HomeMy WebLinkAbout1972-01-04Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri January 4, 1972 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Mo. on Janua ry 4, 1972, at 8:00 p.m. and upon a roll call, Aldermen Bailey, Layton, Fries, Swetnam and Vulgamott were present, Shelton absent mayor Filger calling said meeting to order. - Minutes of Regular meeting of December 21, 1971, were read and accepted as read. Collector's report for month of December, 1971 were read and accepted. Shelton present remainder of meeting. Mr. Herzog of Norms explained that he has a temporary building on his property however he is selling it and it would not be there very long and wanted it okayed by the Board of Aldermen, as he was asked to be present by the police department, after the selling of the building, it mould be moved. The Board of Aldermen advised it was in order. Mr. Ramey presented plans for a building for plumbing material on property he purchased, south of Larsen road and he wanted to take advantage of all the deal estate there, however part of the property was not zoned for retail business and before the B of A could give permission, this would have to be rezoned. However ifhe wanted to build on the part 300 feet from Highway 69, this would be in order. Don Jack stated he received a letter from the State Highway Department _ that since they had plans and justified the piers for a 40' 1 ne of highwy on Highda~ve, this would have to be build to 40'~ J~understood that they would span the street as is and not where the center should bd however, Mr. Jack would talk with Jerry Smith and see if the span of X635 caould span from center of right of way. Mr. Jac$ requested permissirn to replanning the building code he slated he mould like permission to go to 45 hours on the revamping of the code, a discussion was had in this regard and it would be studied further. Mr. Jack also requested pay for being at the Planning Commission's meetings he planned to put in for twohours each meeting, plus the extra time of other meeting he would go to. This matter would also be studied further. It was brought out to the B of A that it was important that they back up the Planning Commission on its opinions regarding rezoning, replanning, otherwise it would be of no use to have the Planning Commission, also if the Planning Commission is ~~xias successful, they would take a load off the B of A. Upon Motion by Swetnam that the City accept the Planning Commission end flat they proceed in accordance with the ordinance and statutes of -Missouri, seconded by Fries, the roll was called and a~x Bailey,Fries, Layton, Shelton Swetnam and Vulgamott voted dye, said bill was accordingly read. Bailey moved that rules be suspended and said bill be plac ed on its second reading, seconded by Layton, the roll was called and votes were as follows:Bailey,Layton,Fries,Shelton,Swetnam,Vulgamott voted aye; said Page 2, Minutes of Reg. meeting - Jan. 4, 1y72 bill was accordingly read. Swetnam moved that rules be suspended and said bill be placed on its third reading and upon passage of same became Ordinance, seconded by Shelton, the roll was called and Bailey,Layton,Fries,Shelton,Swetnam and Vulgamott voted aye; said bill was accordingly read, approved by -Mayor Fiber and became Ordinance. Mayor Fiber appointed the following to serve on the planning commission and for the respective years: Four years - John West and Glen Hohimer -- Three years, Charles McKeon, Paul Owens and Rober Gieseke - Two Years, Gene Iverson, John Blogin, and One year -Dan Czamanski, Bernie Vulgamott and Irene Paulhe and upon motion by Bailey that the aforesaid members a~ be accepted on the committee and seconded by Vulgamott, the roll was called and all present voted in favor. S~ ` 'S Swbtnam moved that we approve the Zoning Commissinnfs recommendation for Mr. Don Jack to proceed with the building code and also pay him compensation for attending the regular meetings of the planning commission, seconded by Layton, the roll was called and all voted infavor. Upon Motion by Vulgamott that Bill No. D-72-1 being bill providing for the appropriation of money out of the general fund of the City of Riverside for the payment of certain indebtedness as listed therein beplaced on its first reading, seconded by Bailey, the roll was called and votes were as follows:Bailey,Fries,Layton,Shelton,Swetnam,Vulgamott voted aye; said bill ~s accordingly read. Vulgamott moved that rules be suspended and Bill D-72-1 be placed on its second reading, seconded by Bailey, the roll was called and votes were as follows:Bailey,Fries,Layton,Shelton,Swetnam and Vulgamott voted aye; said bill was accoridngly read. Vulgamott moved that Pules be suspended and Bill No. D -72-1 be placed on its third reading and upon passa:,;e of same become Ord. No. D-72-1, seconded by Bailey, the roll was called and votes were as follo~s:Bailey,Fries, Layton,Shelton,Swetnam,Vulgamott voted aye;, said bill was accordingly read, approved by Mayor Filger and became Ord.
