stated he did not know whether Mr. Charles had approved the sewage
treatment disposel system and was requesting Mr. Charles to write a
letter opinion setting forthg what had transpired in this regard and
read a letter from Mr. Charles, wherein Mr. Charles stated he had
approved the system of disposal as was presented to him by Mr. Wilson,
that the filter beds for the building at the top of the hill was
inspected but not approved because the under drains and
line for disposing of the treated sewwerage had not been installed
but there had not been any inspection for the second building.
In Mr. Dorsey's letter of December 15, 1964, he gave the City an
opintn as to the City's aut~ority on private streets. However, Mr.
Myers was advised this was not problem at large, as we had been
previously given this opinion on other private streets, and the
main issue was the City's concern of issuing building permits on
private streets. Mr. Myers stated he had a private meeting with
Mr. Dorsey, Mrs. Filger and himself regarding the roads being made
public and the paving and curbing of same. Mr. Wilson advised he
did not have the money to make the streets according to Gity
specifications.

Swetnam moved that the City accept the forms "A~plicatim for

Entrances within City Street right of way"and use them accordinglys,
seconded by Clark, the Roll was called and all voted in favor. `
Mr. Myers advised he would notify-the city when the roads were in
condition for the City to take them over.
Mr. Schiffner thanked the Council for sending him to the police
school training under the supervision of the State Patrol.
Princeton Turf Farm representative again inquired with regard
to the road to their farm in the bottom land and stated that he had
received authority from the home office that they could go 50-50
with the City on the construction of this road and on an amount up to

and he thought that Mr. Small would be willing to give the other
10 feet as the road was now 40 feet. Haever, the utilities (files)
would have to be moved.
-- The representatives from Missouri Cities Water Company advised
they were starting the construction of the water ones in Riverside
and the hydrants were alsoto be installed. That the Missouri Inspection
Bureau had advised that the installation of the hydrants as they
planned is the proper way to obtain the lowest fire insurance rates
available.
With. regard tb the two applications for houses in Seven Oaks
addition by Donaa Fries and Jerry Buckles, the applications seemed to
be in order according to Mr. Myers, however the problem of the
roads was brought up and as soon as Mr. Dorsey has worked out the
matter of the money being put in escrow for the road with the proper
concern and that the money will be available to the city 1f needed
to put the road in proper condition or if the road is installed by
other parties, the money will be released upon the completion of
inspection by Mr. Myers that the road has been installed properly
and •ould be accepteS~ by the City. The City was interested in
either receiving the money to construct the road properly, or that
the road be constructed properly by the people purchasing the
property, and this was to be supervised by Mr. Myers on the road
construction and Mr. Dorsey concerning the money being available
to the City for the cost of the construction of the road, and
Mr. Young moved that the two applications be accepted subject to
the above conditions, seconded by H. Brenner, the roll was called
and all voted in favor, Mayors stating yes, if the building application
and all the papers are correctly in order.
Clark moved that the city purchase a new police car according
to the bi.dc obtained from Jerry Green Chev. Co. for a cost of
$1061.97 and the present Police Automobile, seconded by Mayors,
the roll was called and all voted in favor.
Young moved that the roads should be rocked in accordance with
Mr. Booth recommendation, seconded by Mayors, the roll was called
and all voted in favor.
Swetnam moved that Bill No. D-64-24 being bill providing for
the ~propristion of money out of the general fund of the City for
the payment of certain indebtedness as listed therein be placed
on its first reading, seconded by Clark, the roll was called and
votes were as follows: H ~n -aye; W. Brenner-aye; Clark-aye;
Swetnam-aye; Mayors-aye;~i~~ $~~~ No. D-64-24 was accordingly read.
MaJors moved that rules be suspended and Bill No. D-64-24 bets
placed on its second reading, seconded by W. Brenner, the roll was
called and votes were as follows: H. Brenner-aye; Clark-aye;
W. Brenner-aye; MaJors-aye; Swetnam-aye; Young-aye; and Bill
No. D-64-24 was accordingly read.
H Brenner moved that rules be suspended and Bill No. D-6~-24
be placed on its third reading and upon passage of same become
Ord. No. D-64-24, seconded by Mayors, the roll was called and votes
were as follows: H. Brenner-aye; W. Brenner-aye; Clark,aye#
Mayors-aye; Swetnam aye; Young aye; Bill No. D-64-24 was accordingly
read, approved by Mayor Filger and became Ord. No. D-64-24.
Swetnam mood that meeting adJourn, seconded by H Brenner,
