June 16, 1971
A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall in Riverside, on
June 15, 1971,at 8:00 p.m. and upon a roll call, aldermen Bailey
Layton, Shelton, Swetnam were present, Fries and Vulgamott absent,
Mayor Filger calling said meeting to order.
Minutes of regularmeeting of May 18, 1971 were read and
those of June 1, 1971 were read. Collector's report for month of
May, 1971 and Treasurer's reports for months of April and May,
1971 were read and accepted.
Mr. Agnew wanted to get permission to build a 50'x50' building
however, he was advised that he would have to present plans and see
whether they would be approved by the council.
Mr. McKeon spoke with regard to the Little League Baseball
club and for the City to contribute for the cost of the lighting system
tok be improved. Layton moved that the City split the amount with
the Little League Baseball club and so moved, the roll was called and
all voted in favor, Fries and Vulgamott absent.
The Party living in Moore's store or owning same wes in to see if
he could get a permit for a garage or auto service place of business,
and he w$ssx wanted to know the opinion of the council. A vote was
taken on whether or not the council would approve this business,
and upon a roll call ~ Bailey, Layton, Shelton, voted no, Swetnam
passed and Fries and Vulgamott absent.
Betty Hedgecock inquired with regard to obtaining the job as Police
Court Judge and was advised this was not one to be answered by the
Council. The matter had to be looked into.
Two gentlemen came in to see if they could ex~~ enlarge the Green
Terrace Trailer park and they were advised that the park was not
in zone for trailers, that no more than the present amount could
be on the park. He stated that there were 13.2 acres and would
like only 10 acres to be zoned for trailers. They would rebuild the
trailers court, clean it out and put in utilities and according to the
agreement they would have to put in sewers - the council advised that
since it was out of zone, that nothing could be done unless it were
rezoned and that this would h:~ve to first come before the zoning board.

The matter of/Riverside Street be restricted to 20 ton limit as that
is what Seal-O-Matic stated it would have to be in order for the
black top to stand up for any length of time. It was suggested that
__ our Dngineer Don Jacks get with the City Attorney, Don Witt and that
an ordinance be~x drawn to prohibit the large trucks from carrying
excessive loads over the roads/ Upon motion by Shelton, that the
matter be drawn up in ordinance form and placed on its first reading,
seconded by Layton, the roll was called and votes were as follows:
Bailey, Layton, Shelton and Swetnam voted aye; Fries and Vulgamott
absent; The bill was accordingly read.
Shelton moved that bmles be suspended and the bill be placed on its
second reading, seconded by Layton, the roll was called and votes
were as follows: Bailey,Layton,Shelton,Swetnam voted aye; Fries
and Vulgamott absent, said bill was accordingly read.
Shelotn moved that the rules be suspended and Bill No._ be placed
on its third reading and upon passage of same becmune Ordinance No.
seconded by Layton, the bill was read, approved by Mayor Filger and
became Ord. No. as~x after the votes being as follows:
Layton, Bailey, Shelton, Swetnam as~xx voted aye; and Fries and Vul§amott

Shelton moved that we hire Don Jacks as our City A~~y ~'~o meet with
Mr. Witt and Mry Myers .

Shelton moved that rules be suspened and bill be placed on second reading,
seconded by Bailey, the roll was called and votes were as follows:Baileym
Layton,Shelton,Swetnam rooted aye;Fries and Vulgamott a~sehh; Bill was
accordingly redd.
Shelton moved that rules be suspended and Bill be placedon its third reading
and upon passage of same become Ord. No. seconded by Bailey, the roll
was called and votes were as fellows: Bailey,Layton,~xigs~Shelton,Swetnam
voted aye; Fries and Vulgamott absent; Bill was accordingly read, approved
by Mayor Filger and became Ord. No.
Baileymoved that Bill No. D-71-10 being bill providing for the appropriation
of money out of the general fund of the .City for the payment of certain
indebtedness as listed therein be placed on its first reading, seconded
by Layton, the roll was called and votes were as follows:Bailey,Layton,
Shelton, Swetnam anted aye; Fries and Vulgamott absent; g~~ said bill was
accordingly read.

Bailey moved that rules be suspended and Bill No. DX-71-10 be placed
on its second seeding, seconded by Layton, the roll was called and
_. votes were as follows: Bailey-Layton,She 1ton,Swetnam voted aye;
Fries and Vulgamott absent; Said bill was accordingly read.
Bailey moved that rules be suspended and Bill No. D-71-10 be placed
on its third reading and upon passage of same become Ord. No. D-71-10,
seconded by Layton, the roll was called and votes were as follows:
Bailey,Layton,Shelton,Swetnam voted aye; Fries and Vulgamott absent' said
Billwas accordingly radad approved by Malgor Filger and became Ord.
No. D71-10.
There being no further business, upon motion duly made and passed,
meeting adjourned.
