Board of Aldermen of
City of Riverside, Mo.
November ~, 1971
A regular meeting of the board of Aldermen was held in the
City Hall in Biverside, Missouri on November 2, 1971, at ~ 8:00 p.m.
and upon a roll call, aldermen Bailey, Fries, Layton,Shelton,Swetnam
and Vulgamott were present, Mayor Filger calling said meeting to order.
Mr. Taylor, representing Mr. Martin in the Green's trailer court matter,
inquired with regard to the present status on the resoning, Vulgamott
advised that he understood that there was no grogrees made with regard to
sewers and this is one matter that had to be cleared up first.
Mr. R. W. Curry - presented the plans for approval of
the apartment complex, called Riverside Townhouses and was firguring
an exit or another entrance to the complex, he and Mr. Jack did
tell of several ways that this could be worked out. One of the ways
recommended was for the development to make the road extend to
Hermosa road, and if this route was to be taken, that the road should
be recorded mxx in ~~amx Recorder of Deeds Office, Platte City.
After the road is worked out, the application was put upon motion
to accept same by Shelton, seconded by Layton, and all voted in favor.

Mr. D. M. Czamanski asked the council to wait twaxmmxaxstaaicaxif they
could with regard to Mr. Braden's retaining his liquor license, or
~~ this could not be done, he should have an answer in two weeks.,
and it was agreed to wait two weeks.
With regard to the sign boards along the highways, the matter was
brought up again and it was brought out that Kansas City was working
on a spacing sign ordinance.
Mr. Majors wanted to ask the council with regard to two buildings
in Riverside. One was the Hanna building on Highdrive, he wanted to
put on a roof which had blown off and he was stopped as he was to
come to the council before reapplying the roof. The other was a
house on Merrimac, Whittleson's property and he agreed to tear it
down.
It was suggested to have Don Witt prepare necessary papers to have
Batliner remove the old house building.
Don Jack reported on Woodland Street -- Had two water
maia line baeeks and wondered whether this should be completed this
winfler. The compaction where Woodside put in the sewerline for
the library was barought up and it was understood that he would

It was decided to qo ahead and started preparing for hhe curbing
and paving, and the construction company would start the next day.
Mr. Jack contacted the Highway department with regard to widening ~
High Drive and the area where I-635 is coming over it. He stated
they would give enough room for 40 foot paving, back to back curbs
however he would recommend that it would probably be better to get property
have a 50 ft street, anticipating more traffic later. This matter to
would be studied and decided upon latter.
Mr. Hohn wanted an approval of the apartment project and the
council stated that this could not be done until his sewer plans
had been presented and they would approve same contingent on
approval of the sewer plans.
The council decided to talk to Mr. Agnew about his building and
materials around same.
The matter of Bud & Lucille property, the one which burned
and the other vacant buildings was brought up and it was decided
if they were asked to clean up the place, they would do so.
The matter of Z-Mart, Inc.'s application for liquor license at
Red X was put on first reading by Shelton and seconded by
Vulgamott, the roll was ca'Red and all voted in favor, Bailey and

seconded by Fries, the roll was called and votes were as follows: Layton &

Swetnam moved that rules be suspended and said bill be placed on its
second reading, seconded by Vulgamott, the roll was called and votes
were as follows: Bailey and Layton absent; Fries, Shelton, Swetnam
and Vulgamott voted aye; said bill was accordingly read;
Vulgamott moved that rules ge suspended and that said bill be placed
on its third reading and upon passage o~ same b3ecome Ord. No.
seconded by Swetnam, the roll was called .and Shelton, Fries, Swetnam
and Vulgamott voted ayd; Bailey and Layton absent; said bill was accordingly
- read, approved by Mayor Yilger and became Ord. No._,f
Vulgamott moved that Bill No. D-71-20 being bill providng for the payment
of certain indebtitdness as listed therein be placed on its first reading,
seconded by Shelton; the roll was called and votes were asfollows: Fries,

-- Shelton moved that rules besuspended and Bill No. D-71-20 be placed
on its second reading, seconded by Fries, the foll was called and
votes were as follows: Bailey and Layton absent; Fries, Shelton
Swetnam and Vulgamott footed aye; said bill was accordingly read.
Vulgamott moved that rules be suspended and Bill No. D-71-20 be
placed on its third reading and kupon passage of same become
Ord. No. D71-20, seconded by Swetnam, the roll was called and
votes were as follas: Fries, Shelton, Swetnam and Vulgamott ~aoted
aye; Bailey and Layton absent; said bill was accordingly read
approved by Maur Filger and became Ord. No. Dd,71-20.
There being no further business, upon motion du y de seconded
