SiE~6~Df~E 16, 1 X71 E~ve.nber 16, 1:71 A reular !neetin~ of the Board of Aldermen of the City oP Riverside, Missouri was held in the City Hall in Riverside, Missouri, on November - 16, 1_x71, at 8:00 p.m. and upon a Roll call, aldermen Bailey, Fries, Shelton, Swetnam and Vulgamott were present, Layton absent and Mayor Filger Absent, Acting Mayor Swetnam calling meeting to order. Prior to the ~.~eeting, Metropolitan Planning Commission passed out the Statutes of Missouri, governing the Zoning; and Plannin:; Commission for Cites acceptin~~ the work of the Planning Commission. Mr. Welker stated that the Com:~:ission should be set up and meet and the zomin~ and planning cornm~ission work together, in fact the plannin; co-nrnission is the zoning co:~rnission, they are to zone and plan the ua of the land -- subdidisions, layouts of the subdivisions and other uses of the land, plan where best for sewers, roads, other utilities for the present as well as in the future. In order for this to work the Commission will have to function in accordance with the statutes, There has to be a chairman, secretary and not more than 15 •~embers, The Mayor is to come to the meeting and one alderman, Whereas the Adjustment board is completely a separate i~oard who function is to try to work out problems before they come to the zoning board or planning; commission, as for instance iP the property is not properly zoned for the purpose the person has applied for lbuildin:~ applicatinn or the setback is not possible for certain buildings, then the adjustment board comes in action. Mr. Hohim.er stated that he talked to Mr. Young with regard to his liquor application and that this not be placed on the second reading until a later date. E. R. Eller!nan applied for two duplex houses to be built on South Drive, Mr. Hanna came with agard to the roof on the building, at the corner of Hibh Drive and Northwood Road and he was authorzed to proceed to place the roof on the building, again same bean;.; on a temporary basis. Mr. Hon stated that the sewer plans were being worked on and that they should be completed next wee"x. Vul~amott moved that we give Mr. Hon permit to bu~cl the Apartment project, Mr. Jack inquired whether the sewer co°~ing down Larson road was ever dedicated to the City and to its knowledge, there was never a dedication of the sewer. Mr. Jack also stated that he would have to inspect the present sewer before this could be accpeted. This is and 8" line, also the work has to be done -- with regard to ahangin~ the sewer district boundry line, and to include some of the people who are not in t now and are willing; to be included in this district. The ordinance will have to be drawn up ineludin~ the description of said district as changed. This would be district N~. 2. Mr. Jack inquired whether Mr. Hon desired the city to accept the streets in the project and he stated h~hat it made no difference, and in this case, Mr. Jack stated it would be the City~s desire not to accept the streets in the project. Page 2, Red. Meeting, Nov. 16, 1>71 the motion was seconded by Bailey, the roll was called and all present voted aye; Layton absent and Swetnam acting as Mayor. Mr. Czamanske stated the raQson he was here was to talk about Mr. Bradents liquor license, and stated that his client and he would have an answer by this week whether or not he wanted to continue to use the liquor license. Aa it now appears, Mr. Braden wanted to know if it would be possible to move the liquor license to 200 W. Vivian Road, however Mr. CZamanske stated this the equipment was not at the present in the place and that it would take another couple vrweeks before this would be definite, and the council extended the tine for another two weeks or until the next re_,ular netting of the Council. Mr. March and his attorney were inquiring with regard to the rezoning of his property that he anticipated to lease for mobile home park, and he advised that the dactx sewer was almost complete. However Mr. Jacks stated that he net with the Produce Bank about three weeku a,~;n alon . ^rith Mr. Rieneke and that the ;noney was not released as oP that time nor as of now. Mr. Martin stated that the time they anticipate to start on the project is March 5~,yx 15, 172. The council was asked whethhr or not they would o for the rezdning afterb[ the sewers were put in and if the pobile park was built in accoudance with the ordinance provided the council by the netropoli6an planning commission and all aldernen present stated they would be for the rezonin~3, Layton absent and Swetnam acting as Mayor. The matter of Woodland Road was brought up and the fact that there would probably be lots oP traffic on this pobtion of it, up to St. Joseph Blvd, that perhaps the two inch hot mix ehnilld be increased to four inches. after a discussion has had, Vul,ga:nott moved that we <:_-,ive Mr. Jack Okay to add the additional cost to place 4" of hot mix on Woodland Avenue and the cost not to exceed $2,000, Bailey, seconded the :notion, the roll was called and all present voted inSavor, Layton absent and Swetnam acting as Mayor. Vul~amott roved that the council approve Mr. Czamanske be on the Planning Commission, seconded by Shelton, the roll was called and all present voted in Savor, Layton absent and Swetnam actin;.; as mayor. Shelton ,.roved that the city give Mr. Booth permission to patch all the hol+~sin the streets in Riverside, and Mr. Vulgamott stated he would go around with Mr. Booth, and showin. where the repairs should be made, seconded by Fries, the roll was called and all present voted in fa~~or, Layton absent and Swetnam aetin~ as Mayor. Vulga-r~ott •noved that Mr. Agnew be advised that his occupation license for 1~~72 would be for inside business only and that he is to clean up his place on the outside, seconded by Bailey, the roll was called and all present voted infavor, Layton absent, and Swetnam acting as Mayor. Bailey no~.~ed that Bill No. D-71-20 being bill providin- for the appropriation of ~:oney out of the general fund for the payment of certain indebtedness as listed therein be placed on its first readin5, seconded by Vulga~r~?ott e roll was called and votes were as follows: Bailey, Fries Sheltot'f~vQ~ayd; Layton absent and Swetnam acting as Mayor, said bill was accordin;ly read. Meeting, November 16, 1071 Shelton moved that rules be suspended and Bill No. D-71-20 be placed on its second reading, seconded by Bailey, the roll was called and votes were as ftilows: Bailey,Fries,Shelton Vul~amott voted aye, Layton, absent; Swetna.n acting as r~ayor, said bill was accorid~ly read. Bailey mo~~ed that rules be suspended and Bill Nv. D-71-20 be placed on its third reading and upon passa.e of same become Ordinance No. D-71-20, seconded by Vul~;a:>>ott, the roll was called and bates were as follows: Bailey,Fries,Shelton,~ulgamott voted aye; Layton at~sent, Swetnam actin, as mayor, Said bill was accordingly read, approved by Acting Mayor Swetnam and beca!~e Ordinance No. D-71-20.
