Board of Aldermen of
City of Riverside, Mo.
Sept. 18, 1962
A regular meeting of the board of aldermen of City of Riverside,
Missouri, was held on September 18, 1962 at 8:00 p.m. in the City
Hall in Riverside, Missouri. Upon a roll call, aldermen H. Brenner,
W.Brenner, Clark, Owens, Swetnam and Young were present, Mayor Filger
calling said meeting to order.
Minutes of regular meeting of September 4, 1962 were read ad
accepted as read.
Collector's report for month of August 1962 was read and accepted.
Treasurer's report for month of August, 1962 was read and accepted.
Harold Carpenter resident in Northwood Acres inquired if the
City could not number all the houses in Riverside, as the Mailman
was requesting same. Mayor Filger appointed Cud~.ng, Swetnam,
Owens and Mrs. L. Davis as a committee to work on this project.
Mr. Webber representing Skyline Inn inquired with regard to
their request for license to sell liquor by the drink. He was
advised the liquor control ordinance holds that if a place is
300 feet or nearer to a church or school than the directors of the
school or the church Board must present their consent in writing.
Mr. McGuire complained of the water coming down the hill and
across his property doing damage, and after talking the situatim
over it was decided this was a personal problem unless the
right of way was of sufficient width to carry the water down and
this matter would be looked into.
A group of people presented plans for a Clinic Building
dust north and west of ~unc~tion of 69 Highway and High Drive.
These were dust plans in the first stage and were inquiring what
would be required to complete the plans and get a permit. They
were planning on one building and possibly two. The one building
would be 70'x50' and planned for space to park 29 cars, planning
on possibly making more on another lot which they have option to
purchase. They also stated they planned to build so as the
basement at a later date may be finished. Thia is to have ample
space for 4 doctors and 2 dentists and approximately 7 employees.
The council advised this possibly would not be enough parking space
and the county health man had to approve the sanAtion problems.
Mr. Moore, attorney for Missouri Cities Water Eompany inquired
if the matter of rezoning the property in question for water tower
was decided on. The matter was discussed further and young stated
he did not take the information the Water Company gave him at the
last meeting to the City Engineer, but to Kanas City Water Company
and stated the reason for this is the City might want to go in
the water business and wanted to find out if this was the proper
size of tower, whether the lines ward be sufficient, ample for
fire protection and if the city decided to buy water from Kansas
City if the tower would fit in their service. The K. C. Water Co.
stated the tower would fit in their system and the stand pipe tower
would be the beat type, and said this size would be adequate for
the next few years. When he asked abnt the location, he said
there were two places in the City of Riverside the tower could be
put, one where the Missouri Cities Water Company requested the rezoning
and the other one close to the County Line. However there was not
a map present and the location close th the county line was rather
vague.

Although the Kansas City Water Department felt it was an asset
to the city. It was suggested Water company furnish complete plans
and they would ba presented to the City Engineer for his studying
as to the size, etc. of tower and lines.
Mayor Filger called a recess and meeting reconveniened, the
roll was called and H. Brenner; W. Brenner; Clark, Owens; Swatnam
and Young were present and Mayor Filger presiding over remaintsg der
of meeting.
H. Brenner moved that the City rezone the property in question

approved by the City Engineer and ^it~ °ouncil, seconded by
W. Brenner, the roll was called and votes were as follows:

A. Brenner moved that anything between 1 year and six
months on the liquor license be prorated and anything under one half
year or six months pay for half year, seconded by W. Brenner,
the roll was called and votes were as follow a: H.Brenner-aye;
W.Brenner-eye; Clark-aye; Owens-sye; Swatnam-sye; and Young-aye.
W. Brenner moved that Wayne Buahes~application for liquor
license be approved subject to removal of signs and approval by
the State and County Liquor Board, seconded by H. Brenner, the
roll was called and votes were as follows: H.Brenner-aye; ~-.Brenner-aye;
Clark-aye; Owens-aye; Swatnam-aye; and Young-eye.
H. Brenner moved than Bill No. D-62-18 be placed on its first
reading, same being bill providing for the appropriation of money
out of the geneaal fund of the City of Riverside, Missouri for the
paymont of certain indebtedness as listed therein,'asec~nded by '`;.,
Swatnam, the roll was called and votes were sa f ollows:
H.Brenner-sye; W.Brenner-eye; Clark-aye; Siaetnam-aye; Owens-aye;
Young-aye; and Bill No. D-62-~.8 wee accordingly read.

Swatnam moved that/bihl No. D-62-18 be placed on its second
reading and ease wns seconded by Clark, roll was called and votes
were as follows: H.Brenner-aye; W-Brenner-aye; Clark-aye; Swatnam-ays;
Owens-aye; Young-eye; and Bill No. D-62-18 was accordingly read.
Clark moved that rules bas uspended and bill No. D-62-18 be
placed on its third reading and upon psasage of s ame b ecome Ordinance
No. D-62-18, seconded by Swatnam, the -roll was called and votes were
as follows: Clark-ai~e; H.Brenner-aye; W.Brenner-aye; Owens-aye;
Swatnam-aye; Young-aye; Bill No. D-62-18 was accordingly read,
approved by Mayor Filger and became Ordinance No. D-82-18, s
H. Brenner moved meeting adjourned, seconded by Clark,
meeting adjourned.
