of tl~e work.-- Beasley, Kansas City Str:~ctural Steel and Wilhelm. Mr. Beck. stated he has contacted tY;e with re and tr; their entering into a contract for postin, a bond account of hea:°y loads being hauled o er the roaals and he was certain that two of the contractors and Stewart wo ld oin in on $1,000 bond each, howe er he could n<,t get an answer froru Beasley. Messrs. McKehan and King were 'resent and inquired with regard to the flow of water on their sro~erty along with silt, xhenever there was a large rain, and this flow of silt and water was result of the construction of I-635. This .matter was discussed and the k:ighway ~'e~:rt:rent was contacted xith regard to this drainage. It was learned that the City had entered into an agreement xith the Highway ~erartmcnt and a ~ortien of the agreement st?ted that the `'ity would take care of the drama'- ~:orblem. The ^?atter of salaries was presented at the time of the Budget in J~.zly and to this date the Poard h::s not all been aresent at a meeting to discuss this budjet and a.rove sane, and this request would have to be deferred until the next meeting. The matter of ~3irin,g Stan Powers was discussed and it xas brought out th-t it would rrobably cost a~:~roxima.tely iP1C0 for uniforms for hip and •ossibly a coat in winter.
