June 20, 1972 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri, on June 20, 1972 at 7:00 p.m. and upon a roll call, Aldermen Bailey, Fries, Grogan, - Shelton, Swetnam and Vulgamott were present, Mayor Czamanske calling said meeting to order. The minutes of regular meeting of June 6, 1972, were read and after correcting that portion where Mr. Koehler spoke to the council regarding the paving of the short street in Indian Hills Addition, adding that Mayor Czamanske stepped down and turned the meeting over to Swetnam during the discussion of the said matter and entered again after the completion of the discussion was had with regard to the paving of the street and bringing said stree3i up to city's specifications. The minutes were then accepted as corrected. Mayor Czamanske spoke with regard to the work session and stated four of the six aldermen were present. He advised that the pachage insurance was authorized and he advised Mr. Holden of this matter and was assured by Mr. Holden that the City was covered from June 15, 1972, and thereafter. The matter of the budget was discussed and it was decided that the Police Department's budget should be as quickly as possible and not later than June 30, 1972, then the other City's budget will be worked out as Mr. Czamanske will meet with the City Auditors regarding this matter. With regard to the payroll, it was approved that the regular payroll to the full time employees be authorized on the 1st and 16th of each month and that these employees and the amounts be read at the regular council meetings. It was also decided that the council take a tour of the city surveying all situations which should be corrected. This was done on June 19th, wherein five of the six aldermen were present, along with the Police Chief and the City Clerk, taking notes of different items. It was noted that many of the streets were in need of repairs, many junk cars ,,~~ around and lots of weeds needing cutting. It was decided not to enforce-' ~ the ordinance unti m y 15, Another matter to be brought up was !`~ e P anning mma.s its last meeting passed a motion to write a letter to the people who were opposed to Phillip Brenner getting an easement through their property for a sewer line, however after Mayor Czamanske searched the Commission's by-laws and the statutes, there was nothing in it that gave the Commission autlarity to do this and it was not in its jurisdiction to handle the matter, he requested that the - Chairman of the Commission not write the letter and that Mr. Brenner should handle this matter in person. /~~~,~ Page 2, June 20, 1972 - Reg. Meeting John Blogin inquired with regard to his business license for selling fireworks the year around, as he stated that he paid the license in June, and that he is usually finished with the fire works business in the latter part of June, he asked if he could not be put on a yearly basis for his license on wholesale of fireworks, and after a discussion of same, it was the consensus of the council to put the business license of the wholesale of fireworks on a January 1 to January 1 basis and that he pay on the pro- rata basis, 7/12 of a year now and then he will be billed at the end of the year for the following year. E. H. Young presented application for fireworks at Red X Plaza, and same was approved by the council. Bob Wellington of Skelly tank installation, he stated by an engineer and that they tanks there now, also it was as close to the highway as b highway. Oil presented his application for the bulk that he has an architect's plans, also approved have cleaned up theplace and will paint the decided that the tank would not be placed efore, that it will be 80 feet from the Vulgamott moved that the plans be accepted for Skelgas and that the charge be for the minimum building fee -- $25.00, seconded by Bailey, the roll was called and all voted in favor. Permit No. 72-19 was issued. Mr. and Mrs. Faucet inquired with regard to their building application for a house rn Lot 21, Seven Oaks Addition, and also the matter of their paying for their portion of the paving of Cerrito Lane and they asked if it would be in order to pay $100.00 now and at the completion of the building the remaining $450.00 be paid. Upon motion by Swetnam that the building plans be approved subject to $100.00 deposit and at the completion of construction another check for $450.00 be paid before a certificate of occupancy will be issued, seconded by Grogan, the roll was called and all voted in favor. Permit No. 72-20 was issued. A representative of Frank-A-Roo inquired with regard to permit for his business near Red X Plaza. Upon motion by Bailey, seconded by Vulgamott that this license be approved, the roll was called and all voted in favor. The