A regular meeting of the Board oP Aldeagaen of City of

Clark, Majors, Swetnam and Young were present, Mayor Filger calling
said meeting to order.
Minutes of regular meeting of April 7,1964 were read and
accepted as read after making the Following correction: Clark moved
that the City Appoint Bill Wilson sa plumbing inspector for no
compensation or pay whatsoever, W. R. Brenner seconded the motion,
the roll wsa called and votes were as follows: H. Brenner-aye; W.
Brenner-sye; Clark-aye; Majors-nay; Swetnam-lTay and Young-eye, providing
and with the stipulation that everything the Plumbing Inspector have
permission to d o be inwriting e~ld be approved by the City Attorney
and el ao everything and all orders the plumbing inspector gives,
mubt be in wzl.bing and be approved by the City Attorney, afters aid
correction was made, the ~abdutea were read and a ceepted a s read.
W. Brenner moved that the City have Mr. Booth to
repair the roads ea set forth in his recommendations dated April 4,
196L}, January 7, 1964 And April 7, 1964 which would amount to
X1650, plus acarrifying Van De Populier and Maddox road, leas the
gravel, seconded by Swetnam, the roll rascal]e d and votes were a a
__, follows: H. Brenner-aye; W. Brenner-aye; Clark-fie; Majors-aye;
Swetnam-sye; and Young-aa~.
Swetnam moved that the Building application of Mr.
Searcy for new house and remodeling permit of Mr. Grogan be
approved, seconded by W. Brenner, the roll was called and votes
were as follows: H. Brenner-aye; W. Brenner-eye; Clark-aye;
Swetnam-aye; Majors-aye; and Young-aye. ~_.___.._.__.

new The police committee/that the following be recommended
for/police commissions as they have completed their schooling;
Richard L. Majors, David C. House, James E. Kelly, Charles E. West,
Joseph A. Kafka, Kenneth Ketcham and Larry D. Rice; that there
are the two following full time officers, Douglas Seneker and
Joseph Sharp; that the following part time officers already have
their comnassiona: Robert E. Schiffner; John P. Schaaf, Walter
C. Strain, Alvin J. Engelhardt, and Richard C. Lamaom; and that
(here are the following special officers, which are the policemen
in the surrounding cities who help when needed im Riversides
Edward E.Stephena, Marlin Smith, Earl Felts, Burt Harper, and Frank
Barnes -- These men do have commissions from the City of Riverside;
_. Further the Police Committee stated it was almost impossible to keep
tract of all the reserve officers and part time officers and that
the reserve officers and part time officers would has their commissions
only when on duty in the City of Riverside and when off duty, they would
be turned im; also the police Committee recomrr;ended that Mr. Sharp
be given an increase in salary of $25.00 retroactive April 15, 1964,
as he had no increase since being hired end upon motion by Clark that
the aforesaid recommendations be aco~ted, seconded by Swetnam, the
boll was called and all voted in favor.
A discussion was had with regard to paying Mrs. L. Davis
for the time she put in sellin City Auto license; Mrs. Davie presented
statement that she had worked ~8 hours and upon motion by W. Brenner
that she be paid X75.00 for said work, and seconded by Young, the roll
was called and all voted in favor.
Swetnam stated there were two houses in Riverside
which had burned and that nothing had been done to them, the remains
are still standing; that these are dangerous to people, especially
children and wondered if there could be an ordinance condemning the
places, or having the owners board up the openings; upota motion by
~.__ Swetnam that the City Attorney be requested to prepare an ordinance
with regard to condeming the place or houses or having them boarded
up, or whatever it took to have the property safe from any hazards,
seconded by Majors, the roll was called ad votes were all in favor.

3eIt was alsor ecommended that Messrs. Sharp and Shiffner be sent
to School which is by the State Patrol, the costa of the schooling
housing and other expense if provided by the state, and since Sharp
in on full time it was suggested that he be carried on the regular
payroll while he attends the school.
Swetnam moved that rules be s uspended and Bill No.
D-64-8 being bill prodiving for the appropriat ion of money out of
the Beneral Funds of the City of Riverside, Missouri for the
payment of c ertain indebtedness as listed therein be placed on
its ftirst reading, seconded by Clark, the roll was called and
votes were as follows: H. Brenner-aye; W. Brenner-aye; Clark-aye;
Swetnam-ave; Majors-eye; and Young-s ye; Bill No. D-64-8 was accordingly
read.
H.Brenner moved that rules be suspended and Bill No. D-6l}-8
be placed on its second reading, seconded by Clark, the roll was called
and votes were ea follows: H. Brenner-aye; W. Brenner-aye; Clar k-aye;
Majors-aye; Swetnam-aye; and Young-aye; Bill No. D-64-8 was accordingly
read;
H. Brenner Proved that rules be suspended and Bill No.
~~ D-6La.-8 be placed on its third reading and upon passage of same be-
come ordinance No. D-64-8, seconded by Swetnam, the roll was called
and votes were as follows: H. Brenner-eye; W. Brenner-aye; Cla rk-eye;
Majors-aye; Swetnam-aye; Young-aye; Bill no. D-6l.E$ was accordingly
read, approved by Mayor Filger end became Ordinance No. D-6L}-8.
H. Brerner moved adjourn, seconded by Majors, meeting adjourned.
