was held in the City Fall in Riverside, Missouri, on Aril 21, 1`)70, at x:00
;.m. and upon a roll call, aldermen Bailey, Layton, Swetnam, S~zelton, Vulgamott
present, Brenner a;~sent for roll call and pr~;sent remainder of meeting,
Mayor r'ilgerc_~llin~~ said meeting to ordex°.
Ayers spoke with regard Lo getting federal a.id for sewers and stated
that he had been worl~in~ on the ove.all plan fors ewers and met with the,
Metropolitan .Planning Group and he was advised that before we SHOULD go
any further that we would have to have the Planning; Group plann out the City
which would cost the city 1/3 and the state pays the balance - 2~3. They
would not only plan out the best wags for sewers, but also for streets,
businesses, water system, recreation areas, etc. They told Mr. Myers
that they thought it was approximately $2,000 the City of Riverside would
have to pay and the remainin;_, would be paid by the State. He said without
the reconnoissance survey that there was no chance of getting the grant.
He stated they would ga into the zoning and other problems, except for the
State Highways. Mr. Myers stated that money was our problem and we were
wanting to get the Hi3D grant. Mr. Myers stated that he had worked out a complete
sewer plan for the HUD money, but we are not in a position to file application
without the Metropolitan Planning Commiasion~s study and plane. Mr. Myers
wanted to set up a meeting with them and also with the Water Polution
'~ople, it was decided to meet with them on April 28, 1970, at 7:~0 p.m.
TMyers stated he made up the tax bills, except for the amount on the sewers
put in under the roads, and whited to know if they should be sent out and
stated they should be sent out. Two Aldermen from Waukomis were present,
Chet Evans and Bob Heshig inquired with regard the City of Riverside continuing
with the dispatching service for Waukomis as they were advised as of May 1,
Riverside would discontinue the service unless Waukomis was paid up on
the service. They stated that they wanted the service and were satisfied with
it and if they could possibly work it out they would like to continue it.
He state the reason the constrict was not executed and sent in was because
there were a few changes they made in it and were going to talk it over to
ohs with tie City Attorney, the changes wre minor ones. He thought that they
tRad been paying the $35.00 per month. since January 1, 1870.
Swetnam advised that these contracts came out in 1969 and nothing was received
from Waukomis for 1969, however they did receive the service, and thought that
since they did not pay in 1969, that the $70.00 we advised was due would be
for both years. They were going to find out if they could pay the back payments
for the 1968 service. The aldermen from Waukomis stated they would try to
get us an answer within a month and also the contract back. .The Council advised
they wanted to be Pair, however this matter had to be worked out and if they
`'ought something could they wean[ would be looking for their answer.
Warren '~renner spoke with regard to securing a liquor license for the
Quick Check concern, for package beer only, he stated the things that he
had done for Riverside. Mr. Panus stated that if they keep this out they
are keeping out lots of business which could come in Riverside. Layton
stated that Kalivas had his name in for the next liquor license to be issued
if any were. Shelton stated that the council were not going to issue any
more liquor license for a while until the matter was discussed, however he
didn't know how the council fe:ht at this time.

A recess was called; Meeting reconveniend roll was called and Aldermen Brenner
Bailey, Layton, Shelton, Swetnam and Vulgamott wasre present, Mayor $ilger
calling meeting to order. the roll was called Por a vote on whetNNr or not
in favor of Quick Trip Grocery Store with liquor license:
Bailey -for the store and against the beer license.
Brenner -for both.
Layton -for the store and against the beer license.
Shelton -for the store and against the beer license
Swetnam, -for the store and against the beer license
\ gamott -for the store and ~Mainst the beer license.
Panus advised th$t the voting against the beer license was also voting
against the store as a store withotih.ethe Beer license was no store.
He stated that suit will be instituted against the City in a few days.
Layton moved that permission be given to build a re~~ining
wall on the northwest property line for $600.00 for $~~ 110 feet of
retaining wall, seconded by Bailey, the roll was called and all voted
in favor.
Layton moved that the City hies Michael Lehmann, as full time
policeman, effective May 8, 1970, for the salary of $565.00 der month, plus
insurance, seconded by Bailey, the roll was called and all voted in favor.
Vulgamott moved that the City urchase insurance on all three
of the policemen for one year at the cost of 762.92, seconded by Brenner,
the roll was called and ail voted in favor.
Swetnam moved that we extend dispatching service to Lake
Waukomis, until further notice, seconded by Bailey, the roll was called and
voted in favor.
Brenner moved that bill No. 17-1 being bill providing for the appointment
of Don Witt as attorney, be placed on its„first reading, seconded by Shelton,
the roll was called and Bailey, Brenner,S elton, Swetna~, Vulgamott and Layton
voted in favor, Bill 17-1 was accordingly read.
Bailey moved that rules be suspended and Bill No. 17-1 be placed on its second
reading, seconded by Brenner, the roll was called and Bailey, Brenner, Layton,
Shelton, Swetnam and Vulgamott Soted in favor. Bill 17-1 was accordingly read.
Swetnam moved that rules be suspended and Bill 17-1 be placed on its third
reading and upon passage of same become Ord. 17-1, seconded by Shelton, the roll
was called and Bailey,Brenner,Layton,Shelton,Swetnam, and Vulgamott voted
in favor, Bill 1781 was accordingly read, approved by Mayor Filger and became
Ord. No. 17-1.
Bailey moved that Bill ~ 70-8 being bill provid~g for the appropriation of money
out of the general fund of the City of Riverside for the paymen~ of indebtedness
as listed therein be placed on its first reading, seconded by S elton, the roll
was called and Bailey,Brenner,Shelton,Layton,Swetnam,Vulga~ott voted in favor,
Bill D-70-8 was accordingly read.
Vulgamott moved that rules be suspended and Bill D-70-8 be placed on its
;ond reading;, seconded bh Shelton, the roll was called and votes were as fo~ows:
Bliley,Brenner,Layton,Shelton,S'etnam,Vulgamott voted in Ivor, Bill D-70-8 was
accordingly read.
Layton moved that rules be suspended and Bill No. D-70-8 be placed on its third
reading and upon passage of sall~e become Ord. No. D-70-8, seconded by Bailey, the
roll was called and votes were as follows:Bailey,Brenner,Layton,Shelton,Swetnam.
gulgamott voted in favor, Bill No. D-70-8 was accordingly read, approved by Mayro
Filger and became Ord. D-70-8.
There being mo further businesti, upon motion made, seconded and carried, th.e
meeting adjourned.
