A re ular meetin:_; of the Board of Aldermen of the Citybof
Riverside, Missouri was held in the City Hall in Riverside, on
Rugust 3, 171, at X3:00 p.m. and upon a roll call, aldermen Bailey,
Swetnam, Fries, Shelton and Vulgamott were present, Layton absent
for roll call, Mayor ailber callin;; said meeting to order.
Minutes of meetin,~ of July a0, 1';71 were read and accepted as read.
Mr. Eller again stated he wanted to help all he could with the
advertisin sign ordinance, and he was advised that the matter would
be studied further and them they would decide upon the amendment of
the si;n ordinance.
Don Jack said a survey was made on the property behind Harry~s Outlet
and Fondoo and that it is possible that the Flash morket ¢ouldbe
served by this same manhold adequately, that there was approximately
52 acres to the same water shed in Ind an Idills.

Shelton moved that the City accept Woodside Const. Co. bid, seconded
by Vulgamott, the roll was called and all voted in favor.
Engineer Maslen for Oreen~s QRailer Park was present and stated that
they were willin_ to build the approprlate sewer to connecti~l with
that in District #11, and would enter into agreement with the
other people in that sewer district. Shelton moved that a permit be
issued to build the sewer to the Trailer Park in District #11, upon
approval oP plans by the City Engineer, Layton, seconded the mfstion,
all voted in favor.
The matter of increasing parkin. area on City pro erty was discusses,
Mr. Booth would take out the curbs and tirade for ~2~0.00, and it
would take approximately ~ 500 tons of ;ravel to put on the parking
area. It was decided that perhaps a different entrance would be
better rather than taking all the curbing out of the present parkin.,.;
area and then maybe the matter could wait Por a while.
Swetnam moved th# Benny Mike Irvin tie hired as permanent Policeman,
with pay of $565.00 per month beginning the 16th any of August, 1?71,
seconded by Bailey, the roll was Balled and z~xxa :•otes were as
follows: Bailey-aye; Fries-aye;Layton-aye; Shelton- Nay; Swetnam-aye;
Vulgamott-aye;
.Vulgamott moved that Bill No. 46-A-6 bein, bill prohibltin6
the operation of a motor vehicle while intoxicated, repealing all
ordinances in conflict therewith and fixin_ a penalty for the violation
oP said ordinacne, be placed on its first reading, seconded by Bailey, the
rollwas called and votes were as follows: Bailey-aye; Fries, Shelton,
Swetnam and Vulgamott voted aye; Layton absent; said bill was accord in,ly re:
Vulgamott moved that rules be suspended and Bill No. 46-A-6 be placed on
its second eeadin, seconded by Bailey, the roll was called and votes were
as follows: Bailey,Fries,Shelbon,Swetnam, and Vulgamott voted aye; Bailey
absent;

Vulgamott moved that rules be suspended and Bill Ne. 46-A-6 be placed
on its third reading and upon passa.e oP same become Ord. No. 46-A-6,
seconded by Bailey, the roll w~a was called and votes were asfollows:
Bailey,Fries,Shelton,Swetnam, and Vulgamott voted aye; Layton absent;

Vulgamott moved that Bill No.46-A-7 bein,_, bill prohibiting; the
operation oP a motor vehicle while under the influence oP any
narcotic dru:,,, repealing all ordinances in conflict therewdth and

on its second reading, seconded by Bailey, the roll was called and

Vulgamott moved that rules be suspended and Bill No. $-46-A-7 be placed
on its third reading; and upon passa;e oP same become Ord. No. 46-A-7
seconded by Bailey, the roll was called and votes were as Follows:

Vul_amott moved that B111 Nax~cR provddin~; Por the payment oP all
full time police department employees oP the City oP Riverside:,
Missouri be paid re:;uAarly on the 1st and 16 oP each month,
seconded by Bailey, the roll was called and votes were as Pollowa:
Eailey, Fries and Vulgamott voted aye; Shelton ani Swetnam nay and
Layton absent.

bill providin;, Por payment oP bills as listed therein be placed on

Vulgamott moved that rules be suspended and bill No. D-71-13 be placed
on its second reading, seconded by Fries, the roll waa called and votes
were as follows:Bailey,Shetlon,P'ries,Swetan, and Vulgatt eeoted aye;
Layton absent; said bill waa accordindly read.
Vulgamott moved that rules be suspended and Bill No. D-71-13 be placed
on its third readtn~ and iP same be passed that it become Ord. No.D-71-13
seconded by Friar the roll was called and votes were as follows:
Bailey,Frles,Shelton,Swetnam,Vulgamott voted aye; Layton absent,
said bill was accordingly read approved by Mayor Fil:~;er and became
Ord. No. D-71-13.
There bein„ no further business upon motion my made and seconded and
