Meeting of Board of Aldermen
City of Riverside, Mo.
August 1, 1972
A regular meeting of the Board of Aldermen of the City of River-
side, Missouri, was held in the City Hall on August 1, 1972, at 7:00 p.m.
and upon a roll call, Aldermen Bailey, Fries, Grogan, Shelton and
Vulgamott present, Swetnam absent, and Mayor Czamanske calling said
meeting to order.
The minutes of regular meeting of July 18, 1972, were read
and after correcting that portion that Vulgamott suggested that the
traffic lights~be taken out completely at the Flash Market Junction,
the minutes were approved as corrected.
Mr. Lawrence E. Brandt, Sr. applied for occupation license for
Alignment and Brake shop at 3402 NW Vivian Road, same was approved by
the council and the fee being 52.50.
Mayor Czamanske read letter he had written the Missouri State
Highway Department, Mr. George Saterle, regarding the drainage problem
from the I-635 project which adjoins High Drive, he has sent the
letter on July 27, 1972, and to date had not received a reply.
Mayor Czamanske also reported that he had been approached by
a person concering the possibility of permitting a trailer sales at
the Old Flash Market location, and the party was advised he would have
to come before the Board of Aldermen.
Mayar~Czamanske also stated he was approached by a Clarence Housh
of C & H Tree Removal that he would trim the trees and remove the dead
ones which are on the street behind Mikes of Raerside for the sum of
$150.00.
The Mayor also reported that a woman on Cherokee Street advised
that the street signs for Cherokee Drive and Valley were either taken
down or missing, and would like them to be replace .
Vulgamott moved that Mr. Ed Payten ofnTrailer Sales be notified
to come to our next regular meeting on August 15, 1972, Grogan seconded
8e motion, the roll was called and all present voted in favor, Swetnam
absent.
Mr. Edmonds spoke for a group of people present from the Green's
Trailer Park, requesting that the Street be repaired. He stated he had
cleaned out the drainage tine. The Council agreed that this street
needed repaired and that it was agreed to patch the street within the
next few days.

Grogan, advised that Mr. Cox called and advised that there were
holes and pulleys on Strathbury street whidi needed repairs. Also a
Mr. Foster called with regard to the street in front of his house, that
it had been graded and after the rain it turned into: mud. Since 50th
Street had been cut off, it appeared that people were making a dump
at the end of the street and also lots of people were parking there.
A discussion was had with regard to putting a barra~cade, and also
the State Highway was to build a cul-de-sac at this location and the
barr icade might hinder this work.
Vulgamott moved that Gary Hohimer be authorized to buy the
appropriate street signs and speed limit signs, or others, if necessary,
to be installed in Riverside, also he gave permission to install one
speed limit sign on the property line between his house and the
neighbor's house and one be placed on Cerreto Lane and Outer Road,
a s well as a name for the Outer Road, seconded by Fries, the roll was
called and all present voted in favor, Swetnam absent.
Mrs. Harry Harrison presented plans for the remodeling of
their house at 5015 High Drive and said plans were approved, as
Don Jack stated this had come before the Planning Commission and same
were approved by the Planning Commission and everything in order.
Don Jack advised he had been asked about what streets in the
City have been dedicated and which streets have not. The City has
Section maps which were ,made approximately six years ago and they
do not indicate all the streets, it is only partially complete.
Mr. Witt advised he thought this should be done and he would
like to have a map of the streets and he would be glad to find out
which streets are dedicated and would write a letter advising Mr.
Jack of this information. After this is once gotten up, Mr. Jack
thought the Planning Commission should keep this information on the
maps up to date.
Shelton moved that Don Witt prepare the necessary letter
form of information regarding to the streets which are dedicated to
the City and give same to Mr. Jack, seconded by Bailey, the roll was
called and all present voted in favor, Swetnam, absent.
Mr. Jack also stated that the City has enough maps of the
streets that he would go ahead ahd mark same up with the program of
which streets are black-topped, gravelled, dirt, paved, etc.
Don Witt informed the Council that 25% of the money collected
from the people in riverside, Missouri for the special road district
is returned to the City for work to be done on the streets, and an

additinal 10% is kept by the county/for streets w~hic`h are contiuous
through the City.

