May 21, 1963 - A regular meeting of the Board of Aldermen of City of Riverside, Missouri was held in the City Ha11 in Riverside on May 21, 1963, at 8s00 p.m. and upon a roll call, aldermen H. Brenner, W. Brenner, Clark, Owens, Swetnam and Young were present, Mayor Filger calling said meeting to order. Minutes of May 7 were read and accepted as read. Treasurers report for Month of April, 19~, was read and accepted. Mr. Harold Carpenter of Northwood acres was spokesman for a group of people appearing in behalf of restricting so many people speeding sin Northwood Acres as it was dangerous to the children and people and ~- the lay of the road would not permit such drag racing. Many of the people were exceeding the speed limit a good many miles. This matter would be studied and an answer given to try to work out the proplem. Mr. Brown inquired if Riverside would allow the carnival to operate -a~ previously requested. Young reported on his findings at the carnival at Liberty, Missouri, and stated the condition of the rides and the over all looks of the --carnival was good, but his only objection was the gambling games where the people had no chance to win and the charge for the games was too high. Mr. Williams stated that if the members of the council or mayor did not like any of the booths, all they had to do was report it to him and they would be discontinued. They were advised the council would study this and give them an answer in the morning. ~,~~ Oscar Annie reported that he was unable to make the d as to his business in n is a the location he applied fo license and he has now a different location. Brenner moved that Mr. Annie be refunded the $75.00 previously paid, seconded by Clark, the roll was called and votes were as follows: H.Brenner-aye; W.Brenner-aye; Clark-aye; Owens-aye; and Swetnam-aye; Young-aye; Clark moved that the business application of John Blogin be accepted, seconded by W. Brenner, the roll was called and all voted in Vfavor. Young read proposed letter to send all citizens in Northwood 'acres with regard to speeders and people driving in a reckless manner. Clark moved that the business application of Oscar Annie for business as used building material sales be approved on temporary basis, H. Brenner seconded the motion, the roll was called and all voted in favor. H. Brenner moved that the City allow the Shriners to operate the carnival in Riverside for 10 days on a special temporary permit, the location being Ernest Renner's property and the license Pee be $375.00 for 30 concessions, seconded by Owens, the roll was called and all voted in favor. H. Brenner moved that permission be given to repair Valley Lane 1 and 2, Pawnee Drive and Woodland Drive, bhb cost being $1556 a0, seconded by W. Brenner, the roll was called and all voted in favor. Owens moved that we patch only High Drive and Norwood Roed, seconded by Swetnam, the roll was called a2id X11 voted in favor. W. Brenner moved that the City prepare and send the proposed letter concerning wreckless drivers in Northwood Acres, seconded by Clark, the roll was called and all voted in Hsror. Brenner moved that Bill No. D-63-10 being bill providing for the appropriation of money out of the Qeneral Fund of the City of Riverside for the payment of certain indebtedness as listed therein be placed on its first reading, seconded by Owens, the roll was called and votes were as follows H.Brenner-aye; W.Brenner-aye; Clark-aye; Owens-aye; Swetnam-aye; Young-aye; and Bill No. D-63-10 was accordingly read. Clark moved that rules be suspended and Bill No. D-63-10 be placed on its second reading, seconded by H.Brenner, the roll was called and notes were as follows: H.Brenner-aye; W.Brenner-aye; Clark-aye; Owens-aye; Swetnam-aye; Young-aye; and Bill No. D-63-10 was accordingly read. rules be suspended and W.
