A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri vas held in the City Hall on March 7, 1972, at 8800 p.m.
and upon a roll call, aldermen Bailey, Layton, Fries, Shelton, Swetnam
and Vulgamott were present.
Prior to the meeting, a heeaing was had wihh regard to the rezoning of
the Green's frailer Park. A discussion was had in this regard and
the Council's recommendation would be given later on.

The matter f Mr. Loftus property was brought up again, also a number
of other properties were mentioned. It eas decided to have Mr. Witt
draw up proper ordinance to cover matters of this type.
The council decided to charge the Southwestern Bell Telephone Company
$100.00 for the permit to put their line acrose LineCreek Bridge.
The papers for the vacation of easement and dedication of other
easement regarding Mr. Ramey's property were approved and passed on.
Mr. Harry of Northland Optimist Club inquired with regardsx to their
sailing fireworks in riverside for a small amount of license fee, as
their club was all voluntary work and to help boyscouts. Upon motion
by Layton and seconded by Bailey, thatthe non-profit organizations
be permitted to pay $25.00 for licensee fee for selling fireworks and
a $100.00 deposit be made, the roll was called and all voted in favor.
Mr. Clyde Winterbottom, retired from Kansas City, Missouri as Building
Inspector stated if Riverside needed any help, he would be glad to
help them out.
Mr. Don Witt stated thatslSSa~ Burlington-Northern have. assured the
City that they were in the process of re-openng Tillison Lane and
want us to install stop signs at the crossing, also he stated that
the State Highway department want us to enact an ordinanc a approving
the signal lights on West Platte road and 69 highway. The matter of
the Tillison road was bro ught up and it was decided to ask the property
owners for more ground so that the approach could be more easily accessable
Mr. Witt also advised he has prepared the form of ordinance for the
rezoning of the trailer parks in Eiverside, whereby requiring a certificate
of occupancy. The matter of the Green's Park Trailer sewer was again
discussed.
Upon motion by Bailey and seconded by Vulgamott that Mrs. Green be given
notice to abate a nuisance with regards to the sewer, and Mr. Witt to
draw up soch notice, the roll was called and all voted in favor.
A reminder by Mr. Witt was given the council that the Missouri Public

Service Commission was going to have the public hearing in the City
Hall in $iverside on March 28, 1972, at 10:00 am. and that everyone
who protests the service or anything about the water, should come
and be heard, however Mr. Witt wants the persons to come to him first,
sh that he will have knowledge of the complaint, and he can follow
through with it. Mr. Witt was also advised that the Water Company
has advised the Public Service Commission that they have built new
towers, however to date they have not been hooked up and that they
are going to hook up the new towers very shortly.
Mr. Marty Graham of Fun House Pizza inquired with regard to his betting
permit to sell liquor on Sunday, he was advised to complete the proper
applications and that the council would take it under sonsideratinn.

Mr. Don Jack spoke with regard to the wide g of High Drive,
sating the sa,x~tarp'sewer would cost ,000, he has planned for
4" base and 3" topping. and this wou ld cost approximately $146,400,
dol3ars, this includes $10,000.00 for obtaining right of way, an
additional 5' on each side. He figured on the basis of $141 per
lineal foot. ®aaxxass~s The 36"pipe ~aa steps up the co stand without
this, it would drop the cost to $92,400 ~axxfa or $89. per lineal foot.
This would be for a 36' wmde street. This matter would have to be
discussed further.
Phillip Brenner inquired with regard to the building permit he had
gotten a couple years ago and wanted to know about this. He was advised
that now the price is 5¢ per square footyf of living area.
Vulgamott moved that Bill No. 46A-8 being .bill providing for the traffic
light at West Platt Road and 169 Highway be placed on its first reading,
seconded by Layton, the roll was called aryl votes were as follows:

was accordingly read.
Fries moved that rules be suspended and Bill 46A-8 be placed on its second
reading, seconded by Vulgamott, the roll was called and votes were as follows
Bailey,Layton,Fries, Shelton,Swetnam and Vulgamott voted aye; said bill
was accordingly read.
Bailey moved that rules be suspended and Bill No. 46-A-8 be placed on its
_ third reading and upon passage of same become Ordinance 46A-8, seconded by
Swetnam, the roll was called and votes were as follows: Bailey,Layton,
Fries, Shelton, Swetnam and Vulgamott voted aye; said bill was accordingly
read, approved by Mayor Filger and became Ordi n e 6A-8.

Layton moved that Bill 255-5 being bill providing for the vacation of
Public Utility Easement be placed on its first reading, seconded by
Vulgamott, the roll was called and votes were as follows: Bailey,Layton,
Frie s, Sheton andSwetnam and Vulgamott voted ayd, said bill was accordingly
read.
Vulgamott moved that rules be suspended and Bill 255-5 be placed on its
semid reading, seconded by Bailey, the roll was called and votes were as
follows: Bailey,Layton,Fries,Shelton,Swetnam and Vulgamott voted aye;
said bill was accordingly read.
Fries moved that rules be suspended and Bill No. gffixtex 255-5 be placed
of its ishird reading and upon passage of same become Ord. No. 255-5, seconded
by Swetnam, the roll was called and votes were as follows: Bailey,Laytonk
Shelton,Swetnam,Freies, and Vulgamott voted aye; said bill was accordingly
read, approved by Mayor Filger and became Ordinance No. 255-5.

Mr. Gary Hohimer requested the Council to pass the Ordinance hiring
Dave Carter for the sum of $575.00 per month beginningxptsxsi~x~Xx~4$

be hired, the roll was called and all voted in favor.
Mr. Hohimer also stated that Andes and Roberts were not in favor of the
way he had recommended their numbering the apaptment complex. However

the council thoughtthe way Mr. Hohimer was numbering the buildings and
apartments would be less confusing to the public and to find the certain
apartments and that he should tell Andes and Roberts this is the way it
has to be.
