HomeMy WebLinkAbout1971-10-19Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri October 19, 1971 _ A regularmeeting of the Board of Aldermen of the City of Riverside, Missouri was held in the Qty Hall in Riverside, Missouri on October 19, 1971, at 8:00 p.m. and upon a roll call, aldermen Fries, Shelton, Swetnam and Vulgamott were present, Bailey and Layton absent, said meeting was called to order by Mayor Filger. Minutes of meeting of October 5, 1971 were read and approved after adding the part where it would take five hours for Don Jack to work on the building code. Bailey present after reading of minutes. Attorney Sehmansky advised he represented Mr. Braden who formerly had Flash Market and advised that he still had his liquor license and they would have to be in effect until 90 days notice from Sept. 8, even though Mr. Braden did not use them for qumte some time prior to September 8. However this matter was to be referred to Mr. Witt for his opinion. Mr. Cohen advised he wanted to know the City's opinion with regard to his building a warehousetype building on W. Riverside Street and Platte Road, he would put brick facing on one side and possibly two sides, however it would be a nice looking building Mr. Cohen stated.. tadesz&xit~~axts n Steve Taylor, attorney for Paul Martin who anticipates or proposes to have the Green's Trailer property rezoned for mobil homes, spoke regarding same also Howard Gilbert,~k who represented Mrs. Green also spoke. They stated they were anticipating to take this area which was approximately 13.3 acres of property, this included all streets and down to the highway, they propose 88 trailer parking spaces, and plan to pave. the streets, with black top. If they don't have parking space on the streets, they will make the streets more narrow and if parking is on the streets it will be wider, however they ptan for two parking spaces per trailer. The streets will not be curbed. They propose to have more older people and not ones with smaller children, mainly fer people who want to lae close to work. They stated that Mrs. Green had made plans for the sewer to go under 71 highway and meet the 12 inchxp®~x pipe across the street. They stated that the ,trailers would have to be skirted after moved in, rent would be $5500per mo. Mr. Don Jack thought that the city should see how much low and moderate developments the city wanted and where they wanted them; also the question of density should be checked with other trailer courts to see how close they are. Mr. Shelton stated the streets would have to be in accordance w ith theapartment projects. Page 2 Regular Meeting Oct. 19, 1971 A gentleman presented plane for an apartment project on the west side of Highway s~ 71 and wanted to know if the council approved _. these. He .thought that these had been presented prior to this. The council advised that they had seenthem before and that the only objection they had to this plan was that there should be an entrance and an exit to the project, or perhaps the entrance and exit at one ~$ax location sbuld be ~~a~E be larger or large enough to take care of all traffic, with an islandin themiddle. The gentleman said he would look into this matter. As matter of information, there would be a total of 152 units, approxim~ely 8 units to an acre, and the two bedroom would rent for approximately $127.00 per month, owners}~ip would be of the coop type. This matter was also to be brought up with the Planning Commission. The matter of the bids for paving of Woodland Street were to be opened and were as follows: Seal O Matic Curbing ~ Paving Co. Base Bid $8950.00 Alternate. 176.00 Robert J. Booth Paving Co. Base Bid 10,150.00 Alternate 250.00 Bailey moved that we accept Seal O Matic Bid and also the alternate, Swetnam, seconded themotion and Bailey Fries, Shelton, Swetnam and Vulgamott voted aye; Layton absent. Hohimer advised of the different bids received on automobiles for the Police Department, he received 1 on Ford; 2 on Dodge; three on Olds and 1 on Buick; However after discussing the matter, Mr. Bailey _ said he would get another bid or two on a Bui~kk and see how they are, as he preferred this brand. and the tW0 a a,.~l.i~ u~7 s_, ~ c5 ~ /dam .Yii- Fries seconded the motion and Bailey,F ies,Shelt~wetn m nd ulgamott voted aye. Page 3, Regular Meeting October 19, 1971 Bailey 1~Ioved that Bill No. D-71-1~ being bill provinding for the payment of certain indebtedness as listed therein be placed on its first reading, seconded by Vulgamott, the roll was called and Bailey,Fries,Shelton,Swe~nam and Vulgamott voted aye; Layton absent; said bill was accordingly read. Bailey moved that rules be suspneded and Bill No. D-71-1~ be placed on its second reading, seconded by Vulgamott, the roll was called and votes were as follows: Bailey,Fries,Shelton, Swetnam,and Vulgamott voted aye;. Layton absent; said bill was accordingly read. Bailey moved that rules be suspended and Bill No. D971-18 be placed on its third reading and upon passage of same become Ord. No. D~-71-18, seconded by Vulgamott, the roll was called and votes were as follows:Bailey,Fries,Shelton,Swetnam, and Vulgamott voted aye; Layton absent; said bill was accordingly read, approved by Mayor Filger and became Ord.
