OF CITY OF RIVERSIDE, MISSOURI
AUGUST 1~, 1972
A regular meeting of the Board of AY3ermen of the City of
Riverside, Missouri was held in the City Hall in Riverside, Missouri,
on August 15, 1972, at 7:00 p.m. and upon a roll call, aldermen .
Bailey, Brogan, Swetnam and Vulgamott were present, Fries and
Shelton absent and Mayor Czamanske calliAg said meeting to order.
The minutes of Regular meeting of Aug. 1, 1972 were read and
after correcting that portion with regard to the mileage of Wilcox
on his private car be 10¢ per mile rather than 5¢,~#~z~s~r~ re approved.
The minutes of special meeting of July 25, 1972, were read and
approved as read.
The minutes of special meeting of Aug. 8, 1972 (no quorum present)
were read and after correcting that portion wherein Mayor Czamanske
would contact Don Witt to get in touch with Vulgamott regarding Ramey's
driveway, the minutes were approved as corrected.
David Brenner presented application for building and same
was approved by the Council.
Samuel M. Eismont, presented plan :for buiYling and same was
approved by the council.
J. W. Wheeler, 610 N. Prospect, applied for license for
- trash container service, the council approved same and the fee for
remainder of year is $75.00.
George F. James requested permit for Mobile Home Sales and
this matter was referred to the planning commission.
Mr. James Beck, Attorney representing Stewart Sand & Materials
Company, and Mr. Michael Hayes, of Stewart Sand were present wanting
to work out something for the temporary batch plant along Mattox
Road. Mr. Beck stated that they had received letter from the City's
Pla nning commission on its recommendation of the batch plant and
he advised that he didn't think these were proper to comply with
as far as Stewart Sand was concerned - the permit be on a 6-month
basis and posting of $5,000 bond and that they surface the road
for the distance of 1.3 miles and maintain it as requested by the
city engineer. They advised that there would be other heavy loaded
trucks using this road and that their fair portion shd~uld be taken
into consideration withthe other heavy loads being moved over the
_ road. There was much discussion on this matter and the City had
thought about stopping all the heavy loaded:l trucks to post a bond
or perhaps pay a license fee, whatever it would take to be fair.
Stewart Sand again mentioned that they wo uld like the plant to be
on private property rather than state property, as they would like
to serve the public and not the highway people along. They did
not think there would be a chance of having a permanent plant

at this location, as they thought there would not be enough
building to make it profitable.
Mr. Beck advised the thought the City's Ordinances did not
pertain to their type of business and that he didn't see how
they could make Stewart Sand cottply with the recommendations in
the letter.
Don Jack advised the thought it was the City's opinin that
the road should be put back to the original condition after the
project was completed.
After more discussion on how to work out this matter, it was
decided to table the matter until the next work session or the
next regular meeting.
There were several contractors involved in the building of
the I-635 Highway. - The structural steel, the general contractors,
subcontractors, hand rail contractors, concrete contractors, painting
crew contractors and also the part for the lumber work of building
the forms. They thought this project was a joint venture two companies -
Wilkerson and Maxwell.
Baily moved that Bill 46-R-3 being bill placing a 25 m.p.h.
speed limit on Cerreto Lane and Outer Road, was placed on its
first reading, seconded by Grogan, the roll was called and
Bailey,Grogan,SWet~am and Vulgamott voted aye; Shelton and Fries
absent, said bill was accordingly read.
Vulgamott moved that rules be suspended and Bill 46-~-3 be
placed on its second reading, seconded by Bailey, the roll was
called and votes were as follows: Grogan,Bailey,Swetnam and Vulgamott
voted aye;$helton and Fries absent, said bill was accordingly read.
Vulgamott moved that rules be suspended and said bill be placed
on its third reading and upon passage of same become Ordinance No. 46-R-3
seceded by Grogan, the roll was called and votes were as follows:
Bailey, Brogan, Swetnam, and Vulgamott voted aye; Fries and Shelton
absent, said billwas accordingly read, approved by Mayor Czamanske
and became Ordinance No. 46-R-3.
A letter was received from the Parkville Special Road District,
wherein it was suggested that the City of Riverside, take over the
maintenance of the complete road of Northwood Road on the south end
and that the Special Road District take over complete maintenance
of the road on the north end, where as, now the road is maintained
on a 50 - 50 basis.

It was suggested that the maintenance of the road of Northwood
remain the same as in the past rather than the suggested change
made in the letter from the Special Road District dated August 7,
1972. The Chairman of the RSad Committee would so advise the Road Dis -
trict.
The matter of David Carter's pay as policing was extended
another three months.
Gary Hohimer advised that the street signs were ordered.
Vulgamott advised that Samuel Eismont was the person who might
be interestedin working for the City as an inspector.
Mayor Czamanske advised the spoke with Geneve Nelsen and that
as result she has written a letter to the City advising that she
would accept the position of working thtithe City Hall and doing
the police court clerk work for the sum of $100.00 per month for
the Police Court Clerk and $300.00 for the other work for $0 hours
per week, a discussion of the matter was had and upon a motion
by Grogan that the City Hire Geneve Nelsen for 30 hours per week
under the Mayor's directions at a salary of $400.00 per month,
broken down $100.00 for Police Court Clerk and $300.00 for other
duties, seconded by Swetnam, the roll was called and votes were
as follows: Bailey - No, Fries-absent; Grogan-aye; Shelton-absent-
Swetnam-aye; Vulgamott-aye;
The Board of Aldermen suggested that the people of Trader
Trailers be informed to be at the next council meeting - Payton
and Hill were the two men running the business.
Vulgamott moved that Bill No. D-72-14 being bill providing
for the appropriation of money out of the general fund of the City for
the payment of certain indebtedness as listed therein be paid, seconded
by Grogan, the roll was called and Bailey, Grogan, Swetnam and Vulgamott
voted aye; Fries and Shelton absent, said billwas accordingly read.
Grogan moved that rules be suspended and said bill be placed.-on
its second reading, seconded by Vulgamott, the roll was called and votes
were as follows: Bailey,Grogan,Swetnam,and Vulgamott voted aye; Fries and
Shelton absent, said bill was accordingly read.
Vulgamott moved that rules be suspended and said bill be placed on
its third reading and upon passage of same become Ord. No. D-72-14, secondE

Mayor Czamanske advised there would not be a special work
session next Tuesday and possibly not until the next regular meeting,
however, he will advise everyone if there is to be a special meeting.
Vulgamott moved meeting adjourn, seconded by Bailey, meeting
adjourned.
