A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri, was held in the City Hall in Riverside, on June 2,1y70, at 8:00
p.m. and upon a roll call, aldermen Brenner, Layton, Shelton, Swetnam,
Vulgamott present, Bailey absent, and Mayor Filger calling said meeting
to order.
Mr.~ Braden inquired with regard to transfer of the liquor
license at F ash Market to his name, as he was going to take over the
store, he was advised that this would have to be brought before the
Board Of Aldermen on two council meetings, and it would most likely be
voted on the second time it is brought up, as the police department had
to make their inquiries with regard to the applicant.
Shelton moved that Don Witt have authority to proceed according to
his letter of May 7, 1870 with regard to retaining Dorsey and himself
with the case of Kalivas, and the third parties paying all fees, seconded
by Swetnam, the roll was called and said motion was unanimously passed.
John Hwwarton of Quick Trip Grocery and Wayne Coolman representing said
store were inquiring with regard to their license for package
liquor, the location of said place being 100 feet (approximately south of
Fun House Pizza on Highway 71 -- ~X2e~xi~a#pagx~eeaaaaicx~#ax~ei:#~paaca~8
mBa#.~~7cx A discussion was had regarding same and they stated that .
they also planned to have a Deluxe Cleaners along with the Quck Trip
Store. They felt the store would not be able to make a go of it without
the liquor license, that this made a big differencd in the sales of
same, in the store. Mr. Coolman stated that theyhad applied for the
license to sell liquor by packae, that everything was in order they
had complied with all request of the City, and they would appreciate
approval of license. The council stated their opinions regarding
their own thoughts and some thouLht there were plenty of this type
of license in the City and no need for more, another thought wss that
this might keep business away from the City.
Swetnam moved that the ordinance we have now No. 87-3 be filled in,
that is the blanks as to the number of liquor license to be had or
issued and this number be the amunt we have at the present time in the
City, same being 10 for the sale of intoxic~ ing liquor by the drink
and five for package liquor, and this be as of June 1, 1y70, this
of course being subject to Mr. Witt~a approval, seconded bh Shelton,
the roll was called and motion unanimously carried.
Bailey was present from this time to end of meeting.
Mayor Filger called for a vote as to approval aax tsa~~~~Y=} of
he application of Quick Check for Liquor by package license,
Bailey -aye; Brenner-aye; Lantoy Nay, Shelton, Nay, Swetnam,Nay
~ and Bulgamott ~ Mayor Filger stated he would make his decision
in two weeks fr ~ tonight.
Shelton moved that we approve two weeks vacjftion for Hohimer,
with pay, beginning June 15, Vulgamott seconded the motion, the roll was
called and all voted in favor.
Shelton moved that Bill NQ. 51-R-1 ~eing bill prohibiting vagrancy and
disorderly conduct in Riverside;--Missouri, repealing Ordinance N 51 and
providing a criminal penalty for vagrancy and disorderly conduct, be placed
on its first reading, seconded by Brenner, the roll was called and votes were
as follows: Bailey,Brenner,Layton,Shelton,Swetnam,Vulgamott voted aye;
Bill No. 51-R-1 was accordingly read.
Shelton moved that rules be suspended and Bill No. 51-R-1 be placed
on its second Beading, seconded by Bailey, the roll was called and votes were
as follows:Bailey,Brenner,Shelton,Layton,Swetnam and Vulgamott Toted aye;
Bill No. 51-R-1 was accordingly read.
Shelton mo+sed that rules be suspended and Bill No. ~ 51-R-1 be placed
on its third reading and upon passa~:e fo same become Ord. No. 51-R-1, seconded
by Bailey, the roll was called and votes were as follows: Bailey,Brenner,Layton

