HomeMy WebLinkAbout1998-10-27 Special MINUTES OF SPECIAL MEETING OF BOARD OF ALDERMEN OF CITY OF RIVERSIDE, MISSOURI OCTOBER 27, 1998 A special meeting of the Board of Aldermen of the City of Riverside, Missouri was held in the City Hall in Riverside, Missouri on October 27, 1998, at 7:00 p.m. Those present were Mayor Ed Rule, Aldermen Super, Tcters, Darata, Burch, Beard and Flaws. Also present were Dick Winner, City Engineer; David Kornelis, City Attorney; Frank Weat herford, Engineer with TranSystems Corporation for the High Drive improvement project; Dennis Varblc, representative of Hoefer Wysocki, Architects for new City Building; Bill Persons, President of Rose-Lan; John Larkin, Sub Contrac tor for Rose-Lan and Irene Paulhe, Secretary to the Board. The purposes of the Special meeting are to discuss the Agreement with the Architects for the n ew city hall building and discuss with Rose-Lan people the improvement on High Drive. Dennis Varblc Mr. Varble said that Insert 5.2.4 is being negotiated and Hoefer-Wysocki it was thought that one (1%) pcrcent could possibly be the figure which would pay for changes which may be required because of possible omissions, ambiguities or inconsistencies in the plans and specifications. This is to be negotiated. Mayor Rule Mayor Rule thought the six (6) to seven (7) pcrcent for the project would cover this. However, Mr. Varble said that the additional one (1) percent would be necessary. David Kornelis David Kornelis said article 9.15 was not satisfactory to the City since the one million dollars covered all liabilities for HWA for one year and the City has no way of knowing how much coverage remains, and a certain amount of liability insurance to cover this project only. This is to be negotiated and Mr. Varble will contact the insurance people. David Kornelis David Kornelis said that article 11.2.1 has no figures and these will have to be provided. The six (6) or seven (7) percent for the services. Summary It appeared this meeting may have a little premature because David Kornelis and Dennis Varble said they are still negotiating and negotiations should be completed by November 3. 1998. Frank Weatherford Frank Weatherford. Engineer for High Drive project said according to the agreement and plans the first phase of the work should be completed by November 13, 1998. Mr. Weatherford also brought out that the agreement has a clause in it whereby if the construction company has a r Minutes of Special Meeting. Oct. 27. 1998 Page 2 problem which will cause his work to be delayed. he is to write a letter to the Engineer stating the reason for the dclay and this will be taken into consideration with regard to the completion date. However. to date he (the Engineer) has never received a letter. Bill Persons Bill Persons thought that so far he is not behind in his work schedule on High Drive and is on schedule. He said the wcather has caused delay. the utilities have also caused delay and at the present time they are waiting for the water company to lower its line at the first phase. John Larkin John Larkin reiterated the fact that the utilities have caused much delay in the improvement construction on High Drivc and at the present they are waiting for the water company to lower its line at I-635 underpass. Mayor & Board. The Mayor and Board of Aldermcn brought out that at their interview with Rose-Lan. they promised that the road would never be closed and that they would have at least 15 men working at all times and further that Mr. Persons would be on the job every day. The reason the road was closed at the first phase (635) underpass. is the engineer thought it was too dangerous for vehicles to travel on the road and recommended it be closed. i.e. for two weeks. However, the wcather caused a delay (8 weeks or more). Mayor Rule asked Mr. Persons to keep the road open tc the residents and complete this phase as soon as possible. Mayor also asked that Mr. Hedgecock's trees be replaced immediately and Mr. Persons agreed. Alderman Super observed the situation and it appeared that lack of communications between all involved has caused the largest amount of delays. He suggested that whenever Mr. Persons has a problem he let the City know. as well as the engineers and felt that any problem could be worked out more quickly by involving the City and engineers than previously. Alderman Darata suggested thatthc residents be shown more respect. Alderman -Burch said she has faith that phase I will be completed by November 13 and the other things brought up will be corrected. t Minutes of Special Meeting, Oct. 27. 1998 Page 3 Alderman Beard also felt it was lack of communications. Harold Wall Harold Wally resident said that when he received a notice that the High Drive would be completely closed for two weeks. that this was not too bad. but now that it is closed for eight weeks. he felt something should be done to get it open quickly. Betty Johnson and Betty Johnson and Karen Gordy brought up the height Karen Gordy. of the wail in front of their houses and talked with Mr. Weatherford regarding this matter. Bill Persons Bill Persons admitted it was his Pault for the problems brought up tonight and he will try to correct the situations. Summary. The construction on High Drive should be completed as soon as possible and phase I should be completed by November 13. provided the weather permits. The Construction people are to treat the residents with more respect. High Drive should be kept open at all times to the resident. If the Construction people find that there will be a delay through no fault of theirs. they are to inform the City as well as the engineers. Adjournment. Alderman Super moved that the meeting adjourn. seconded by Alderman Teter s. the vote was: Aye: Aldermen Super. Tetcrs. Darata. Burch. Beard and Flaws.
