March 17, 1970
A regular meeting of the Board of Aldermen of the City of Riverside,
Missouri was held in the city Hall in Riverside, Missouri on March 17, 1970,
at 8:00 p.m. and upon a roll call, aldermen Brenner absent for roll call
only, Bailey, Layton, Shelton, Swetnam and Young present, Mayor Filger calling
said meeting to order.
Minutes of regulra meeting of March 3, 1g~0, were read and accepted.
Treaea~zee~s report for month of Jan. and Feb. 1970 were read and accepted.
Young reported that he contacted the Bank of Riverside, Missouri on
March 11, and on time deposit at that time there was $191,403.52, over
and above the insurance. Mr. Arams said the checking account at that
time was $17,308.C'~~' Those two total $208.711.59. Also the fact was brought
out that there could be quite a few checks which were outstanding which
would cut down the checking account $17,308.07. In addition to this,
the City. had put up cash fund of $21,044.90 for the sewer crossings
wherethe sewer districts had to be formed. This would be the same as
cash funds, as these amounts have to be repaid the city and Young stated
this would mean that the City has the amount of $229.756.48, less the
amount of the checks that were floating. Young would like to make
motion that since there were people going out of the council or going
out of office at the election that we have a certified audit as of the
7th day of April, 1870, seconded by Bailey, the roll aeit~ was called
and all voted in favor, however, Shelton mentioned that would like to
see if the money could be put in other accounts or places to receive
higher rate of interest.
Mr. Myers stated he needed advice on the Drive In Theatre, he said ~~
that Mr. Vaughn is givlzg the KCP&L Co. easement on light poles of 20 ft.
and that five feet is off the north side. Mr. Vaughn is willing to black
top this street from where his property is to the east limits of his
property or the highway and would straighten out the curve if the city
would let him use the street as a outlet for the theatre. There would
be a 60 foot of right of way, however it was dect3ed to gust accept the
20 feet and that Mr. Myers said he had the description of the property
to be deeded and that the theathre not use the street as an outlet or
entrance to the theatre.
Mr. Myers also stated that he talked to Skelly 911 6ompapa that theft
would deed the 10 ft. of roadway which woad be a 50 ft street on the
Mattow Road in the bottoms. Mr. Myers is to write Small as to whether
the curve could be straightened out.
Mr. Myers reported that he was working on the master plan for
the sewers in Riverside and presented the map he was working on, the
markings on the map in green represents t:he sewers already in or the
one:, pLa :t.n k~y 'r:~nsc^ Cite, he has also shown the Burlington Creek and
the sewereoming down the Northwood road. Thought this would cost to
much considering the popoulation. There are quite a few homes on the
Hillside road and some along the north road and South Road. Felt that
one ca~ld be built down Hillside and South Road and could put in a
pumping station and pump it backfor about 1/3 of the money that it would
take to develop the sewer on through, however when the property is fully
developed, then the sewer could be built on through. If this is the
case, that is putting in a pumping station, then the City would or should

qualify for 80~ of the costs from the Federal Government or Hud, rather
that the 50~. This would be the cost of the interceptor sewer as Kansas
City did get 80~. Mr. Myers thought that in about three or four more
days that he would have the master plan for the sewers in Riverside.
Young stated that at the last special meeting perhaps that some of
the people did not understand that Mr. Myers was ,yoking when he stated
that Mr. Yung was holding up the building of the sewers in the b ottoms,
and wanted it understood that this was not so and Mr. Myers was ,joking
about it, and Mr. Myers advised that this xt~as was correct, that Young
had been very help ful in the building of the sewers. Young donated
1/2 to 1 acre of property worhh thousands of dollars for the Kansas City
Pumping station, plus other property for the sewer line. However, now
the matter of the sewer had been worked out in the area of the theatre
and surrounding property.
Mr. Bob Gieseke asked if they could have some gravel on the
road in the bottoms amsas it wax was in bad condition and would
het worse 1f there was any moisture. Swetnam moved that put a minimum
amount of gravel on the Matton Road and that try to work out a wider
road as soon as possible, seconded by Brenner, the roll was called and
all voted in favor.
A further discussion was had with regard to widening Mattox Road and
Mr. Gieseke was going to see if the property owners would be willing to
donate some property for the widening.
Swetnam moved that a letter be written to Lake Waukomis in regard to
the dispatching service for fires and police protection, that if they
do not pay the amount requited by May 1, 1970, the dispatching service
would be discontinued. That the agreement should also be signed and
returned, seconded by Shelton, the roll was called and all voted in
favor.
Mr. Don Matura, Shelter Manager for Wy. Co. Humane Society spoke
regarding the agreement to be entered into by the City of Riverside and
the Humane Society, stated that a dog is allowed to run ~ large until
he has violated the law or destroyed some one's property, then if this
case the dog ispicked up and empounded. If the person wants the dog
back, they are explained the situation and after paying the fees,
they caa ®ecure the dog back. Bailey moved that the city enters into

seconded by Layton, the roll was called and votes were as follows:
Bailey, Layton, Brenner, Shelton, Swetnam, and Young voted aye; Bill 291-2
was accordingly read.
Swetnam moved that rules be suspended and Bill No. 291-2 be placed on
its second reading, seconded by Layton, the rollwas called and votes were
as follows: Bailey, Brenner, Layton, Swetnam Shelton and Young voted aye
Bill No. 291-2 was accordingly read.

and upon pasaage of same become Bill No. 291-2, seconded by Bailey, the
roll was called and votes were as follows: Bailey, Brenner, Shelton,

read, approved by Mayor Filger and Became Ord. No. 291-2.

general election to beheld in Riverside, Missouri on April 7, 1970, and

aye; Bill No. was accordingly read.

Brenner moved that Bill No. D-~0-6 be placed nn its firs t reading,
saf3 bill providing for the appropriation of money out of the general
fund of the City of Riverside, for the payment o9 certain indebtedness
as listed there in be placed on its first reading, seconded by Swetnam,
the rollwas called and votes were as fellows: Bailey, Brenner, Sy~eltnn.
Layton, Swetnam and Young voted ayd~' bill No. D-~0-6 was accordingly
read.
Shelton moped tha t rules be suspended and Bill No. D-70-6 be placed
on its second reading, seconded by Brenner, the roll was called and
votes were as follows: Bailey, Brenner, Layton, Shelbn, Swetnam, and
Young voted aye; Bill N D-70-6 was accordingly read.
Swetnam moved that rules be suspended and Bill No. D-70-6 be placed
on its third reading and upon passage of same become Ord. No. D-70-6,
seconded by Layton, the roll was called and votes were as follows:
Bailey, Brenner, Layton, Shelton, Swetnam, and Young voted aye;
Bill No. D-70-6 was accordingly read, approved by Mayor Filger and be-
came Ord. No. D-~D-6,
Upon motion duly made, seconded and passed that meeting adjourn,
there being no further business, meeting adjourned.