Shelton, moved that Bill No 206-14 being bill prohibiting the
eposit of rock, dirt and other su ce on streets and sidewalks of the City
of Riverside, requiring a permit to move dirt, earth, roci~, a~~t clay,
sands shale, debris and rubbish 'upon the Streets, requiring a street
bond in connection wiihsaid permit, and fixing the penalty for the violation
thereof, be plaed on its first reading, seconded by Brenner, the roll was
called and votes were as follows; Bailey,Brenner,Layton,Shelton,Swetnam,
Vulgamott voted aye; Bill No. 206-1~ was accordingly read.
Shelton moved that rules be suspended and Bill No. 206-1~. be placed
on its second reading, seconded by Brenner, the roll was called and votes
were as follows: Bailey-Brenner-Layton-Shelton-Swetnam-Vulga~hott voted aye;
Bill No. 206-14 was accordingly read.
Shelton moved that rules be suspended and Bill No. 296-14 be placed on
it s third reading and upon passage of same become Ord. No. 206-1~, seconded
by Bailey, the roll was called and votes were as follows:Bailey,Brenner,
Shelton,Layton,Swetnam, Vulga~aott voted aye; Bill No. 206-]~ wa$. accordingly
red, approved by Mayor Filger and beca~ne Ord. No. 206-hk.
Shelton moved that Bill Nd. 46-R-2~eing bill amending sections 14, 56
and 62 or Ordinarae No. 46 R 1, pi~o~ti-d3Yig the method of entering an
intersection or through highway, making previsions for type of tail
lights on motor vehicles, prohibiting excessive noise in the operation of motor
vehicles and requiring mufflers and further requiring the removal of ignition
key from motor vehicles and f~ i ~}i ~m ~h ~ Q tion of any of the

Shelton moved that rules be suspended and Bill No. 46-R-2 be placed
on its second reading, seconded by Bailey, the roll was called and votes
were as follows:Bailey-Brenner,Layton,Shelton,Swetnam, Vulgamott voted aye;
Bil]. No. 46-R-2 was accordingly read,
Shelton moved that rules be suspended and Bill No. 46 -R-2 be placed on
its third reading and upon passa;;e of same become Ord. No. 46-R-2, seconded
by Brenner, the roll was called and votes were as follows: Bailey-Brenner-
Shelton-Layton,Swetnam and Vulgamott voted aye; Bill No. 46-R-2 was a~cordingl3
read, approved by Mayor Filger and .became Ord. No. 46-R-2.

Shelton moved that Bill N 213-R1 ing 'will prohibiting the operation
of a vehicle while under the in intoxicating liquor or durgs,
repealing, all ordinances in conflict therewith and fixing a penalty for
the violation of said ordinance, be placed on its fdrsst reading, seconded
by Bailey, the roll wa,s ca3.led and votes were as follows:Bailey-Brenner-
Layton-Shelton-Swetnam-Vulgamott voted aye; Bill No. 213-R1 was accordingly
read .
Shelton moved that rules bewsylspended and Bill No. 213-R1 be placed on
its second reading, seconded by Brenner, the roll was called and votes were
as follows:Bailey-Brenner-Layton-Shelton-Sisetna!n-Vulgamott, voted aye;
Bill No. 213-$1 was according read.
Shelton mo ed that rules be suspended and Bill No. 213-R1 be plaed
on its third reading and upon passage of same become Ord. No. 213-R1,
seconded by Bailey, the roll was called and votes were as follows:
Bailey-Brenner-Layton,Shelton-Swetnam-Vulgamott voted aye; Bill No. 213-R1
was accordingly read, approved by Mayor Filter and became Ord. No. 2$-R1.
Shelton moved that Bill No. ~0 D-70-ZO being bill providng for the
appro,~r(priation of money out of the general fund of the City of Riverside
to be expended for the payment of bills as listed therein be placed on its
first readiig, seconded by Bailey, the roll was called and votes were asf
follows:Eailey-Brenner-Layton-Shelton-Swetnam-Vulgamott voted aye; Bill No.
d-70-10 was accordingly read.
Shelton moved that rules be suspended and Bill No. D-70-10 be placed
on its second reading, seconded by Brenner, the roll was called and votes
were as follows:Bailey-Brenner-Layton-Shelton-Swetnam-Vulgamott voted aye;
Bi11 No. D-'70-10 was accordingly read.
Shelton mos}ed that rules be suspended and Bill No. D870-10 be placed
non its third reading and upon passa,;e of same become Ord. No. D9- 70-1C
seconded by Bailey, the roll was called and votes were as follows:
Bailey-Brenner-Layton-Shelton-Swetnam-Vulgamott- voted aye; Bill Nol. D-gyp-10
was accordngly read, approved by Mayor Filger and became Ord. No. D87C-Z0.
There being mo further business, upon motion duly made, seconded
and unanimously carr9.ed, the meeting adjourned.