matter of the Laundromat in Dr. Jones building was brought up and the people should come to the council for license as they are operating without a license, and also a reminder that they have a pool table .in the Laundromat. -- This to be called to the Police Department's attention. Don Jack reported that the has the application and money from the Jackie Green trailer park project and wanted to know if the City would approve and accept same, upon motion by Shelton that the Sewer application be accepted by the City, seconded by Swetnam, the roll was called and all voted in favor. Page 3, June 20, 1972, Reg. Meeting The matter of the new liquor ordinance was discussed, this was mainly to bring the ordinance down to date and regulating the amount of licenses in certain classifications, the amount of Class B (Liquor by the drink) $450.00; Class C - package liquor $75.00 Class D - Beer $75.00, liquor by drink on Sunday $100.00 and Wholesale of liquor $150.00. ~C~LG - C~-~.~. -erg 7-ft _ '7 Upon motion by Shelton that Chapter 3 of the R~taerside Code be adopted, seconded by Fries, said bill was placed on its first reading, the roll was called and votes were as follows: Bailey, Fries, Shelton and Vulgamott voted aye; Swetnam and 6hogan voted no, said bill was accordingly read; Vulgamott moved that rules be suspended and said bill be placed on its second reading, seconded by Shelton, the roll was called and votes were as follows: Bailey, Fries, Shelton and Vulgamott voted Aye; Swetnam and Grogan no, said bill was -accordingly read; Bailey moved that raies.k~e suspended and said. bill be placed on its third reading and upon passage of same become Ordinance, seconded by Fries, the roll was called and votes were as follows: Bailey,Fries$ Shelton and Vulgamott voted aye; Swetnam and Grogan absent, said bill was accordingly read, approved by Mayor Czamanske and became Ordinance G~ 7'A-7 Phillip Brenner was present regarding his sewer line and he advised-that rather than the letter be written to the people he wanted to secure an easement from that he would go along the street right of way and this would solve the problem. The matter was discussed and it was suggested that if Brenner waited just a little while, the property in question may change hands and the new owner would probably be willing to grant the easement. However, the council thought if this did not work out than perhaps it would be in order to put the line along the right of way. Upon motion by Shelton that Phillip Brenner have permission to go along the right of way with his sewer, subject to the approval of Don Jack supervising, seconded by Vulgamott, the roll was called and all voted in favor. The matter of Sewer District No. 2 was discussed and Mr. Jack presented the plans and Ordinance for same, Mr. Witt stated he looked over the matter and all was in order as far as he could tell. This district included the apartments of De'Mons, Rest Home and other apartment projects on Cliff view Road. 3 y3 ~ Upon motion by Fries and seconded by Shelton that rules be suspended and Bill accepting chanter 16.1 of the Riverside Code be placed on its first reading, the roll was called and all voted in favor, said bill was - accordingly read. Meeting Swetnam moved that rules be suspended and said bill be placed on its third reading and upon passage of same become Ordinance, seconded by Fries, the roll was called and all voted in favor; said bill was accordingly read, approved by Mayor Czamanske and became Ordinance. .S~G~L Shelton moved that bill providing for the repealing of section 2.7 of the City's Code and setting forth a new section, said section pertaining tca the compensation to be paid the Mayor and Board of Aldermen, be placed on its first reading, seconded by Bailey, the roll was called and all voted in favor; ~ id bill was accordingly read. Shelton moved that rules be suspended and said bill be placed~on its second reading, seconded by Grogan, the roll was called and all voted in favor; said bill was accordingly read. Fries moved that rules be suspended and said bill be placed on its third reading and upon passage ofsame become Ordinance, seconded by bailey, the roll was called and all voted in favor, said bill was accordingly read, approved by Mayor Czamanske and became ordinance. Shelton moved that Mr. Witt be authorized to clear up the ordinances regarding the pay of the City Clerk and said salary be increased to `150.00 per month, sem nded by Vulgamott, the roll was called and all -voted in favor. Bailey moved that the name of 45 Street remain the same and not changed as requested in the petition from Messrs. Lenney and DeMo, seconded by Grogan, the roll was called and all voted in favrr. It was further added that there are other