A regular meeting of the Board of Aldermen of City of Riverside,
Missouri was held in the City Hall at 8:00 p.m. on September 17,
1963, and upon a roll call, aldermen H. Brenner, '~1. Brenner, C lark-
Swetoam and Young present, Owens, abbsent and Mayor Filger call ling

Mr. Grove requested permission. to construct apartment pro~ec~ on
Lena Renner~s property and pres~^nted his plans and application
for 12 2-bedroom units, 12- 1 bedroom units and 6 2-bedroom units
making a total of 30 units in the first project, with parking space
for approximately 90 cars. These would be 2a stories, or three
levels of living units and anticipatin the project to have 96 units
and the cost would be approximately l~~j of a million, including the
cost of the reale state. After discussing the matter, it was suggested
since the property w a; not zoned for multiple dwellings, that permission
of a.~plication be made with the Zoning Board and for the necessary
hearings be held to r ea~ne the property. H~ stated the sanitation
would be taken care of similar to the one at Park Plaza on Interstate
29 before entering Platte ~+oods, it is called a Smith and Loveless
0 idi in Plant.

H. Brenner moved that the application of the Community AmUi.ance
service and the business application for the service station in
connection therewith be accepted, provicbd all ordinance requirements
are met, seconded by W. Brenner, the roll was called and votes were
as follows: H. Brenne r-aye; W. Brenner-aye; Clark-aye; Swetnam-aye;
Owens-absent, Young-aye.
Clark moved that the equipment and me rchandise as gequested by
the police department in letter of NTr. Reynolds dated S~rtember 16,
163, be ordered and purchased, seconded by W, Brenner, the roll
was called and votes were as follows: H. Brenner-aye; W. Brenner-aye;
Clark-aye; Owens-absent; Swetnam-aye; Young-aye.
H. Brenner moved that Bill IvTo. l.E6A3 being bill amending Ordinate No. 46
of the City of Riverside, Missouri by enacting andadding thereto
subs~etion A-ly to Section 22 prohibiting parking within ten feet of
a driveway in business areas; enacting and adding thereto a new sub-
... section C to Section 22 prohibiting continuous parking of motor vehicles
for more than twenty-four ho rs; enacting and adding thereto a new
Section C to Section 23 prohibiting the placing of signs or other structur
on any public street; enacting and adding thereto a new Section 37,
regulating the stopping of motor vehicles on public streetx and by
amending section 30 by enacting a new section in lieu thereof, b e

Owens-absent, Swetnam-aye; Young-aye; and Bill No. !}.6A3 was accordingly
read.
W. Brer_ner moved that rules be suspended and Bill No. 1~6A3 be placed
on its second reading,:seconded by Swetnam, the roll was called and votes
were as follows: H. Brenner-aye; W. Brener-aye; Clark-aye; Owens-absent;
Swetnam-aye; Young-aye; and B 11 No. 1}6~~ was accordingly read.
H. Brenner moved that Y+zles be suspended and B',_11 No. 4.6A3 be placed

seconded by Swetnam, the roll was cal led and votes were as follows:

Young-aye; Bill No. 46A3 was accordingly read, approved by Mayor Filger
and became Ord. No. I{.6A3.
Young moved that the insurance requinrments in the ambulance ordinance
be 100, 000 and ~3 :0, 000, seconded by Cla rl~, the roll w as called and
votes were as follows: ~I. Brenner-ays; W. Brenner-aye; Clark-aye;
Swetnam:-aye; Owens-absent; Young-ay e.
Young moved that the permits required the the ambulance drivers and
attendants be ~p2.50 every six mont~CS, seconded by H. Brennerf the roll

was called and the votes were as follows: H. Brenner-aye; W. Bremer-aye;
Swetnam-a~je; Clark-aye; Owens-absent; Young-aye.
H. Brenner moved that Bill No. D-63-17 being bill providing for the
appropriation of money out of the general $und of the City of Riverside,
Missouri for the payment of indebtedness as listed therein be placed
on its first reading, seconded by W. Brenner, the roll w as called and
votes were as foll®ws; H. Brenner-aye; W. Brenner-aye; Clark-aye;
Owens-absent; Swetnam-eye; and Young-ayes and Bill No. D-63 -17 was
accordingly read.
Swetnam moved that rules be suspended and B9.11 No. D-63-17 b e placed
on it s second reading, seconded by W. :~'srenner, the roll was called and
votes were as follows: ~~. Brenner-aye; W.Brenn®r-aye; Clark-aye;
Owens-absent; Swetnam-aye; Young-aye; and Bill No. D-63-17 w as accordingly
read .
H. B rennet- moved that rules be s uspended and Bill No. D~63#17 be placed
on its third reading and upon passage of same become Ord. No. D-63-17,
seconded by Swetnam, the rollrwas cal led and votes were as follows:
