January 18, 1972
A regular meeting of theBoard of Aldermen of the City of Riverside,
Missouri was held in the City Hall on Janury 18, 1972, at 8:00 p.m. and
upon a roll call, aldermen Layton, Shelton, Swetnam And Vulgamott were
present, Bailey and Fries absent; Mayor Fi~;er calling said meeting to order.
Minutes of meeting of January 4, 1972 were read and after correcting that
portion of saying "the road be only 40~ under the span", the minutes
were approved as corrected.
The Treasurer's reports for November and December, 1y71 were read and
accepted.
Mr. Jenkins applied for busfless licenses for Sewing Machine outlet and
repair service in the Dr. Jones building and said license were approved.
Mr. Ramsey presented his plans again and after a discussion and the
plans worked out, his application for business building was approved.
Mrs. Green stated that to date nothing had been solved with regard to
the sewer from the Trader Park. and that another alternative was thought
of ';had that is to take the sewer line to the north across the property
to the library, and that they would work on getting an easement from
the property owners. Mrs. Green stated she would contact the people
and that she weld contract for the sewer to Asorskyis property there
at Woodland Road.
Shelton moved that if something cannot be done in two weeks that the
City Authorize Don Witt to start condemnation procedure so that
sewer can be brought through for Green Trailer Court, Layton seconded
the motion, the roll was called and Layton, Shelton, Swetnam and Vulgamott
voted aye; Bailey and Fries absent.
A number of business men were present and wanted to voice their opinion
with regard to the 1~ sales Tax that Riverside was proposing to have
an election for. Mr. West stated he was not a retailer that that after
the City had developed the area more and made it more attractive, than
the tax probabaly would not hurt the merchants, but as it was now he
that the City shouldn~t try to levy the tax. Should try to upgrade the
City before ~3~¢~x taxing, as this would hinder the businesses.
Layton stated the city had to get more money somewhere, however if the
sales tax would discourage people from trading here that would defeat
the purpose.
Mr. Azorsky stated he checked up on some of the communities or cities
that had City sales tax and they were more or less a community which
supported itself, and not like Riverside, depending on people from
other areas to come in and trade. He thought the sales tax would
discoura:~e people from coming to Riverside, and he was opposed to the
tax.
Mr. Young stated that all he knew about was his own situation and

Mr. Miller stated this sales tax would hurt the automobile business
and he thought if this went into effeuitehcertain phatanonenof the

be none in Riverside. After mote discussion Mr. Miller brought out
that r®sidents of Riverside purchasing automobiles outside of the City
would also be liable for paying the 1~ sales tax.
Mr. Boswell inquired as to how much money the City needed and Layton
said that there was no certain amount that at present they were not

advised that they would not run one through without notifying the
people.
Mr. Swetnma moved that give 94x Baldwin Motors 30 days in which to
brick up the front of his building as he sepe~fied in the build ing

The council asked Don Witt to check into the failing addresses of the
pepole and see what the reason was that the residents of Riverside,
could not use Riverside, Missouri as they address.

Swetnam moved that Bill No. ~.~.~f D-72-2 being bill providing for the
appropr~5ation of money out of the general fund of the City of Riverside,
Missouri Rex~~e~ for the payment of certain indebtedness as listed there.

second reading, the roll was called and votes were as follows:Fries and
Bailey absent; Layton,Shelton,Swetnam and Vulgamott voted aye; said
bill was accordingly read.
Swetnam moved that rules be suspended and said bill be placed on its
third reading and upon passage of same become ordinance, seconded by
Layton, frhe roll was called and votes were as follows: Bailey and Fries
hHsent; Layton, Shelton, Swetnam and Vulgamott voted aye; skid bill
was accordingly read, approved by Mayor Figer and became Ord. No. 72-2.
There being no further btsi.ness, the motion was made, seconded and
duly passed and meeting ~d;journed.
