The Meeting of the Board of Aldermen of October 17, 1967, was continued
until October 24, 1967, by Mayor F~ F~ Filger.
On October 2!}, 1967, the Regular meeting of the Board of Aldermen of
the Cityx3€s~x~8 Riverside, Missouri was continued and upon a roll call
at approximately 8:00 p.m. Aldermen Layton, Shelton, Swetnam and Young
ware present, Mayor Filger calling said meeting to order, Clark and
Eskridge were went.
Engineer Myers stated that the Highway Depa rtment was requestin
definite plans for the City of R~erside to have with regard to I-63~
whets it crosses over High Drive, if High Drives is to b e widened and
also our plans with regard to Norwood Hoad where I-635 crosses it.
Mr. Myers presented a plan which he proposed to widen High Drive and
e~so to relocate Norwood Road. He stated that it at all possible,
the o•erpass of High Drive should be at least 70 to 80 feet, span that is
the right of w ay for the road sh®uld b e that wide. Layton moved that
Mr. Do racy and Mr. Myers be given permission to prepare the necessary
papers (resolutions or ordinances) required by the Highway Department
with regard to the plans and specifications of the two roads, HighDrive
toe Merrimac and Norwoodroad or 52nd street, seconded by ~'wetnam, the
roll was called and votes we°e as follows: Clark-absent; Eskridge-a~ssnt
Layton-eye; Shelton-eye; Swetnam-aye; and Young-a;g'e.
Mr. Myers also reported on the situation regarding Country Charm
Dairy on the sewer connection, He presented the figures on the cost of
the whole area which would be able to hook into the sewer in that area
and thought about 135 to 7J.}0 acres would have access to this sewer and
this would cost approximately 80,00.00. It was also understood fhom
Country Charm that they would pay their own costs which w ould be
approximately X2500.00 plus giving the property owners the right of
way ore asement to hook into the sewer on the east side and also wot;ld
paq their cost for hooking into the sewer.
It was agreed that at the present it would be best for Country Charm
to proceed with their own hook-up into the sewer, paying all thefr coats,
Layton moved that Bill I~To. 343-2 being bill prescribing prerequisite
requirements for issuance of apermit for sanitarys ewer construction and
connects@n into public sewage system be placed on its first reading, seconded
by Shelton, the roll was called and votes were as follows: Clark-absent;
Eskridge-absent; Layton-aye; Shelton-eye; Swetnau,-aye; Young-aye; and
Bill No. 343-2 was accordingly read.
Swetnam moved that rules be suspended and Bill No. 343-2 be placed on
Sts second reading, seconded by Layton, the ro!1 was called and votes were
as follows: Clark-absent; Eskridge-absent; Layton-aye; Shelton-aye;
Swetnam-aye; and Young-aye; Bi11No. 343-~ ass accordingly regd.
Shelton moved that tz~~es be suspended and Bill No. 343-2 be placed
on its third reading and upon passage of same,b ecome Ordinance No. 343-2,
seconded by Layton, the roil was called and votes were as follows:
Clark-absent; Eskridge-absent; Layton-aye; Sheltoneay; Swetnar.,-eye;
Young-aye; Bill No. 343-2 wasa ccordingly read, approved by !•layor Filger
and became Ord. No. 343-2•
Shelton moved that Bill No. 343-3 bang bill prohibiting e~ny person
from b reeking into,connecting into or maintaining a connection into any
public sewer in the City unless such persons hall first have obtained a permit
for auchconnection and paid the required connection fee, providing require-
ments for such permit qnd providing penalties for violation ofth® terms
hereof, be placed on its ?irst roading, s econded by Layton, the roll was cal le

Swetnam moved that the City A torney secure theeasements and otherproper

proposed ramp of the Stat® Highway crossings seconded by Shelton, the roll

Layton-aye; Shelton-aye; Swetnam-aye; Young-eye.
Mr. Myers reported on the Jumping Branch sewer and stated that in order
to get 1~'ederal Funds on this sewer we would have to have the plann approved
by Kansas City, and the abate and, of course,Riverside and to fill out the
proper application for the funds. Nir. T~4ye rs taough we dould gat approximat sly
1/~ of the money from Federal Funds and from the I~ietropolitan planning

of this was about X130 to ~]1.~.0 dollaus per acre or 3.8 n;ills per square
foot; also it was advised by Kansas City that they would put their sewer
to connect with this one within one year after our sewer is in.
Shelton moved that the City Bui_d the Jumping Branch intercepter sewer
as soon as possible; that the proper procedure be prepareat by E. I. Myers
and that all necessary applications for the Federal Huada be completed;
the cost to b e approximately X52000.00, seconded by Swetnam, the roll was

Engineer Myers reported on the road situation in 7#Oaks Addition,
and stet ed that the curbing in at the present time is f let and that it would
have to have some backing onit or new curbing put in to carry the water
off the road and a catch basin at the end of the road. He stated that
parts of the road had only 4" of ggevel and some places 2"; that there is
needed 1646 feat of gar~t[ng curbing needed, including driveways. He stated
Mr. Booth looked the road over and gave a bid of approximately ~?7539.80
if the old curbs were left in and just add on to them or if entirely new
curbs were instaI7ed, the the cost would be X9760, plus 8~ eng".nearing
cost. Also the curing in at the p res:nt time is not according to specifica-
tions and that it not properly reinforced. It would run approxiamtely
X7.50 per foot if new curbs are put in, or X5.83 per foot if curbs are
backed up, according, to Mr. Booth.
Layton moved that Mr. Myers prepare necessSrys pecifications on the
road and get bids on fixing the road at the cost of the property owners;

Swetnam moved that Bill ho. 15-1 being bill prescribing the mar;ner in
which to fill vacancies occu rring in the Board of Aldermen within six months
prior to a general city election, seconded by Layton the roll was called and
votes were as follows: Clark-absent; Eskridge-a~a;h„~ayton-aye; Shelton-eyep
Swatnam-aye; Youngpaye; Bill No. 15-1 was aceordingly read.
