A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the City Hall in Riverside on July 21, 1970, at
8:00 p.m. and upon a roll call, aldermen Bailey,Brenner,Shelton,and
Vulgamott present, Layton and Swetnam absent, said meeting called
to order by Mayor Filger.
Minutes of meeting of July 7, 1970 were read and accepted ad
read. Treasurer's reports for month;of May and June were read and
accepted. ~~ ~~ _
Mrs. Leabart,~was present and explained to the council all the
work that she had promised they would do and plans for the future
regarduzg the xeeexsz reconnai9sance report. She stated the written
report will be coming shortly, that No. 1 was the sewer system.
She toured the city and fields with Mr. Myers and different things
were pointed out. She stated with regard to p®lution problem, some cities
~s~a~s have very difficult waFq of handling t~nis problem, but the way
Riverside is situated, this would be no problem. She stated ~ order
to get federal and state aid that we would have to have an overall
plan on sewers. Second problem was the streets -- there were five
main highways passing through Riverside and that one of the streets
vnuld be cut off - 50th street. This area was where the traiffc
would be only one way in and one way out, which is poor circulation.
the Chief of Police stated that there were an average of 43,000 cars
a day passing tlmugh the City, and this is good. This problem of
streets should be in the program.
Nest is the planning of the best use of the areas, for business,
residents, single family and multiple dwellings, this can be planned
and zoned through the zoning problem. There is very little land for
annexation and this is part between Kansas City and Parkville on the
west of riverside and thought ~i.s should be part of ;the City if
possible. as this is ideal area for the City, if they saw fit to annex
it. The sewer problem or plans would fit in quite well with this
property.
This area has a number of governmental programs going on,
the Highways, the Pick Sloan Plan flood control, understand very
shortly that this area will have as good flood protection as the
Fairfax area, which means developing as in the Fairfax area. These
are all good factors. Understands that the city dispatches for
five cities in the surrounding area and this is also a good factor,
it is centrally ;located and it may mean that many more cites will
use it. It has been mentioned that there is a need for houses of
all levels of income. A house study must also Sae made for this
project. Have to run a house program three to five years program on
housing study, and thought this would be included in the plan.

$nother thing in the City's favor is that it has the Citizen's
participation. Also she stated she likes to write down all the
problems in the community and how they are being worked out.
Again she stated th is would all be written in a report and
should be coming there to the Council members shortly.
A plan was showed to the council with regard to the Ci~Cy of Albany.
Mr. Myers then stated that one and one-half 3peaas ago he asked the
Missouri Highway Department to work out the drainage of
Burlington creek and they stated they would pay for this problem,
and what is left that they could not take care,of, the BN said
they would pick up the tab.
Mr. Myers also stated that Mr. Hopkins called and advised that we
did not answer one of their letters with regard to having all
people available to the sewers to hook into them,
Mr. Witt stated that there is sone question as what is considered
available whether it be 1500 feet or 1000 feet, that the rnntract
with the City says they have to connect if it is available.
In the plumbing code of K.C. available is set out as being flithin
200 feet of the sewer. He stated it is quite obvious that we
would have to pass an ordinance to deal with this problem. Also
it was brought up that Mr. Hopkins wants a map bowing all the
connections and it appears that they want a report quarterly.
Mr. Myers stated he wrote a letter to Mrs. Green and they have agreed
to let her hook into the sewer with a 4" discharge line v~ ich is
discharging from the lunlter yard. She talked to him the other day
and she agreed if they allowed her to hook into this, she could
stay in for five years or any less and this would cost her $1250 ~ ~
per' yearui, Myers stated he thought xiti this would take care of the
present sisi~i situation she has a;~ of now, but if she did not
go along with it, she would have to construct and pay for her
own sewer line. She will have to pay for the use of the sewers
the same as anyone else, on the water use basis.
Missouri Cities have worked up the collection for the City of the
people on the sewers and asked if it would be okay to pay every
three months, and thought it would be okay with Kansas City,
however it was to be requested of them that they set out the
people who are paying and the amount u~d by each person u~.ng the
sewers.

relative to collection chases, imposing a duty of collection and

Shelton moved that rules be suspended and Bill No. 343-15-A1 pta[a be

Shelton moved that Bill No. 343-31 being bill prohibiting the removal
of manhole covers, prohibiting dumping into the public seers and
providing::;; for a penalty for the violation of this bill, be placed on
its first reading seconded by Vulamott, the roll was called and votes

Swetnam absent; Bill No. 343-31 was accordingly read.

Mazxi~x~~i~aBxN~ Chief Hohimer brou:;ht up the matter of remodeling
the kitchen into two offices and leaving a small protion forthte kitchen,
he requested permission for this and this work would be done for the
cabine~~, stove and oven, the council studied this and advised tht
this should not be done in this manner.
Chief Hohimer requested permission foenew radio equ;Lpment and
stating that could get federal aid for 96 of the amount, this would
be a total of $267b.00 and ~~ would be paid by t~ fdderal government.
This matter would have to b studied furter by the council.
