August 21, 1962 A vegular meeting of the Board of ALlerauen of City of Riverside, Missouri was held in the City Ha11 in Riverside, Missouri on August 21, 1962, at 8:00 P.M. and upon a Roll call, aldermen H. Brenner, W. B renner, Clark, Owens, Swetnam and Young were present, Mayor Filger calling said meeting to order. Prior to meeting Mas. Nadine Sawyer expressed her opinion regarding what had transpired at the zoning meeting-with regarding to r ezoning the property in Seven Oaks Addition for water. She said that there were only two people present who were opposed to the rezoning of the property for heavy industry but seemed not to be opposed to a water tower only, and after the zoning hearing, she was of the opinion the zoning board had recommended to the council that the property be rezonlA for water t ower only and it be a tower tank type and if the water tower was disbanded, the property revert back to its prior zoning. Mra. 4iusewell who was also onthe zonfig board stated this was what took place at the zoning heaving; that the two men seemed to object to the fact that it was to be rezoned for heavy industry. Mr. Bichaelmeier also on the Zoning Board stated what the two menus main objection was that it be zoned for heavy industry and they were not opposed if the property was zoned for water tower or7,p and if the water tower were ever no]onger Headed the property revert back to it present zoning. Mr. Ma~etta stated age.in as at the last meeting that regardless of what type of water tower he thought it could be built elsewhere and not in the middle of a residential area and that the people in the vicinity ware still opposed to the building of the tower at that location and the rezoning of the property for such water tower, He thought it could be built elsewhere and still benefit the people as much. Mayor Filger stated the watercompary said they looked around and found.-two lodations the one in Seven Osksaddition and the One in Indiat Hills. Mr. Fanua meted he represented himself and the Indian Hills Land Company, possibly a few opther people in Indian Hills and are definitely interested in the water situation and s tated they had b een on numerous oceastions without water and the situation is a bad one and should be corredted as he has several thousand dollars in water lines in IndiaA Hills. He stated he had no objection to placint the ttnler in Indian Hills iP it would adequately supply water to the people in riverside, and that the City of Riverside should give the water company the opportunity t o put a tower in the City and should be done as quickly a a gossible, as the slain part is to get water tower. He stated he would not like to have s house directly under the tower and if this situation continued to exist, if a~Pire would exist, there would not be enough water to put out anq fire. Have fire hydrants, but no water and something has t obe done and should be done with dispatch. Mr. Cushing stated a water tank of necessity hasty be a t a.high point to give pressure ~ d the engineers Black and vetch made survey of the area and the only good place for water tank is this place in sSeven Oaka addition. Mr. Cushing stated the water company did not anticipate Riverside to build up as quickly as it-did and did not put in large enough line which is reason for shortage of pressure and water. He stated he is not with the water company any more but understood the water company was anticipating line down 45 highway to the tower eventually. Mr. Darrotta stated he agreed with the people of Indian H111a and the people of Riverside that it w as necessary to have sufficient w ater supply but does not know if the water c ompany investigated hha~~ny further sights for such tower but feels there are ofher loc~tio~~dittionwould be more b eneficisl to t he City than the one at Seven Oa s Minutes of Regular Meeting August 21, 1962 Page 2 Mrs. Davis stated there was a place near her where the hill was more high and it would benefit many more people who do not iaave water, but iinderatood Mr. Brown exp teased the opinion the cost of placing a tank Hlaewhere was too high. The roll call for the re~,tlar meeting sas called and H. Brenner and Owens were absent. Minutes of Agust 7, 1962 were read andaESCapted as read. Clark brought to the attention of the Council that people think they are paying City Taxes in Riverside, as the Tax Statements show Riverside on'them, however this is quite misleading and it was decided that Mrs. Clark would co~itact Mr. Engleman to see i8fthis could be ohanged. Mr. Moore, attorney for water company said according to the Highway plat, the east side of the tract to be rezoned for w star tower was the west side of the highway or adjacent thereto. There were fifteen people representing Indian H111a and ten people from Northwood acres and vicinity. Mr. Papua stated since it was the couneil~s desire to discuss the matter when all members were present, he would like get an answer as quickly as possible. Young moved that the City place a culvert running north and south at South Road where it connects to High Drive as to the size, this is to be recommended by the City Engineer, Clark seconded said motion, the roll was called and votes were ss follows: H.Brenner-absent; W. Brenner-eye; Swetnam-eye; Owena-absent; Clark-aye; and Young-age. H. Brenner and Bwl~as present this portion of meeting. Young moved that we have more plans from the water company and that a further study be made, H. Brenner seconded the motion the roll was oalled and all voted in favor. Young moved that Bill No. 87-3 being bill providing for the certain businesses in 8iverside who qualify under said bill to obtain license to sell liquor by the drink, be placed offi its fdrst reading, aec~~nded by W. Brenner, the roll was called and votes were as follows: H.Brenner- aye; W-Brenner-aye; Clark-aye; Owens-aye; Swetnam-ay®; and Young-eye. Bill No. 8~-3 was accordingly read. W. Brenner moved that rules besusp~sded and Bill No. 87-3 be placed on its second reading, seconded by Swetnam the roll was c alled and votes were as follows: H.Brenner-aye; W.TBrenner-aye; Clark-aye; Owens-aye; Swetnam-aye; ~1nd Young-aye; Bill No. 8~-3 was accordingly read. Clark moved that-rules b e s uspended and Bill No. 87-3 be placed oa its third reading and if same b e passed it become Ordinance No. 87-3, seconded b y Swetnam, the roll was called and votes-ware as follows: H-Brenner-eye; W.Brerner-aye; Clark ayye; Owens-aye; Swetnam-aye; and Young-aye, ~sxiC't~tgar Bill No. 87-3 was accordingly, ~peoved by MayoP Fiiger and became ordinance No. 87-3. It was suggested an ordinance be drawn up to allow the places selling Liquc beverages to have only one commercial sign. Sweitnam moved that whenever Ordinance 8763 is compl_t a and in effect and the people are able to obtain license to operate a place of business under s aid ordinance-than ordinance No. 231 be `amexled to close-all places of businesses selling 3.2~ beer on Sundays seconded by Owens, the roll was called and votes wens s s follows: H.Brenner=nay; W.
