HomeMy WebLinkAbout1971-12-21Minutes of Re ;ular Meeting of Board of Aldermen of City of Riverside, Missouri Decerr~ber 21, 1y71 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall on December 21, 1971, at 8:00 p.m. and upon a roll call, aldermen Bailey, Fries, Swetnam and Vulgamott were present, Layton and Shelton absent, Mayor Filger calling said meeting to order. Minutes of December 7, 1971 were read and acc epted as read. Mr. Filger presented Officer Mike Irvin with a award for saving three children. Mr. DeAtley with Missouri Water Resource Board, 308 E. High Street, Jefferson City, Missouri 65101 was present and explained abou~ ~~~ Flood Insurance Plan and answered any questions asked. The few requirements to qualify are: Name of person authorized to issue building permits, person or persons inspecting buildings, two maps of corporate city limits, and passing of resolution by December 31, 1971; although it was understood that an extension would be granted for getting into this program, another thing is to be sure to tell the people that are plamning to move into the flood area that it is flood area and take every pre- caution that they are not fooled and that we will have to go according to the recommendations for the buildings, however this is not a program to discourage building up the areas, if it should be too much of a hardship for the concern wanting to build, this matter can be taken up with the government people and Mr. DeAtley felt quite certain that things could be worked out. The government realizes thatethere are special conditions for different concerns, areas, etc. and that certain portions of the building requirements can be changed. It was also pointed out that if the the City does not get into the program now, at a later date the City would have to pay for all the study and other expenses involved approximately $22,500. Mr. Witt explained the situation of the area in Riverside and that it could possibly be that the area in the bottoms would have to be filled several feet and thought this might be impracticable, however it was brought out by Mr. DeAtley, again this situation should be explained to the Government and the matter could be worked out, and that this was mainly a plan to protect the smaller persons' homes and businesses. It was also brought up again that the City was under no obligation to stay in this pro~ram¢forever, however if it should resign, the insurance in effect at the time would run until the end of the policy period in effect at the time of cancellation, by Eiverside. - Mr. Hedrick of Metropolitan planning Commission advised that the first Phase of the planning was nearly completed, just had to complete the sketch plan, and advised that he would explain Phase 2, which was explained at the beginning of the program. This Phase would consist of zoning and subdivision regulations, a ital m rovement~ programs, here develop specific goals and objects an~ ~ugges~ ~ncome projects to pay for the program. P. 2, Re Meeting, Dec. 21, 1>71 It was requested by Mr. Hedrick that the City give him the o-ahead on Phase 2., the cost of same would be $1500.00 by the City and other paid by the State. Vulgamott moved that we accept the Phase 2 of Metropolitan Planning Commission and seconded by Swetnam, the roll was called and Bailey, Swetnam, Fries and Vulgamott doted aye; Layton and Shelton absent, said bill was accordingly read. Vulgamott moved that rules be suspended and said bill be placed on its second reading, seconded by Swetnam, the roll was called and Bailey, Fries, Swetnam and Vulgamott voted aye; Layton and Shelton absent, said bill was accordingly read. Bailey moved that skid rules be suspended and that the bill be placed on its third readin, and become Ordinance, seconded by Fries, the roll was aalled and Bailey, Fries, Swetnam env Vulgamott voted aye; Layton and Shelton absent, saindbill was accordingly read, approved by Myoor Filger and became Ordinance.N The .natter of Greens Terrace Trailer Park was again discussed by the Board of Aldermen, the engineer, Mrs. Green, Mr. Martin and Mr. Witt. Thus far the natter of sewers were not settled and it was decided that the matter ~a~.na~x~axax of working this out would be extended until Janury 1~, 1,72. Mr. Jack has check over Woodland Avenue and stated there were a few things to do before the full amount could be paid to Seal-O-Matic however he recommended paying it $y,000 at present time. Bailey °noved that the dispatchers for the City of Riverside, Missouri be paid the sum of $1.75 per hour, as of December 16, 1;'71, seconded by Fries, the roll was called and Bailey,Fries,Swetnam and Vulgamott voted aye; Layton and Shelton absent, said bill was accordingly read. said Bailey ~~oved that rules be suspended and~Bill ~x be placed on its second reading, seconded by Fries, the roll was called and votes were as follows:Bailey,Fries,Swetnan,Vulgamott voted aye; Layton and Shelton absent; said bill was accordingly mad. Bailey moved that rules be suspended and said bill be placed on its third readin._; and upon passage of sa~~e become Ordinance, seconded by Fries, the roll way called and votes were as follows:Bailey,Fries, S19etnam,Vul~;amott voted aye; Layton and Shelton absent, said bill was accordingly read, and became ordinance. Vulgamott moved that the City authorize expenditure of up to $600.00 for the planning commission to set up the necessary stationary and filing cabinets to carry on the meetin;s, seconded by Bailey, the roll was called and Bailey,Fries,Swetnam and Vulgamott voted aye - however, it was areed that the bills would be presented tothe Board of Aldermen and they would approve payment thereof. Swetnam .noved that Mrs. Ruth Collier be paid the sum of $25.00 per month beginning January 1, 172, for the ~~ service relating to sewer tax to be paid the City of Kansas City for use e thereof by individuals using same, seconded by Bailey, the roll was called and Bailey,Fries,Swetnan~, Vulgamott voted aye; Layton and Shelton absent; Vulgamott noved that the City pass the resolution relating to the Flood Insurance, seconded by Fries, the roll was called and votes ~' P.3, Reg. Meeting Dec. 21, 1971 were as follows:Bailey,Fries,Swetnam and Vulgamott voted aye; Layton, Shelton absent. Sw~tnam moved that bill No. D-71-22 being bill providing for the appropriation of money out of the general fund of the City of Riverside, be placed on its first reading, seconded by Fries, the roll was called azd votes were as follows: Bailey,Fries,Swetnar~ and Vul;a!nott voted aye; Layton, and Shelton absent, said bill was accordin:~ly read, Fries moved that rules be suspended and Bill No. D-71-22 be placed on its second reading, seconded by Bailey, the roll was called and votes were as follows: Bailey,Fries,SwetnamVulgamott ~~bbd aye; Layton and Shelton absent, saird bill was accordingly read Vulgamott moved that rules be suspended and bill No. D-71-22 be placed on its third reading and become Ord.
