F=yens stated the hihway department tires calling hirr. requesting that they be furr:ished the ordinance by ~aliieh they are to allow for the roads for I-635, that is -- High llrive, Dtorwood Road and bran De Populier P.oad, otherwise if there be no sped ific plane, than their plans irould cive~°t back to the original. t•r. i~;yers also stated he had hopes of ~z,ettTng a levy road with the same height as the new levy. Mr. T-iyers regorted on the sewer, stated that Javid Brenner was randy . to hook into the I'iain Kansas City Sewer and since I"r. riyers~ reauired that such connection be made by an eng?_neer, I•ir. Brenner wanted him to do it, ho~rever, I~ir. Flyers set forth in a letter that it was not required that he be hired to do the work, that it tras up to the property oirnor and if he did it, hew ould do it under the circumstances of the regular engineers performing such work and char"ing the same usual fee as he does for individuals. Also Mr. Myers worked out the sewer s~sstem so that the area from the agle :.nimal 'Iospial could enter it, a s that ~rould be the only bray, through David Fsrenners s property. As the fees is now, the Council members thought itwould not co~~er all costs -- ~~0.00 plus 10¢ each additional lineal foot over 1000, lip. f et. It was suggested that something be worked out which would covef' all the engineering expense incurred by the City, and also it was suggested that we have a certificate from the engineer who is empkged to do the work before any permit is given to hood into the main sewer. Swetnam moved that Bill No. 206-5 being bill providing that it is necessary and to the best interest of the City that a portion of High Drive as said street now exists be widened, and that a new street be opened joining into said high drive at the intersection of said High Drive with the Right of way for U. S. Highway 1-y35 and that said new street follow the course depicted in Exhibit A attached hereto; directing the acting city engineer to cause a survey to be made to de- termine the legal description of additional right of way needed, in- cluding right of way needed for said new street; further directing said engineer to prepare plans and speciflications for said street improvement and for said new street, and an estimate of the costs there- of; and authorizing and directing the city attorney to prepare right of way deeds and negotiate for the acquisition of any additional right of way shown to be needed by such survey, be placed on its first reading, seconded by Layton, the roll was called and votes were as follows: Clark-absent; Klemm-aye; Layton-aye; Shelton-aye; Swetnam-aye; Young-aye; Bill No. 206-5 was accordingly read. Shelton moved that rules be suspended and Bill No. 206-5 be placed on its second reading, seconded by Layton, the roll was called and votes were as follows: Clark-absent; Klemm-aye; Layton-aye; Shelton-aye Swetnam-aye; Idung-aye; and Bill No. 2e6-5 was accordingly read. Swetnam moved that rules beususpended and Bill No. 206-5 be placed on its third reading and upon passage of same become Ordinance No. 206-5, seconded by Klemm, the roll was called and votes were as follows: Clark- aye; Klemm-aye; Layton-aye; Shelton-aye; Swetnam aye; Young-aye; ill No. 206-5 was accordingly read, approved by Mayor Filger and became Ordinance No. 206-5. Meeting of Dec. 19, 1867 Page 2 - City of Riverside, Missouri Swetnam moved bhat Bill No. 206-6 being bill delcaring it necessary to reroute Norwood Road in the City of Riverside to widen the Right of Way of said Nrwood Road; directing the Acting City Engineer to cause a survey to be made and accurate legal description prepared in order to provide an eighty foot right-of-way for Norwood Road along the Route depicted in Exhibit A attached hereto; further directing said engineer to prepare plans and specifications for said street improvement and an estimate of the costs thereof; and authorizing and directing the Cry attorney to prepare right of w$y deeds and negotiate for the acquisition of any additional right of way shown to be needed by such survey, be placed on its first reading, seconded by Layton, the roll was called and votes were as follows: Clark-absent; Klamm-aye; Laytonpaye; Shelton-aye; Swetnam-aye; Young-age; Bill No. 206-6 was accordingly read. Swetnam moved that rules be suspended and Bill No. 206-6 be placed on its third reading and upon passage of same become Ordinance No. 206-6, seconded by Klamm, the roll was called and votes were as follows: Clark-absent; Klamm-aye; Layton-aye; Swetnam-aye; Shelton-aye; Young-aye; Bill No. 206-6 was accordingly