March 2, 171 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, on March 2, 1971, at 8:00 p.m. in the City Hall in Riverside, upon a roll call, aldermen Bailey, Layton, Swetnam, Shelton and Vulgamott were present, Brenner absent; and Swetnam sating as Mayor a[u~ in the - absence of Mayor Filger. Minutes of February 16, were read and accepted as read. C~llector~s report for month of Janury 1971 was read and accepted as read. Treasurers report for month of January 1971 was read and accepted. Shelton moved that the City ask for Mr. E. I. Myers resignation, seconded by Layton, the roll was called and votes were as follows: Bailey-aye, Layton-aye; Shelton-aye; Vulgamott aye; Brenner a.bsent~ and Swetnam acting as mayor. Bailey moved that we hire Leo M. Martell & Associates as City Engineer in accordance with its letter of February 16, 1971, seconded by Vulgamott, the roll was called and votes were as follows: Bailey, Layton, Shelton Vulgamott doted aye; Brenner absent, and Swetnam aating as Mayor. Shelton moved that the Missouri Statutes be looked into to see whether or not the Municipals fudges can be appointed rather than elected and ghat the ordinances be redone in accordance there~ith, seconded by Baiey, the roll was called and votes were as follows: Bailey, Layton, Shelton, and Vulgamott Toted aye; Brenner absent; ar~d Swetnam - acting as Mayor. Vulgamott brought up the matter of Flash Market and thought the matter should be cleaned up as quickly as possible. The matter of grave markers was to be looked into to see whether a license was needed to sale same. S ~~.C Vulgamott moved that the court cost be raised from $5.00 to $10.00, if possible, seconded by Shelton, the roll was called and votes weae as follows: Bailey, Shelton, Layton, Vulgamott Soted aye; Brenner 13bsent; and Swetnam acting as mayor. Shelton moved that ueorge E. Mallen do the revision of the City Ordinances for the sum or $5,750, per his letter of February 12, 1971, seconded by Layton, the roll was called and votes were as follows: Bailey, Layton, Shelton, S~ Vulgamott mooted aye; Brenner absent; and Swetnam acting as Mayor. Bailey moved that Bill No1.D-71-5 balm;, bill providing for the appropriation of money out of the general fund of the City of ~iperside, Missouri for the payment of indebtedness as IIsted therein be placed on its first reading, secnded by Layton, the roll was called and Bailey, Layton, Shelton and Vulgamott voted aye; Brenner absent; Swetnam acting as mayor, Bill No. D-71-F was accordingly read; Bailey moved that rules be suspended and Bill No. D-71-5nbe placed on its second reading-, seconded by Layton, the roll was called and votes were a; follows:Bailey,Layton,Shelton,~ulgamott voted aye; Brenner absent; Swetnam acting as Mayor. No. D-71-5, seconded by Layton, the rollwas called and votes were as follows: Bailey, Layotn, Shelton and Vulgamott voted aye; Brenner absent; S~aetna^: acting as mayor, Bill No. D-71-5 was accordingly read, ~.pprooed by Acting Mayor Swetnam and became Ord.