addresses and streets which need to be corrected and at a later date this would probably be done. Further, John West stated that it was one of the Planning Commission's projects in not the too distant to work and study on the house numbers and street names. Mayor Czamanske read letter with regard to the Oivilian Defense Disaster matter advising there was a meeting in St. Joseph. Another matter Mayor Czamanske brought up was that the Legal Aid Society of Platte County wanted an office to work out of in Riverside one day a week, or the City to pay them money to rent an office and the council could not think of any place in the City and it was suggested perhaps the government could provide a portable trailer for them to work out of, at the different .ocatimns:: Gary Hohimer brought up the matter of the plumbing repairs to be done to the City Hall and he was trying to get someone to repair them. He also stated he has made arrangements to have the lights in the parking area at the City Hall replaced. Page 5, June 20, 1972, Regular Meeting The matter of the next regular council meeting was brought up since this would be July 4, a Holiday. If there are no other meetings until the second meeting in July or July 18, 1972, then the council authorized the Mayor and Treasurer to issue the payroll checks for the last half of June, 1972. Bailey moved that bill No. D-72-11 being bill providing for the appropriation of money out of the general fund of the City of Riverside, Missouri, to be paid to the people and companies listed therein be placed on its first reading, seconded by Shelton, the roll was called and all voted in favor, said bill was accordingly read. Grogan moved that rules be suspended and said bill be placed on its second reading, seconded by Fries, the roll was called and all voted in favor, said bill was accordingly read. Swetnam moved that rules be suspended and said bill be placed on its third reading and upon passage of same, become ordinance No. D-72-11, seconded by Vulgamott, the rollNas called and all voted in favor, said bill was accordingly read, approved by Mayor Czamanske and became Ordinance No. D-72-11. There being no further business, upon motion duly made, seconded and passed, meeting adjourned. TOUR OF THE CITY OF RIVERSIDE June 19, 1972 Aldermen Bailey, Fries, Grogan, Swetnam and Vulgamott, Mayor Czamanske and Chief Gary Hohimer along with City Clerk, toured the City, starting from the City Hall and going west on High Drive. 1. The culvert and weeds on Warren Brenner's property needed taken care of. 2. The weeds and Culvert on Tuzzolino property (Pat Babber is administrator). This culvert is filled with mud and appears to be too small. Hermosa Street appeared to be in order. 3. South Drive - Weeds on John Blogin's property were rather tall, should be cut. 4. Weeds and tree growing over right of way on German's ~aoperty, South and Hillside. 5. Weeds on property across from Clyde Smith's property on Hillside, (People owning same live in California). 6. Trees and trailer on Birch's property on Hillside. 7. Owens - could possibly need mowing of welds. 8. Whittlesey's property badly in need of cleaning up, including all of his rental property, many junk cars in back and much health hazard. Also much junk in front of property which used to be store. 9. The property across from Whittlesey needs cleaning up, much junk and health hazard there. (This is on Highdrive). 10. Bill Hedgecock's property (Prior belonging to Mrs. Crabtree) seems to be okay. 11. On 50th Street or North City Limits, house on corner (NW), Barry's property, Old car (license 591-416, Mo. 72) appears to be junk. 12. 5018 Merrimac - Junk on right of way 13. Miller's property, needs cleaning up. 14. Whittlesey's property which connects on Merrimac, also needs cleaning up badly, debris as well as weeds. 15. C. G. Smith, on Merrimac, Junk cars. 2. 16. A. Trotter - GL 6-0815 - Merrimac Road, much debris and junk in vacant property on southern part of Merrimac Road. 17. R. C. Bryant - Merrimac, close to Strathberry St. - Much junk needs to be cleaned up. 18. James Munster - Strathsberry St., Eleven or more junk cars to be removed and place cleaned up. 19. Rosey Long - Strathberry St., weeds need trimming. 20. Ohrenberq's house - very rotton, also behind the property, there are junk and cars, needs cleaning up - House quite dangerous should be removed. 21. Property across from Ohrenberg's property needs cleaning up, old cars, etc. 22. A. Trotter's property on Northwood Road also needs cleaning up, where the house burned and its surround area. 23. Bill Clark's property on Northwood Road, trash and junk needs cleaning up, also open well or cistern - should be cleaned up. 24. The large creek and ditch where people are dumping should be posted - No Dumping - Fine $100. 