A regular Meeting of the Board of Aldermen of City of Riverside,
,~- N;issouri was held in the City Hall on February 2, 1971, at 8:00 p.m.
and upon a roll ca:11, aldermen Bailey, LajTtor.~., Steel' cr:, wetnam, Vulgamott
present, Brenner absent and Mayor Filger Calling said meeting to order.
N7inutes of meeting of January 19, 1971 were .read arad accepted as
read.
Treasurer's report for month of No?/ember and December, were read and
accepted.
John Welker of Metropolitan plannin;~ spoke wilt regard to their
progress on the Riverside planning , stated that our first neces.,it~i
was the , etaers and tl~,en the underdeveoped areas, and that the levy
district were plannin~~ on building a levy and that we had the railroad
to help devolo~~~ t'~e la;,i-,~~,r-, '_.a~,d. That we could get help as them was
still money for the sewers. Another r~~ ter was recreation needs, and
that the uovern rent also had r;~oney to acfld with that. He stated that
it was necessary that an organization or action group meet and help
plan t:e areas for business, what kind of business, the single faiily
dwellings, the multiple dwellings, and also dust the setting out
of certain areas for certain. uses. The Planning Commission would meet
with the group and help out with s~~~gestions cr whatever is needed.
As it now is the information i.ven costs 7500.00 and Riverside would
pay one third, or 2~~~.00. That we need to know all informtion necessary
by the end of June. Upon motion by the council and ua8nimously
passed it was a ~•~.~~ to proceed with the matter on the basis done thus
far.
Nir. Mye:cs s~boke with regard to the sewer charges and advised
that the one and two family dwelling pay a standard fee for the sewer
charge, ~,vhile the three and more fadrily dwellings pay on the business
basis along $.i~w with the businesses. He has ;Totten the figures up
to date and that the City owes Kansas City $0,518.63 up to February 1,
1971. He also stated that we need an ordinance requirin; people
within a cer~a~~~ a~~~.a;.c~ of the ~Ner line to require th~~r hooking
into the line and paying the sewer charge. Someone will have to pay
for it, whether the person is hooked into it or not.
Mr. Myeas also checked out the sewer line in District No. 16 and
stated that the Manhole was too high and that he would ~l~cx#x check
the other situation where it crossed under the road.
The party who managed Farmers Market requested that he be given
permission to mope across the street a:~a 5caz•u his business of groceries
there, however upon a motion by Layton and seconded by Bailey that he
be liven an occupation license under a temporary basis for 6 months
period with reservation that he can have one renewal after the first
6month period. The renewal could be 30 - 60 - or 6 months, and also
drt was understood that the place would be cleaned up when he left as
it was when he started, the roll was called and votes were as follows:
Brenner, absent; Bayley, Layton and Vulgamott voted aye; Shelton and
Swetnam voted nay.
Vulgamott moved that suspend the reading of Bill No. 343-37 and that
same bein~nBil providing for the repeal of Ordinance No. 343-35,
creating sewer district 7 and repea~rrg Ordinate No. 343-36, creating
sewer District N 8 and recreating Sewer District No. 5, by re-enacting
Ordinance No. 343-10 be passed and become Ord. No. X43-37, seconded
by Bailey, the roll was called and all voted in favor, same was approved
by Mayor Fiber and become Ord. No. 343-37.
Upon motion by Shelton and seconded by Vulgamott that suspend the reading
of Bill No. 343-48, that same be passed and become Ordinance No. 343-48,
this being an ordinance declaring ,joint district sewers, apportioning
costs, ratifying the constructions dnd paymea~ for said sewers and
accepting payment for said sewers, the roll was called and cotes were as fol~
lows, Brenner,absnet;Bailey-nay; Layton Nay (however changed vote to
aye after further discussion, Shelton, Swetnam and Vulgamott voted aye;
Upon motion made by Vulgamott and seconded by Bailey that the reading of Bil:
Oxr~~~8~~ No. 343-49 be suspended and that said ordinance become
Ordinance No. 343-49, same providing for service charges to be colledted
for usage of sewers and that it provides for requirements for people
within a certain distance of sewers be re~qu~red to pay same for the
service, the rollwas called add all voted in favor except Brenner who
was absent, said Bill was approved by Mayor Filger and became Ord. No. 343-4g.

The matter of old .business regarding discussion of the construction
of High Drive and VanDepopulier road be brought up at the next regular
meeting.
Bailey moved that the escrow a.~ent for Sewer District No. 16 be authorized
' to pay Mr. Myers his statement fcr services and aldo Mr. -Iitt~s bill for
services and $8600 of the contract bill, seconded by Vulgamott, the roll,
was called and all presente voted ~n favor.
Shelton moved that suspend the reading of Bill D-71-3 and that same
become Ordinance No. ~` D-71-3, seconded by Layton, the roll was called
and all present voted aye; Brenner,absent; Mayor approved said Bill and
same become Ord. No. D-71-3.
There beinJ no further business for the evening,
made seconded and passed, meeting adjourned.
