A regular meeting of the board of Aldermen of the City of Riverside, Missouri was held in the city hall in Riverside,. on May 4, 1971, at 8:00 p.m. and upon a roll call, aldermen Bailey, Layton Fries, Shelton, _ Swetnam and Yulggmott were present, Mayor Filger calling said meeting to order. Minutes of meeting of April 20,1971 were read and after correcting that portion to include that Vulgamott wanted on record the information that whatever the council decides on different matters, that ig the d ecision and it should not be necessary to bring up the same problem or matter again. The minutes were then approved as corrected. Mr. Owens requested permission to pull a trailer on his property and he would use it as a barn, unless he could possibly sell it. Stated it would look better than the barn there. He was advised that if there were any complaints that he would have to move it. However, there might be a buyer for it and in that case, there would be no problem. Otherwise, if he would pull in the trailer, it would be on a temporary basis. Mr. Azorsky stated that Mid-Continent Library wanted a building on the back of his property, fronting on Woodland Road. After the plans and application were reviewed, it was decided that the council would approve same if the front of the building and entrance waid be on Woodland road or on the north, than in that case the building would be approved. Mr. Azorsky sta ted that there wculd be plenty of parking area. Mr. Azorsky also stated that he would stop the people from drinking the liqumr on his property, and he also stated he would improve the curb situation and black top the parking area. Layton moved that the city get w~iatever contract necessary to hire the city engineer. Mr. Witt advised that the city has the right to change the deposit of savings in January, April, July and October of each year, Sec. 95.355. John Welker of•Metropolitan Planning asked Mr. Witt for the city to make plans for its meetingg, would like to have one every month from now until Hecember. He also requested setting up the planning commission and requesting that they attend the meetings; that there be a citizen's advisory committee of 5 to 10 people also attend the meetings, plus - all the aldermen to attend the meetings. Mr. Witt suggested that the City, if they should have a planning commission, that whatever t~asxax their recommendation is that the council go with them 100%, otherwise it will not work having a planning commission. Should up hold whatever their recommendations are and don't overrule them. The matter of water pressure was brought up and wanted to know if KPaage 2, Reg. Meeting - Ci 4 something could be done about it and Mr. Witt advised that if a complaint were registered with the Missouri Public Service Commission, this would get a fair hearing. Also other problems connected with the water company was the fact the they never told anyone when the water would be turned off and when turned on again, the water would be rusty and dirty and has possibly ruined washings. Mr. Witt advised that he would handle this matter and get necessary information after the ;meeting. Upon motion by Swetnam that Mr. Witt proceed with the complaint, seconded by Shelton, the roll was called and all voted infavor. Mr. Vulgamott related that he was approached by the Little League ball league with regard that new lighting be placed out on the park, that it would cost something like ~~~t~~x~xx$~8 $11000 or $12000 for new poles and lights and thought about paying it off in three years, and wanted to know if the city would put $3,000 with their money. ;'~~ ~~-~' ~ ;-'``~ '" ~ ;~ Upon motion by Layton that Bill No. D-71-8 being bill providing for the appropriation of money out of the general funds of the city for payment of certain indebtedness as listed therein be placed on its first reading, seconded by Shelton, the roll was called and Bailey, Layton, Fries, Shelton, Swetnam and Vulgamott voted aye; Bill No. D-71-8 was accordingly read. Layton moved that rules be suspended and Bill No. D-71-8 be placed on its second reading, seconded by Shelton, the roll was called and votes were as follows: Bailey, Layton, Fries, Shelton, Swetnam, and Vulgamott voted aye;,Bill No. D-718 was accordingly read. Layotn moved that rules be suspended and Bill No. H-71-8 be placed on its third reading and upon passage of same become Ordinance No. D-71-8, seconded by Shelton, the roll was called and votes were as follows: Bailey,Layton,Shelton,Fries,Swetnam and Vulgamott voted aye; Bill No. D-718 was accordingly read, approved by Mayor Filger and became Ord. No. D-71-8. There being no further business, upon motion being made and seconded and duly passed, the meeting. adjourned. ~~e~ ,`- ~