25. At the corner of Northwood Road and No. 9 Highway area, people are using place for dump, some of the area could possibly be in County.- Also post sign No Dumping - $100 fine. 26. Keating, Aberr~hy and Brunk properties need cleaning up, Many cars and other debris. 27. Mattox Road in bottoms - Road needs repairing 28. J. N. Trammel - Mattox Road - needs cleaning up, many junk cars. 29. Northwood Road needs repairing. 30. Northwood Road - J. H. Cox - old cars and much junk in yard. 31. Colton and Lyon, 5101 Northwood Road, junk cars, needs cleaning up. 32. Terry Hannah, needs to clean up the property - Northwood Road and 50th Street. 33. 4307 52nd street - car should be removed. 3. 34. Rick Hedgecock - many junk cars in area behind house, should be removed. 35. On 50th street - Drive-in theatre -old tank s along right of way, check to see if they want this, should be removed. 36. 50th Street - Drive-in Theatre - bulldoze dirt and remove 8m~b, on top., from Highway 71,put tube in for drainage. (This required by Highway Department. 3~. Mandan Road - Kalivas Cess Pool - should be corrected and cleaned up. 38. Junk on east of Atwell's property, Mandan Road. 39. Excessive brush on both sides of Mandan Road. 40. Karen Estates retaining wall - needs repair - very dangerous. 41. Mr. Prouse is Manager of Karen Estates - seems to be cleaning up. 42. Kalivas - Junk yard on botton of hill, needs cleaningup. 43. Private Road -Dave Holland - Junk cars needs cleaning up. 44. Bob Clark's property on Florence Road - junk cars need to be removed. 45. Jimmy Poe - Florence Road - Junk cars to be removed. 46. Warren and Custis Brenner's Trailer Court - Weeds, Much Junk, old cars, old buildings, old trailers much to be cleaned up. 47. Dale Ricker - Standard Service Station - Junk Cars to be removed, he should advise no one to put junk cars on property. 48. Fun House Pizza - mows weeds and pick up much trask around property. 49. Plywood Paneling - Clean up place, check with regard to materials out of building and in back and also other building additions. 50. Prince Trailer Court - Sewage running out on top of ground. --- Old building should be torn downl(This could belong to F. O. Mority. 51. F. O. Mority, next to Prue trailer court - much trash atbrt8 old building torn down. 4. 52. Junk cars in back of Mendenhall's property;.. approach from Highdrive. 53. Gauer and Belton Streets - entrance from Highdrive. Wesley Perason's property - much needs cleaning up junk and other debris. 54. Cars junked on streets around Mound City apartments. 55. Remind Herzog that the time is up on his building and it is to be removed. 56. Filger property, junction of 69 and 169 (Vivian Road) and 71Highway. Much trash and junk in back, should be cleaned up. ~7. Warren&Curtis and Rose's old golf building removed and cleaned up. 58. Braden's building should be repaired from fire damage. 59. Helen Brenner's house on Vivian road - sewage problem needs corrected, also from the apartments, sewage problem needs corrected. 60. On Loftus property, check into matter of trees and also should have removed the junk cars. 71. Rutledge Oil Company property, needs cleaning up, 72. David Brenner's property - Homsted Road, check to see if remove junk by barn. 73. Filger Phza tenants and people dumping in creed. 74. Scott Greenhouse - clean up - weeds and other mattees. 75. Flash - Liquor Signs to be removed by Braden. 76. Larry Myers - cut weeds at Fondue property. 77. Green's Trailer - Mr. Edwards - Much junk cars, and other old buiHings - muchmuch junk to be removed, all through the court and on top of the hill of the court facilities. 78. John West - old truck in weeds and weeds need cutting. 79. Renner Este - weeds need cutting. 80. Johnny Pete 's car wash - sewage problem, get corrected. (This on Highway 9 next to Red X.) ~. 81. Filger - Old Conoco building, much junk ~ back, Also the Trailer person should be notified that this is blocking view account of too many trailers, was to hve 5 and not more than 6. 89. Flash Market old buildings removed. 90. Country Charm - old building should be removed. 91. Terry Motten - needs business licenses. 92. Ralph's Merchandise needs place cleaned up. 93. Quality Body Shop, Jim Latherson? weeds need mowing. 94. Ramey Building - weeds mowing. 95. Hudson Service Station - old metal buildingshould be removed from behind. 98. McCall service station, junk tires and mow weeds. 97. Gillette - clean up junk. 98. Hann Construction Company, clean up place (this is on Tillison Land) Does not have business license. No permit for house trailer. 99. Jackie Green, mowing right of way across from Beverly lumber. 100. Burned house on old Roy Renner's proper needs tending to.
