Mayor Filger stst~ffig the pur;~ose of the meeting va:rs to fill the v c :ency in the Police Departr.~ent <:nd that theymirht be able to settle on the one person. Young spoke with reg.:rd to the Police Committee d~~ting they h=ve been critized for many t:~ings, he expl:.ined that they h.d knonn the situ:~tion the Police Department ha.d been in for a long time, th:~t there is lots of things in the dep:mtrnent which should not be ?cnoran to the public, lots of the work hs to be done in secret;y. He re d letters th a.t hrd been -.mitten to the :,sst. Chief' of Police :nd the Polic-~ De.p.~rtment. He stated the police department is in bad shape now znd they need someone to bang it out of this condition nd build it up, th:pit NKD has cut Riverside off the _~.ir :rnd the Mo. High::::y Department w-.s not too friendly, the parson who lv;s hired should be c:p,ble of bringing Riverside b-Lek on the friendly side ~,.ith NKC and the Highway Department, etc. He stated that he ;!nd the M yor went to t.lk to Pair. LivinVzston in N. K. C. and tried to get them to let us on the sir :.~a before, but they s_~.id Riverside wtis just a nuisance and they would not even take money to get Riverside back. Young st_;ted thAt they h.;.d gotten numer:pus complaints of ::zll kinds ith reg.:.rd to Riverside's policemen. Young st ted in screenin; the ".pplicants they were lookin~~ for a man wlro iv :s strong enough to direct the police department and one ;rho has a reputation of his own. ;3t ted many of the _;pplic_rnts Jere not ut all qu lified nd the persona they hid in mind cv_;s one with 12 ye-,,ars of police work vaith K. He w~.s receiving ~ moximately :,y505.GO from KC. with or including :all of his benefits. O :ens inquired <:~s to rr~hether or not it would h~~ve rm de any difference if the rmount paid the policeman should not h ve been increased before started taking applio.rnts. I,r. Reynolds sv is born 10th of M y, 191,5 in K. C. , received honor..ble disc}~ rge from the U. S. r;avy, sc-ven years as policeman in K. C. -~.nd 42 ye rs :d plain-clothes detective on the n:~rth side of the river. He is not related to ~_nyone connected with the City. He has hid several courses in l ~w enforcement .,nd in handling mobs. i~9r. Reynolds ~•~ ~s called in nd he ;~t ted he ws giving up 12 yeirs of pension to c Mme here and he i~a;s ._ure he could h ndle the police department nd that if he trusted the ~olicemen~ they rvould respect nd trust him. He stated he loved to work nd th<t he put in more time on his own than his regular <ro rking hours. H~e stated th:t he would h:eve to give two weeks notice of .l-:aving K. C., but t' ~t he had 30 d ys vacation nd th~.t he would come down to the Police Department a -tittle e ch day to f:rmilirrize hi~self with the pL:ce. Swetn:gym .:a ked if he lived or would live in Riverside, and he st ted his house w.:as for s.le and he would move' to Riverside. Judge Swetn:.m stated th.;t h<ad been having trouble with the Asst. Chief of police attending court, and asked if he intended to be present and h~~.ve the officers present -end Ntr, reynolds stated he wo.ald do this and would show the officers how to dress and present themselves, however ~.f the reserve policemen had to work, they t};ought it would be alright nor him to be excrased. I~ir. Reynolds advised the reserve policemen` in K. C. were mostly businessmen and numlr~-red ...bout 20G, they received no pay :end a I •;aere very much inter,=sted in this work and took it very seriously. Clark moved that Bill No.~r/~-7 being bill providing for the hiring of Mr. Orlo Reynolds as Director of the Police Department for a salary of $47'x:."~ per month to start and if he works out satisfactory and his work is satisfactory, than the salary be increased by $25.00 per month after sixty days of employment, and that he be hired on or before September 23, 1963, or two weeks from the following Monday, (Sept. 9, 1963), seconded by W. Brenner, the roll was called and votes were as follows: H Brenner-aye; W.Brenner-aye; Swetnam-aye; Clark-aye; Ownes-aye; Yung-aye; and Bill No./1~y~7 was accordingly read. rules be suspended ~nd H. Brenner moved that/Bill Noly%be placed on its second reading, seconded by Owens, the roll was called and votes were as follows: H. Brennerpaye; W.Brenner-aye; Clark-aye; Owans- aye; Swetnampaye and Young-aye;, Bill No. was accordingly read . Clark maed that rules be suspended and Bill No. be placed on its third reading, and if samdne be passed that it become Ord. No!~y'~econded by W. Brenner, the roll was called a.nd votes were as follows: H. Brenner-aye; W. Brenner-aye; Clark-aye; Swetnam-aye; Owens-aye; and Young-aye; Bill No /~f ~wa.s accordingly read, approved by Mayor Filger and became Ord. No.~ yf-7 H. Brenner moed meeting adjourn, seconded by Clark, meeting adjourned. Minutes read and approved as read this day of Septembe , 1963.
