April 17, 1862
A regular meeting of the Board of Aldermen of City of
Riverside, Missouri was held in the City Hall in Riverside, Missouri
on Aprill7, 1962, at 8:00 p.m. and upon a roll call, Aldermen H. Brenner,
W. Brenner, Clark, Owens, Swetnam and Young were present, Mayor Filger
calling said meeting to order.
Minutes of regular meeting of April 3, 1962 and special meeting
of April 7, were read and accepted as read.
W. Brenner and Swetnam reported on the matter of Mr. Bannon
surveying the property in Northwood Acres to see if the well in question
was on the City's property or Mr. Moores. It was looked over and
the cost of the survey would be gotten from Mr. Bannon and then
reported to the council.
Mr. Charles, County Sanitarian reported as follows with
regard to Mr. Wilson's swimming pool in the Greystone project:
Mr. Charles stated h.e didn't know what the City and Mr. Wilson wanted
to go into with regard to th.e swimming pool, but summarizing up th.e
talks during the past week, it is assumed everyone wants to know what
is required of Mr. Wilson in constructing his swimming pool. They,
the State Health. Department, has minimum standards on constructing
swimming pools which are put out in p~mp~let form. It is required
that there be two prints be drawn up by the engineer one print sent
to th:e Health, Department and the other to the Water Pollution Board.
These prints are approved and if there are any changes to be made, the
Helath Departments makes same and the print is returned to the engineer
with the requested changes. The Health Departments require that
there be an engineer to draw the plans and supervise the work of
the construction of the pool and the H~lth Dept. makes inspections
at the request of the engineer. In Mr. Charles opinion he stepped
off ~ pool which h.as already been started and would say it was 24'x75'
and would not take care of all the people in the housing project.
He h.as requested Mr. Wilton and Mr. Wilson has agreed there would be
supervision, allowing snly certain amount of people in the pool. Th.er e
are three types of pools, - private, only family and a few visitors;
semi-private, such as this where only the housing project c an use
th.e pool and the public pool, which of course anyone can use it.
If this particular pool is to be used by th.e tenants it will be
classified assemi-private, but if outsiders are able to use the pool,
it will have to be classified as public. If it is a semi-private,
Mr. Wilson will not have to build other facilities by the pool, such
as restrooms, dressings rooms, etc.; however if it were public he would
have to construct other facilities. In any event, whether it be semi-
private or public, there are certain specifications the water has
to be brought to, and this has to be tested ever so often, also there
are other different equipment to be installed, such as filters, etc.
and the pool according to the gallonage will designate this. It is
up to th.e Health Dept. to see that the pool is built not below the
minimum specifications, will see that an egineer is there if the
builder does not, will make inspections at the request of th.e engineer.
The engineer of course would have the construction made to specifications
as he would not want to jeopardize his certificate. The person who
supervises th.e pool will have to take samples of water and send it to
Health Dept, the person testing the water should be able to test it
himself and should be able to keep the water according to th.e proper
testing. Swetnam inquired whether this pool had been started and
it had just been started. Mr. Charles said he came down as soon as
he heard a swimming pool was being started and he contacted the Mayor
and had the Marshall serve papers on Mr. Wilson to stop construction
until he got an engineer and the engineer filed the plat or prints
of the pool and the Hed.th department will then rule on the plans.

