A regulAr meeting of the Board or Aldermen oi' the City oi' hiverside,
N.issouri was held in tnc City hall in Riverside, Missouri on Narch 1,
lybb~ at t5:U0 p.rn. and upon a roll call, Aldermen Clam,rakrldge
riajors and Young were present, Brenner and Swetnam, absent and l~is~ror
filger calling said meeting to order.
A`inutes oi' rebruQry 1, and February 15, 1966 were read and accepted
as read.
Treasurer's report for month of January, 1966 was rasa and accepted.
Collector's report for Januaryand Febru^ry 1966, was read and Accepted
as read.
PIr. J. R. Mabry requested that his building permit be extended a s
he was unable to start building on account ox' the deed to the lots had
to be straightened out.
Young moved that N?r. i'~sbry's building permit be extetdvd and that
ib become ex~Yectf.ve as oz N'~arch.l, 1966, and having; the usual time to
proceed with the building, 81ark secadded the motion, the roll was called
and votes were as follows: C1Prk-Pye; Brunner-absent; Eskridge-aye;
Majors-€~ye; Swetnam-absent; and Yo _ing-s~;~e; .
T'Iajors moved that David Brenner's application for House be approved
seconded by Eskridge, the roll was called and votes w ore as follow s

ri'r. C1aletti inquired what could be done about the people dumping
things in the eree~ around by hishouse and up ~,~ust a little further,
as when it rains, it floods the creek and his property, he Had to
remove a.11 the de~;ri~. He would like to xnow what the City Could do
and he was advised the City had an ordinance agait~ dumpinFr, and that
the Felice Department sh ~^~ give a copy duo ea^h of the people who
had business on the uppc~~/of' the creak.
A'?r. Arcariny stated that there was ani ciaent which happened the
other ni¢;ht that he would like the Council to look into and would like
an answer as to the reason of this happening, that an 18 ye~~r old boy
was stopped by the police and follo~red to the Apartment where ho lived
in Graystone and that the police offider would not let the boy go in
and tell his mother thEt he strucx Him and wanted h:.m to be nancuifed
and put in the police earard brought to ine City :7x11, and said when
His mother was there, sheta.>ld tsaenax him to let them hand cuff' him and
take him over here to the City Hall, sail the policeman also bodily shoved
- the boys r,~other and could have hurt her, also stated they would not let
the rroi~her in to see Her boy, and the reason for the arrest was that
the mui'rler on his car was in need or r epairs, hoVreaer, I°I r.. Armsby stated
that he had the car back to the station :and that there was nothing else
they could do thethe mux'i'ler. The ~eyor advised that he w:,uld look into
the matter.
Mr. Hohimer advised that someone was going to put in a road in 7-Oaks
addition, howeveP, they were going to by-pass him with the curbing as well
as the paving. This was the first the City had heard about the matter
and said if a street were put in, it would have to be under the Engineer's
approval and that in all probability, his place would not be by-passed.
Mrs. Clark was to Call Mr. Myers and advise him of the situation and that
he should watch the installation of the road if and when it is to be
constructed, and Clark suggested that Mayor Filger contact Mr. Dorsey
with regard to the construction of the road and what is the up to date
data with regard to the City forwarding the money it has received from
the people who posted same for their road when they received their wilding
permits.
~~- Majors moved that the City accept Mr. McCallah's application for
Taxi License and also for the Tow-in Service, seconded by Eskridge, the
roll was called and votes were as follows: Brennep-absent; Clark-aye;
Eskridge-aye; Majors-aye; Swetnam-absent; and Young-aye;
Asst. Chief of Police reported that Al Englehardt resigned to ~o to
Minutes, March 1, 1966
Riverside, Mo.
Kansas City Police Department, and would like to have Joe Sardo to
replace him as a reserve officer; that Chief of Police Felts requested
that Riverside give Harold Possom (Parkville Policeman) a police commission
in Riverside as the other officers of Parkville have; that Ben Bigler has
resigned to go to the Platte CnuntyYS Sheriff's office and that he
would like to have Jeff Six to replace him.
Majors moved that we accept the two resignations; that Joe Sardo
be appointed xt~}xxs~gtr~x~m~~rx~a~mi~rsi~ax~~x~r~ as police officer;
that Harold POSSOtfi be given Riverside Police Cmmmissbn and that Jeff Six
be given the position as dispatcher, seconded by Clark, the roll was called
and the votes were as follows: Brenner-absent; Clark-aye; Exkridge-aye
Majors-aye; Swetnam-absent and Young-aye.
Clark moved that Police mart Judge's salary be increased from
the present $72.50 to $112.50 per month, effective April 1, 1966,
seconded by Young, the roll was called and votes were as follows:
Brenner-absent; Clark-aye; Eskridge-aye; Majors-aye; Swetnam-absent;
Young-aye.
Seneker also stated that Mr. Dorsey recommended changes in the
Police Department's Police Curt Forms, and Clark mold that he be
authorized to order new forms, seconded by Eskridge, the roll was
called and the votes were as follows: Brenner-absent; Clark-aye;
Eskridge aye; Majors-aye; Swetnam-absnet; Young-aye.
Clark moved that the applicatim of David Schriner for building
on Lot 14 in 7-Oaks addition and Mike Knippin's application for house
on Lot 9 in 7-Oaks addition, subject to letter from Dorsey that they
have put up the X550.00 per lot for the construction of the road and
that a letter frmm the Connty Health Officer be given to the City
authorizing their approval of the sewage system; both documebts to be
given to Seneker seconded by Eskrodge, the roll was called and votes
were as follows: BreDner-absent; Clark-aye' Eskridge-aye; Majors-aye;
Swetnam-absnet and Y ung-aye.
Young moved that the Collector's salary be increased to $50.00
per month from the present amohnt of $25.00 per month, effective
April 1, 1966, seconded by Clark, the roll was called and votes were
as follows: Brenner-absent; Clark-ale; Eskridge-aye; Majors-aye;
Swetnam-absent; and Young-aye/
Clark moved that the Sectetary to Council's salary be increased
to $80.00 per month from its present $65.00 per month, effective
April 1, 1966, seconded by Majors; the roll was called and votes were
as follows: Brenner-absent; Clark-aye; Eskridge-aye; Majors-aye;
Swetnam-absent and Young-aye.
Majors move meeting adjour, seconded by Eskridge, meeting adjourned.
