A regular meeting of the Board of Aldermen of the City of
Riverside, Missouri was held in the City Hall on October IT, 1969,
at 8:00 p.m. and upon a roll call, aldermen Bailey, Layton, Shelton,
~,aa~ss Swetnam, and young were present, Brenner, absent, and Mayor Filger
calling said meetin_; to order.
Minutes of meeting of Spe. 16, 1869, were readnadn accepted
as read. Collector's report for monty of September, was read and
accepted as read. Treasurer's reports for montlg of July end AuMust
1869, were read and accepted. DQaa:x
Massman construction company, party constructing road for
1635, inquired how they could tb[a get the construction for the
road and over what roadway, and they were advised they could do
as they had been doing, if they kept it watered well, and they
agreed to do so.
Swetnam moved that the City write the Engineering ddpt of
Missouri Inspect~n bureau and ask them to inspect the City and
reclassify the City.
Mr. Panus represented the people of Funhouse Pizaa Pub
and wanted the liquor license in the name of the Corporation,
after a lengthy discussion, it was decided that the City wculd
approve the said applicatim in the name of The corporation, subject
to the S,ate's approval motion made to tris effect by Layton and all present
Shelton voted in favor.
Sw~aam moved that the City Authorize the Chief of police
to spend the sum of $2,000.60 as listed in his letter of October 7,
1g6,, seconded by Swetnam, the roll was called and Bailey, Layton
Shelton Swetnam and Young voted aye, Brener, Absent.
Shelton moved that the Chief of Polie be authorized to increase
the third shift of the dispatches up to .50 per hour premium pay and
this only on the third ~dit, this would make the total 1.50 per hour,
seconded by Swetnam, the roll was called and votes were as follows:
Bailey, Layton, Shelton, Swetnam, and Young -aye; Brenner, absent.
Shelton mo:red that the Ct~y hive another full time policeman, for
the salary of $500.00 per month, beginning October 16, 1969, and
the party being Robert Campbell, seconded by La~on, the rollwas called
and votes wee as follows: Bailey, Layton, Shelton, Swetnat, Young voted
aye, Brenner, abs~t.
Layton maed that we approved the building applications of
E1 Chapperon Complex, and Wales and Webb application for foundation for
moving house, ans$s also that the business application of K. ~. Whittlesey
for business at 5010 High Drive be approved, seconded by Shelton, the
roll was called and voteH were as follows: Bailey, Layton, Shelton
S:vetna~ and Young voted in favor, Brenner absent.
Layton moved that Bill No. D-69-17 being bill providing for the
appropriation of funds for the payment of certain indebtedness as listed

therein be placed on its first reading, seconded by Shelton, the roll
was called and votes wereas follows: Bailey, Layton, Shelton, Swetnam,
Young voted aye, Brenner-absent; Bill No. D-6y-17 was accordin;=,ly read.
Shelton moed that rules bee suspended and Bill No. D~-6g-17 be
placed on its second reading, seconded by Bailey, the roll was called
and votes wereasa~ follows: Bailey, Layton, Shelton-Swetnam, Young
voted aye; Brenner-absent; Bill No. D-6G-17bwas accordingly read.
Bailey moved thab rules be suspended and Bill No. D-6y-17
be placed on its third reading and upon passa„e of same become Ord. No.
D-69-17, seconded by Shelton the roll was called and votes were as follows
Bailey, Layton, Shelton, Swetnam, Young, voted aye; Brenner, absent,
Bill No. D-69-17bwas accordingly read, approved by Mayor Filger and
became Ord. No. D-6g-17.
There being mo further business, meting adjourned.
