March 16, 1971
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri, was held in the City Hall in Riverside, on March 16, 1971, at
- 8:00 p.m. and upon a roll call, aldermen Bailey, Layton, Shel ton, Swetnam,
Vulgamott were present, Brenner, absent, and Mayor Filger calling said
meeting to order.
Minutes of Harch 2, 1971, were read and accepted as read.
Treasurer's report for month of February 1971 was read and accepted
as read.
Mr. Hornbeck inquired with regard to his selling bottled gas for
the trailers, and he was advised he could, since he was selling and
repairing trailers. ~~ ~ ~ ~
Bailey moved that Bill 58-$~l be~ placed n i s first reading, seconded
by Layton, the roll was calle~ and votes were as follows: Bailey,Layton,
Shelton, Swetnam and Vulgamott voted aye; Brenner, absent; Bill 58-R-1
was accordingly read.
Bailey moved tha t rules be suspended and Bill No. 58-R-1 be lblaced
on its second reading, seconded by Layton, the roll was called and votes
were as follows:Bailey,Layton,Shelton,Swetnam, Vulgamott voted aye;
Brenner absent; Bill 58-R-1 was accordingly read.
Bailey moved that rules be suspended and Bill 58-R-1 be placed on
its third reading and upon passage of same become Ord. No. 58-fit-1,
seconded by Layton, the rollwas called and votes were as fellows;
Bailey,Shelton,Swetnam,Vulgamott and Layton voted aye; Brenner absent
Bill No. 58-R-1 was accordingly read, approved by Mayor FiY~er and became
ordinance No. 58-R-1.
Shelton moved that the ordinance be changed to get it away from an
engineer inspecting the sewers and buildings and that have an
inspector, to see if this would be legal and if same be legal that
Vulgamott be the inspector or saniitation officer for $15.00 per
inspection, and also if this be legal for a council member to hold
this position, seconded by Layton, the roll was called and all pre sent
voted in fravor and Brenner being absent.
Shelton moved that Seal-O-Matic be Police Tow In lot if this be legal
and that the rent be $1.50 per day to be taken out of the money for
which the autos are sold for, and Mr. Witt to look into this matter,
seconded by Layton, the roll was called and votes were ss follows:
All present voted aye; Brenner absent.
Shelton maed that the Auditing firm of Franke, Hardin Henn & Yant be

k3sian given permission, to autid the city books as per their letter of
February, 1971, for the smm of $1275.00, and then they will dive a
bid to do it every year, secorchd by Vulgamott, the roll was called and
vote8 were all in favor, Brenner absent.
Bailey moved that Mr. Myers be advised that he is not to continue
on the work of any projects that are unfinished by him, and to write
and thank dim for the work he has done, seconded by Shelton, the roll
hes called andvotes sere as follows: Brenner absent; Bailey-aye;
Layton-aye; Shelton-aye; Swetnam nay; Vulgamott-aye;
Bailey moved that d¢he city council meet with Leo M. Martell &
Associates to discuss his being the city engineer, the 30th of
March, 1971, at 7:00 p.m., seconded by Layton, the roll was
called and all present voted in favor, Brenner absent.
Shelton moved that Mr. Witt do what ever necessary to get Flash
Market cleaned up as soon as possible and that he do whatever
necessary to cleanup City Plywood, Bailey seconded the motion,
the roll was called and all present voted in favor, Brenner, absent.
Shelton moved that the city increase the various cities dispatching
service cost and renew the agreement, this new amount being $800
per year, effective Junel, 1971, seconded by Bailey, the roll was
called and all present voted in favor, Brenner absent.
Vulgamott moved that Bill 253-fit-7 being bill providing for
people installing alarms and taking care of same be charged a
license, $25.00 per year for residents of riverside and those
outside of Riverside $50.00, seconded by Bailey, the roll was called
and Bailey,Shelton,Layton,Swetnam, & Vulgamott froted in favor, Brenner
absent;
Vulgamott moved that rules be suspended and Bill 253-R-7 be placed nn
its second reading, seconded by Bailey, the roll was called and
votes were as follows:Bailey-Layton,Shetlon-Swetnam-Vulgamott voted aye;
Bailey absent; Bill No. 253-R-7 was accordingly read.
Vulgamott moved that rules be suspended and Bill No.253-R-7 be blaced
o n its third reading and upon passage of same become Ord. No. 253-R-7,
seconded by Bailey, the. roll was called and votes were as follows,
Bailey,Layotn;Shelton-Swetnam-Vulgamott voted ayd; Brenner, absent.
Bill No. 253-R-7 was accordingly read, approved by Mayor Filger and
became ordinance No. 253-R-7.
Layton moved that Gordon Raines and Elmer Messer be approved as reserve
officers and be furnished uniforms, seconded by Bailey, the roll was
called and all present voted in favor, Brenner absent;
There being no further kbusiness, upon motion made, seconded and