read, approved by Mayor Filger and be- came Ordfance no. 206-6. Swetnam moved that Bill No. 2g6-7 be placed on its first reading said bill declaring it necessary that the right of way of Van De Populier Road, a publis street in the City of Riverside, be widened; directing the acting city engineer to cause a survey to be made to determine the legal description of additional right of way needed, plans and specifica- tions for the paving of said road and an estimate of the costs of such improvement and directing the city attorney to prepare right of way deeds for any additional right of way needed and to negotiate for the acquisi- tion thereof, seconded by Layton, the roll was called and votes were as follows: Clark-a~s~nt; Klamm-aye; Layton-aye; Shelton-aye; Swetnam-aye; Young-aye; Bill No. 206=~ was accordingly read. Swetnam moved that Bill No. 343-5 being bill auttmizing and directing E. I. Myers, Acting City Engineer, to prepare boundary descr~tions of sewer districts in that area to be drained into an interceptor sewer to be constructed along Highway 6g from its inter- section with High Drive to approximately Line Cree~cand thence southerly to the Kansas City main sewer manhole, be placed on its first reading, seconded by Layton, the roll was called and votes were as follows: Clark-absent; Klamm-aye; Layton-aye; Shelton-aye; Swetnam-aye; Young-ale; and Bill No. 343-5 was accordingly read. Shelton moved that rules be suspended and Bill No. 343-5 be placed on its second reading, seconded by Layton, the roll was called and votes were as follows: Clark-absent; Layton-aye; Klamm-aye; Shelton-aye; Swetnam-aye; YOung-a~e; Bill No. 343-5 was accordingly read. Meeting of Board of Aldermen City of Riverside, Missouri, Dec. 19, 1967 Page 3 Young moved that all occupation and business license with the exception of the auto and truck license be increased by 5~ and with the exception of the dog liceriae and the building permits; that the minimum license fee be $52.50• that the fireworks license be in three different groups-- $250.00, 500.00 and $750.00; that the Christmas Tree sales permit be increased to the $52.50; that all commercial and business building permits be increased to a minimum of $50.00 and $3.00 per thousand; that Bill No. 25384 being bill setting forth certain occupation license fees be placed on its first reading, seconded by Klamm, the roll was called and votes were as follows: Clark-absent; Klamm-aye; Layton-aye; Swetnam-aye; Shelton-aye; Young-aye; and Bill No. 25384 was accordingly read. Swetnam moved that rules be suspended at~d Bill No. 25384 be placed on its second reading, seconded by Layton, the roll was called and votes were as follows: Clark-absent; Klamm-aye; Layton-aye; Shelton-aye; Swetnam-aye; Young aye; Bill No. 25384 was accordingly read. Young moved that Bill No. 25384 be placed on its third reading and upon passage of same become Ord. No. 25384, seconded by Shelton, the roll was called and votes were as follows: Clark-absent; Klamm-aye; Shelton-aye; Swetnam-aye; Young-aye; Bill No.253$~ was accordingly read, approved by Mayor Filger and became Ordinance No. 25384. Shelton moved that the curbes on Cer~eto Lane in 7 Oaks addition be left in and the road completed with the said curbes; that Mr. Myers revamp the addendeum showing the change. in the specifications and to run the appropr~.te add in the paper for the bids, seconded by Swetnam, the roll was called a.nd votes were as follows: Clark-absent; Klamm-a~s~nt; Layton-aye; Sheltcn-aye; Swetnam-aye; Young-aye;- if someone would get a plan that it would be functionable with the curbs in tact. Swetnam moved that we have a compaction test and coar test made on Cerreto Lane, seconded by Young, the roll wQs called and votes were as follows: Clark-absent; Klamm-absent; Layton-aye; Shelton-aye; Swetnam-aye; Young-aye. Swetnam moved that Bill No. 199-'7 being bill increasing the Chief of Police salary to $600.00 per month; the second policeman's salary to $465.00 per month; the third policeman's salary to $435.00 per month and the secretary to the council's salary to $95.OG per month becoming effective as of December 16, 1967, seconded by Shelton, the roll was called and votes were as follows: Clark-absent; Klamm-a~e~nt; Layton-aye; Shelton--aye; Swetnam-aye; Young-aye; Bill No. 199-7 was accordingly read. rules be suspended and Laytcn moved that/bill No. 199-7 be placed on its second reading, seconded by Shelton, the roll was called and votes were as follows: Clark-absent; Klamm-absent; Layton-aye; Shelton-aye; Swetnam-aye; Young-aye; Bill No. 199-7 was accordingly read.