Bailey moved that Mr. Booth patch the holes on Strathbury
and Riverside Avenue as soon as possible, seconded by Vulgamott, the
roll was called and all present voted in favor, Swetnam absent.
The Bid on repairing Cliff View Drive was deferred (this wss
the one received from Booth Paving).
Mr. Witt was requested to contact the four utilit}~ companies
advising they should post a permanent bond for the breaking of holes
in the streets. Mr. Witt also advised he wou ld follow thru on the
letter Mayor Czamanske wrote to the Highway Department with regard to
the drainage problem on High Drive.
The matter of Dave Carter was brought up and he was wondering
what will happen to him with regard to patrolman for the City of River-
side, after August 24, 1972, when the federal funds are exhausted for
his salary. This matter was discussed. It was Chief Hohimer's
recommCndation that Carter be kept on the police force if the federal
funds to cover him on a contiuation bass does come thru. if the
funds do not come thru for Carter that he be kept on the force anyhow.
Also if Federal funds are obtained and will cover another policeman,
that the City hire another policeman in addition to keeping @arter and
the Federal funds would cover the new policeman. This matter was
discussed further. The Council also brought up the fact that the
Police Department wanted to hire four Reserve Officers, these would
work without pay. Gary Hohimer advi sed thatthey would not need
uniforms as they could possibly trade with Northmoore's police
department for ones to fit them for the ones here in our possession.
Shelton moved that the City not keep David Carter if we do
not get Federal funds to pay for his salary after August 23, 1972,
seconded by Fires, the roll was called and votes were as follows:
Bailey, pass; Fries, yes; Grogan, No; Shelton; Pass; Swetnam,absent;
and Vulgamott, No.

Grogan moved that the City hire the four reserve officers
as requested by Chief Hohimer, -- John 777 David Jay;
Edgar Pearce and David Fletchall, seconded Vulgamott, the roll
was called and all present voted in favor, Sw~.nam absent.

The request for Lt. Wilcox for 4800 mileage a~-5~-per mile
was requested by Gary Hohimer, this was done in Wilcox's private
car on City's and County's business, this matter was discussed.
It was brought out that lots of this mileage is for serving summonses
for the County and that the City Police should be reimbursed for this
mileage if they request it.
Shelton moved that the City not pay the bill for Wilcox's
mirage ahd that the next time any one wants to present a bill for
mileage that the request be made before the trip is made, seconded
by Fries, the roll was called and votes were as follows: Bailey, No.
Fries-Yes; Grogan-no; Shelton-yes; Swetnam-absent; Vulgamott-yes. 3
Gary Hohimer inquired if the Traffic Code could be brought
down to date and also the criminal code, as the Court was now using
the code in conjunction with the police court. This matter was
cdiscussed.
Shelton moved that Don Witt be authorized to up date the
Traffic Code and also the Criminal Code in our present City of
Riverside Code, seconded by Grogan, the roll was called and all ~

Gary Hohimer advised that he served notices with regard to
the nuisance ordinance - one to Rosy Long, one to Hannah on 52nd
street and to Kenneth Whittlesen and also James Munster. Rosy-Bong
has not attempted to clean up her place, Hannah has cleaned up his
place and is in good condition; Kenneth Whittlesen has cleaned up
about l/~ and is in violation; James Munster has made no attempt to
clean up his place and is in violation.
Mr. Witt advised that the people should be handled by the
City Police Court on the violations of the nuisance.

The council approved the paying of Seal-O-Matic's bill for the
chipping and oiling South Road, Merrimac, and Hillside Streets.
Mayor Czamanske advised that he talked to Jimmy Nelsen with
regard to working for the City full time. That the City badly did need
someone to be here during the day. He advised that the Budget was
not adopted as it was not completed in time in 1972. He would like
someone to be in the City Hall say from 10:00 a.m. to 5:00 p.m.
and perhaps one day that the person be there in the evening and
maybe part time on Saturday. A discussion was had with regard to
hiring a person and the matter of salary. It was decided to study
this matter further and table the topic until another meeting.
Bailey moved that Bill No. D-72-13 being bill providing for the
appropriation of money out of the general fund of the City for the
payment of certain indebtedness as listed therein be paid to the
persons listed therein be placed on its first reading, seconded by
Vulgamott, the roll was called and votes were as follows: Bailey,
Fries, Grogan, Shelton, and Vulgamott voted aye; Swetnam absent;
said bill was accordingly read.
Hailey moved that rubs be suspended and Bill No. D-72-13
be placed rn its second reading, seconded by Vulgamott, the roll was
called and votes were as follows: Bailey,Fries,Grogan,Shelton and
Vulgamott ~aoted aye; Swetnam absent; said bill was accordingly read.
Bailey moved that rules be suspended and said bill be placed on
its third reading and upon passage of same become Ordinance No. D-72-13
seconded by Vulgamott, the roll was called and votes were as follows:
Bailey,Fries,Grogan,Shelton and Vulgamott voted aye; Swetnam absent;
said bill was accordingly ready approved by Mayor Czamanske and be-
came Ordinance No. D-72-13.
Bailey moved meeting adjourn, Brogan seconded the motion,
there being no further business meeting adjourned.
