MINUTES OF REGULAR MEETING OF
BOARD OF ALDERMEN OF CITY OF RIVERSIDE. MISSOURI
NOVEMBER 3. 1998
A regular meeting of the Board of Aldermen of the City of Riverside.
Missouri was held in the City Hall in Riverside. Missouri on November 3. 1998. at
7:30 p.m.
Those in attendance were: Mayor Pro-tem Betty Burch. Aldermen Super.
Teters. Darata. Burch. Beard and Flaws. Mayor Ed Rule was absent.
Also in attendance were: Ann Daniels. City Administrator; Steve Crystal.
City Attorney; Bob Bayless. Chief of Public Safety; and Irene Paulhe. Secretary
to the Board.
Minutes 10-20-98 Alderman Flaws moved to approve the Minutes of October
20. 1998. seconded by Alderman Beard. the vote was:
Aye: Mayor Pro-tem Burch; Aldermen Super. Teters.
Darata. Beard and Flaws.
Motion carried.
Minutes 10-27-98 Alderman Beard moved to approve the minutes of October
27. 1998. seconded by Alderman Teters. the vote was:
Aye: Aldermen Super. Teters. Darata. Beard. Flaws and
Mayor Pro-tcm Burch.
Motion carried.
Public Works Ann Daniels. City Administrator. reported that twelve
dumpsters were used during the City's Fall Clean Up for
three week-ends.
Public Safety Chief Bob Bayless recommended that the City employ
Donalda (Donna) Rose as full time Communications
Dispatcher as of November 4. 1998.
Chief Bob Bayless reported that the Public Safety
Departments Halloween Party was a great success. He
said approximately 200 people attended.
City Administrator's Ann Daniels updated the Board on the contract with
Reports. Hoefer-Wysocki. With regard to the insurance. the name
of the Insurance Company for the Architects has been
given to David Kornelis. City Attorney so that he can
Contract w/I-loefer- deal directly with them. Ann Daniels received the
Wysocki contract Monday and said that the lump sum of seven
(7%) percent had been inserted. The one (1%) percent
contingency fund for errors. etc. was left in. This
contract was discussed.
Alderman Flaws moved there be no contingency

percentage and that a lump sum of $159,000 be inserted
for the Architect's fee, seconded by Alderman Super, the
vote was:
Aye: Aldermen Beard (with the records showing that this
is a final offer, if Hoefer-Wysocki do not accept,
we will get another Architect), Flaws. Mayor Pro-
tem Burch, Darata, Teters and Super.
Motion carried.
Recommend Employment Ann Daniels recommended the employment of
of Homer McKeehan Homer McKeehan as part time employee to supervise
for part time at activities at the Community Center.
Community Center.
E. H. Young Park. The Engineer has given the construction people a list of
items to be completed. However, since then, it has
rained almost everyday.
Municipal Court for The Municipal Court Report for the month of October,
Oct. 1998 received. 1998 has been received.
Public Hearing for The Public Hearing on Chapter IV, Land Use Codes,
Land Use Codes, etc. Planned District, and revised Maps wilt be held at 7:45
on Thursday, November 17, 1998.
Holiday Lighting, The Holiday Lighting Ceremonies at Community Center will
11-21-98. be at 7:00 P.M. on November 21, 1998.
City Christmas The City's Christmas Party will be on December 12, 1998.
Party.
Recycling, Nov. 7-8. The Recycling Center will be open this week end.
Bill No. 98-85 Alderman Beard moved that Bill No. 98-85 be placed on
Payment of BIlls. its first reading, said Bill provides for the payment of
certain indebtedness as listed therein, seconded by -
Alderman Flaws, the vote was:
Aye: Aldermen Teters, Beard, Flaws, Super, Burch
(Mayor Pro-tem) and Darata.

Ordinance 98-85 Alderman Flaws moved to place Bill No. 98-85 on its

Bill No. 98-86 Alderman Tcters moved to place Bill No. 98-86 on its first
Taking Bids on reading, said Bill authorizes the taking of bids on
$6,496,000. $6,496,000, seconded by Alderman Super, the vote was:
Aye: Aldermen Bcard, Darata, Supcr, Flaws, Teters and
Burch (Mayor Pro-tem).
Motion carricd.
Ordinance 98-86 Alderman Super moved to place Bill No. 98-86 on its
Approved. second reading and upon passage of same become
Ordinance No. 98-86, seconded by Alderman Bcard, the
vote was:
Ayc: Aldermen Beard, Darata, Supcr, Flaws, Tctcrs and
Burch (Mayor Pro-tem).
Motion carricd.
Bill No. 98-87 Alderman Beard moved to placc Bill No. 98-87 on its first
Accepting bids reading, said Bill ratifies the acceptance of bids on
on $1,030,000.00 $1,030,000.00, seconded by Alderman Flaws, the vote was:
Aye: Aldermen Darata, Teters, Super, Beard, Flaws and
Burch (Mayor Pro-tem).
Motion carried.
Ordinance 98-87 Alderman Darata moved to place Bill No. 98-87 on its
Approved second reading and upon passage of same, become
Ordinance No. 98-87, seconded by Alderman Tetcrs, the
vote was:
Aye: Aldermen Darata, Teters, Supcr, Bcard, Flaws and
Burch (Mayor Pro-tcm).

Bill No. 98-88 Alderman Beard moved to place Bill No. 98-88 on its first

Bill No. 98-89 Alderman Beard moved to place Bill No. 98-89 on its first

Motion carried.
Candy Smith. re Ann Daniels reported that a letter had been received
tree from Candy Smith concerned about the tree in her yard,
around which a rock wall was placed. Daniels stated the
letter had been referred to TranSystems for
recommendation.
Post Office Property. Steve Crystal, City Attorney reported he thought that
there would be a closing on the Post Office Property
very shortly. He said there was a question about a
2'x20' strip of land between Clarks and George and the
Clarks representatives were very cooperative in order
to move this to a conclusion.
Board of Aldermen Steve Crystal. City Attorney. said he would like to have

p.m. 11-10-98. Tuesday, November 10. 1998, at 7:00 p.m., bringing them

up to date on the TIF Commission's activities.
Alderman Beard Alderman Beard inquired of Chiet Bayless regarding
repairs to Car #93. Chief Bayless will report back
regarding this matter.
Recess -Meeting A recess was called and the meeting reconvened. Those
reconvened. present were Mayor Pro-tem Burch who presided over
the remainder of the mceting; Aldermen Super. Teters.
Darata. Beard and Flaws. Also present were Ann Daniels.
City Administrator. Steve Crystal. City Attorney and
Irene Paulhe, Secretary to the Board.
Into Closed Session Alderman Beard moved that the mceting go into closed
session pursuant to RSMO 610.021(1) for discussion of
legalissucs and 610.021(2) for discussion of real estate
issues. seconded by Alderman Super, the vote was:
Aye: Aldermen Super. Teters, Darata. Burch (Mayor Pro-
tem) Beard and Flaws.
Motion Carried.
Into Regular Session Alderman Super moved that the meeting go into regular
session, seconded by Alderman Darata. the vote was:
Aye: Aldermen Super. Teters. Darata. Burch (Mayor Pro-
tem), Beard and Flaws.
Motion carried.
Adjournment Alderman Super moved that the mceting adjourn.
seconded by Alderman Darata, the vote was:
Aye: Aldermen Supcr. Teters. Darata, Burch (Mayor Pro-
tem), Beard and Flaws.
Motion carried and the meeting adjourned at 9:00 p.m.