Young inquired for the information of everyone present and concerned
if it were not the laws of the Health Department of Missouri and
the Branch Office in the County which. rules on the way this is
constructed and run and Charles stated it was up to the County which
is a subdivision of the site to see that the pool is run according
to the Health Dept.'s rules. Young also stated h.e h.eard it was
up to ~ city to designate whether it was a private, semi-private
or public pool. Mr. Charles again explained the difference of
the pools and that this particular shimming pool could only be
either semi-private or public and understood that Mr. Wilson
was dust going to let th.e tenants of the Greystone apartments
swim in it then it would be a semi-private.
Mr. Wilson stated how it came about the construction
was stopped as h.e inquired of Charles to advise on the filtering
construction and then is when Charles had the construction stopped.
Mr. Wilson however stated he would like it to be semi-private.
Mr. Wilson stated Mr. Charles explained to him how the pool would
have to be constructed and under the supervision of th.e engineer
and plans presented to the Health Dept, and h.e was willing to
comply.
H. Brenner advised Mr. Wilson called her with. regard
to this matter and she didn't know the work had been started and
said she would have to get in touch with the Mayor and the Lawyer
to see what would have to be done, and thereafter the Health.
Department was contacted.
Young stated he thought it would in order for the
council to take a vote on what classification this pool would
be so that Mr. Wilson and the Health. Dept. could proceed and
upon motion by Clark that th.e pool in Greystone project be restricted
to the use of the tenants therein and owner and it be run
as a semi-private pool, seconded by H. Brenner, the roll was called
and all voted in ~avorl
Mr. Charles was asked about Moore's store and the
health situation therearound, and he advised there were still
lots of things wrong, but the only way to bring the surrounding
buildings up to health specifications would be to condemn them
and tear them down; however he advised that there have been
lots things corrected and thought in the future he would make
more corrections.
Mr. Panus presented plat to be approved by the council
and upon motion by H. Brenner that Bill No. 263-3 being bill providing
for the acceptance of th.e plat as revised thereon be placed on its
first reading, seconded by Swetnam, the roll was called and votes
were as follows: H-Brenner-aye; W. Brenneraye; Clark-aye; Owens-aye;
Swetnam-aye; and Young-aye; dill No. 263-3 was accordingly read.
W. Brenner moved that rules be suspended and Bill No. 263-3
be placed on its second reading, seconded by Swetnam, the roll was
called and votes were as follows: H.-Brenner-aye; W.Brenner-aye;
Clark-aye; Owens-aye; Swetnam-aye; Young-aye; and Bill No. 263-3
was accordingly read.
Blark moved that rules be suspended and Bill No. 8~~-3
be placed on its third reading and upon passage of same become Ord.
No. 263-3, seconded by W. Brenner, the roll was called and votes were
as follows: H.Brenner-aye; W.Brenner-aye; Clark-aye; Owens-aye;
Swetnam-aye; Young-aye; Bill No. 263-3 was accordirgl.y read, approved
by Mayor Filger and became Ord. No. 263-3.

Mr. Gillette stated that the Bushes were filling in kthe creek (Line
Creek in back of their barber shop and restaurant and that it was
causing the water to come over on their property. That The Bushes
have had lots of big rocks and dirt dumpted on their side of the
creek, ready to shove in the creek, he wanted to know if there was
anything to do to remedy this condition. Mr. Gillette stated
he has cleaned out the creek many .times when it was stopped up,
and h.e disliked this <Cnhd~tion. The mayor advised the Marshall
would talk to Mr. Bush and advise him this is not allowed and
if he would stop dumping trash, dirt, etc. over the bank.
Mr. McKeon presented petition with 184 residents and
their addresses for the City to sell liquor by the drinl~, and the
matter would be studied.
Mr. John Casey, Humane Officer, presented the council
with. proposed ordinance regarding controlling of dogs in Riverside,
_ Missouri, h.e was advised this mat~e~~ would be looked into and
he would be given an answer.
Nelson stated Chdt Powers would get to th.e grading
of the property along High Drive possibly shortly.
A letter was read which was received from the Health
Department regarding Green's Trailer Park and the marshall was
advised that he take copy of the letter and make inspection of
the park and report back to the council on each item.
Th.e matter of the roads in the Greystone project was
being worked and Mr. Wilson was advised he could not start on
the northeast most building until he s~bisfied the City Attorney
that h.e had enough money in escrow th complete the roads around
his project.
H. Brenner moved that Bill No. 277-1 being bill licensing
and regulating aerators of private ambulances, regulating drivers
and attendants of private ambulances; and prescribing pealties for
the violation of its provisions and that the charge for th.e fee be
$25.00 be placed on its first reading, seconded by Swetnam, the
roll was called and votes were as follow : H.Brenner-aye; W.Brenner-fie
Clark-aye; Owens-aye; Swetnam-aye; and Y ung-aye; Bill No. 277-1 was
accordingly read.
- Clark moved that rules be suspended and Bill No. 277-1
be placed on its second reading, seconded by W.Brenner- the roll
was called and votes were as follows: H.Brenner-aye; W.Brenner-aye;
Clark-aye; Owens-aye; Swetnam.-aye; and Young-aye; Bill No. 277-1
was accordingly read.

ly read, approved by Mayor Filger and became Ord. No. 277-1.
H. Brenner moved that Mr. Panus' two building applications
be approved as Mr. Charles stated he did inspect the property and
approved same, seconded by W. Brenner, the roll was called and
all voted infavor.
Young moved that the holes on High Drive road be patched,
seconded by Clark, the roll was called and all voted in favor.
It was decided to contact an engineer regarding the
widening of High Drive road in front of the City Hall and to 69 Highwa y.
Clark moved that Bill No. D-62-8 being bill providing for
the appropriation of funds out of the general fund of the City of
Riversides Missouri for the payment of certain indebtedness as listed
