A reg~,lar meeting of the Boa~d of Aldermen of City of Rivegrside,
Missouri ct.as held in the City Hell in ivesside, Missouri on Nov. ly,
1963 at 8:00 p.m. .;:nd upon a roll call, aldermen H. Brenner, W. Brenner
C Lxk, Swetnam and Young were present, Owens .:absent and Mayor Filger
cralling said meeting to order.
Minutes of Regular meeting of October 15, 1963, and Special
meeting of November 1, 1963 and regular meeting of November 5, 1963.
were read and accepted as read.
H. Brenner moved that the Council accept Mr. Paul Owens'
resignation and requested that a letter be written to him, thanking
him for his work as councilman and regret his having to resign,
seconded by Clark, the roll was called and votes were as follows:
H. Brenner-aye; W. Brenner-aye; Clark-aye; Swetnam-aye; Owens-absent;
wnd Young-aye.
May}~r Filger stated it wais his pleasure to appoint another
Council member and he wished to appoint Richard Mayors of Northwood
Acres. Mr. Mayors was then sworn in.
Mr. E. W. Paris stated he was progressing nicely with his
plans for a nursing home and showed the plans he proposed to have
constructed. He stated this would employ Q'~2 professional nursdsag
person$el, would have everything in it as a hospital except an
oper~sting room and it would cost approximately 2 million dollars.
Young stated he ar:~s to be congratulated. There also ~.~ould be parking
space for 180 cars, 142 beds and there would be more parking space
available.
Mr. G. C. Dunfield in mired with regard to having a
fish hatchery and special tropical fish in the bottoms on Mattox
Road, stated the reason they like the location is on account of the
Fresh w~~:aer, st~.xted there would be no bad odors around, they .~:ould
however have to hive a small lake like pond for the water to drain
in. This pond would ~$uat be dirt scooped out and lined with
plastic lining, the deepest would be approximate 4 ft. and this
would vary from time to time, however never deepter than 4 ft. The
council thought the only obgection would be the pond, but Mr.
Dunfield :assured there would be no bad odor from it.
The matter of the three parties who requested the rezoin~ng
for apartment buildings discussed the matter of the road and it
was suggested after the three parties agreed on such 50 ft. right
of way, the council would them hear them.
H. Brenner suggested Mr.Dorsey advise the Water Company
(Mr. Brown) that the City of xiversidehhsv8n ordinance prohibiting
" the breaking the road surface for their water lines, without first
getting permission, or giving bond.
Mr. M. E. Anthony and Mr. Jackson of the Union at
intercontinental Engineering were advised the City did not have an
ordinance opposing their putting a bus on private property, so long
as it is not a nuisance, and there are no complaints.
H. Brenner moved that Margaret Davis' implication for Dog
Kennel be approved, seconded by Cl~:irk, the roll was called and all
voted in favor.
H. Brenner moved that Emery Branner's applic-~tion for
new residential building be approved, seconded by Clark, the roll
was called and all voted in favor.
Reports were made :zs to bids received on police car,
there wss a Chev. for X693.98 ::ind two Fords, one X595.00 c;;nd one
for X858.00 this was including the old car .s trr.de in.
Reynolds requested that Mr. Schiffner be promoted to Lieutenant
and the police committee had no ob~ectiot~s, and with motion b y ,
s~.~etna,m that the council approve the recommendation, and seconded
by Clark, the roll was c:gilled and all voted in favor.

be pl~.ced on order, seconded by H. Brenner, the roll was called and

Swetn+:m moved that Norwood Hord, High Drive and South
road be patched with oil seal ::nd chips, s~:-~conded by C !_.~,.rk, the
roll w:~s called ~.nd ,:~11 voted in favor.
H. Brenner moved that Bill No. D-63020bbeing bill providing
for the ekppropriation of money out of the genersl fund of the City
of Riverside, Missouri for the payment of cert:~in indebtedness as
listed therein be placed on its first reading, seconded by Swetnam,
the ro:l was called and votes were as follows: H.Branner-aye;
W.Branner-aye; Clark-aye; Majors-aye; Swetnam-aye; Young-aye; and
Bill No. D-63-20 was ,3ecordingly read.
Swetnam moved that rules be suspended and Bill No. D-63820
be placed on its second reading, seconded by Clark, the roll was called
and votes were as follows: H. Brenner-aye; W. Brenner-aye• Clark-
aye; Majors-aye• Swetnam-aye; and Young-aye; Bill No. D-6~A20 was
accordingly read.
Swetnam moved that rules be suspended and Bill No. D-63-20
be placed on its third reading and upon pass~xge of same become
Ordinance No. D-63-20, seconded by Clark, the roll was called and
votes were as follows: H.Brenne~-aye; W.Brenner-aye; Clark-aye;
Swetnam-aye; Majors-aye; and Young-aye; Bill No.D-63~2m was
accordingly read, approved by Mayor ilger :and became Ord. No.
D-63-20.
H. Brenner moved meeting adjo6rn, seconded by Clark,
meeting adjourned.
