Minutes of regular meeting of March 6, 1962 were read and accepted as read. Messrs. Wheeler and Shinkle spoke with regard to insurance on the policemen, stated they were with. Great Western Life Assurance Company, 3725 Broadway, K. C., Mo., that they analysed the insurance presently-carried on the police force; they advised they could provide the same coverage, $5,000 policy with. $5,000 accidental death, also a waiver of remiums if person insured ~ disabled 6 months for the sum of 554.10 annually, against what we are now paying $704.90, they were advised by the council the matter would be further discussed. Mr. Brown, Vice President and Manager of Missouri Cities Water Company presented th.e council with a proposal and stated the water company was anticipating construdirg an elevated water tank, this being in connection with the K. C. annexed area and would be done in the near future. Mr. Brown stated he would like Riverside to enter into an agreement with them allowing them to install fire hydrants in Riverside; they would install them at their costs, but would have to charge Riverside a rental fee therefor; he stated he would not quote it, but that he thought it would bring down the average insurance policy on fires down 18~. He stated the city would request the amount of hydrants and the location of same wits the help of Chief Engineer of Missouri Inspection Bureau, John Barman,St. L.,Mc also they have a deputy in Kansas City Missouri area. Mr. Brown stated the hydrants would have to be placed and a contract entered into by the water company and Riverside under the rules and regulations of the State of Missouri, it would be on a 10 year renewal basis, the water company would pay the cost of an election as this would be necessary. Also Mr. Brown suggested that if the City and Water Company entered into an agreement or contract that it also be in the form of a franchise. He then presented proposed drafts of agreement and stated the hydrants in Riverside at present time are rivate; that they cost $90.00 a year for the first three years and. ~75.OO.thereafter. He stated the cost to Riverside would be $75.00 rental per year. Mr. Brown was advised this proposed agreement would have to be studied and the results would be given to him later. Messrs. Ernest Renner and John Ancona presented application for Mr. Ancona to have 3.2~ beer license. The matter would be disuussed and would let him know the results later, however at the present time there wera no license available. Messrs. Renner and Lynch spoke with regard to a project of the Chamber of Commerce. This was to purchase flags and brackets for each light pole in Riverside on Highway 71 and each of the holidays the flags be placed in the brackets. The Chamber of Commerce wanted to know what the City thought of this and if they could help out financial wise. The City agreed this was a good idea that it could possibly pay one-half of the cost of the flags and brackets. Upon motion by ~oR~nbhat the City pay for one-half of the cost of flags and brackets, the brackets should be of substantial quality, the Chamber of Commerce to take care of th.e flags, see they are Minutes of Regular Meeting Board of Aldermen, Riverside March. 20, 1862 put up and taken down and then care for them, seconded by H. Brenner, the roll was called and votes were as follows: H-Brenner-aye; W.Brenner-aye; Nelson-aye; Swetnam-aye; and Young-aye, if it is a quality produce in favor of paying one-half. Mr. Davis presented application for garage :.in Line Creek Building, h.e was advised that the place would have to be kept clean and no parts of cars strews all over the lot like a ,junk yard, and he advised he would keep the place in order. The matter of their being wells in Riverside with no covers on them, some are quite deep and filled with water, upon motion by Young that all wells have to be covered with. a concrete covering or other approved by the city and inspected by the City Building inspector and any and all wells on a city street or city property should be filled with rock or other hard substance, seconded by Nelson, the roll was called and votes were as follows: H.Brenner-aye; W. Brenner-aye; Swetnam-aye; Clark-aye; Nelson-aye; and Young-aye. A committee of Nelson and Swetnam were requested to look into the well matter and report their findings. An application for a residential building 3n Seven Oaks Addition was presented to the council, and the party was advised as soon as something was worked out on the roads in said addition he would be informed. Nelson moved that ordinance be drawn up that the City build the streets in 7 Oaks additin and assess the abuting property owners for the costs thereof, seconded by Swetnam, th.e roll was called and votes were as follows: H-Brenner-nay; W.Brenner-aye Clark-aye; Nelson-aye; Swetnam-aye; and Young obstained. Nelson withdrew his motion for the request of an ordinance to be drawn up for the city to construct streets in 7 Oaks Addition and Assess the abuting property owners for the cost thereof. Mr. Larson requested license to operate ambulances in Riverside, said he has a registered nurse and other egd~pment on tYe ambulances that are necessary. He was not fully dependent on the ambulance business and upon motion by YOung that City Attorney Dorsey prepare ordinance to cover the use of a license to operate ambulances in the City of Riverside and that the licensee also would have to operate inaccordance with. the State laws.~i~.Xg~~~~~'~~'~g~~T seconded by H. Brenner, the roll was called and votes were as follows: H-Brenner-aye; W.Brenner-aye; Nelson-aye; Clark-aye; Swetnam-aye; and Young-aye. Mr. Breen spoke with regard to the project being constructed across Highdrive from th.e City Hall and stated Mr. Wilson did not have his plat recorded at Platte City d,i:u thought this should have been 'd one immediately after City's approving same; but that the Surveyors said the City could obtain a copy of his original plan s as the City approved same if r-e quested by the City: It was decided the-Council Meet with. Mr. Wilson and an understaading be gotten, said meeting to be Tuesday, 27th. of March, 1862 at 8:00 pm. A group of people from Northwood Acres inquired with regard to ordinance covering dogs running loose, as a dog bit one child in their neighborhood. They were advised ~~e city does have a dog ordinance and the matter would be studied further, as there was no place in tie City to keep stray dogs for the length. of time required. Klamm gave price of $1100.00 and that Civilian D~,2nse would put in part. However, before going further in the Civilian Defense, it was requested that Mr. Dorsey dram up a CD ordinance or resolution, wh.icheper was most appropriate, and then Winston Klamm waould be contad~ed with reference to same, on th.e purchase of siren. Clark moved that rules be suspended and Bill No. 333-5 being bill providing for the election to be held April 3, for the appointment of fudges and the hours of the election, seconded by Swetnam, the roll was called and votes were as follows: H.Brenner-aye W.Brenner-ayep Clark-aye; Nelson-aye; Swetnam-aye; and Young-aye, Bill No. 333-5 was accordingly. Swetnam moved that rules ~ suspended and Bill No. 333-5 be~_pl;aced on its second reading, seconded by W.Brenner, the roll was called and votes were as follows: H-Brenner-aye; W.Brenner-aye; Nelson-aye; Clark-aye; Swetnam-aye; Young-aye; and Bill No. 333-5 was accordingly read. Nelson mated that the rules be suspended and Bill No. 333-5 be placed on its third reading and upon passage of same become Ordinance No. 333-5, seconded by H.Brenner, the roll was called and votes were as follows: H.Brenner-aye; W.Brenner-aye; Nelson-aye; Clark-aye; Swetnam-aye; and Young-aye. Nelson moved that the City Council adopt three rules or special instruction to Judges and Clerks of Election as follows: 1. The Jud es or Clerks of Election shall not discuss 6hb issue(s) or person(s~ being voted upon among themselves, or with any person during voting hours. 2. The ballot box shall not be opened during voting hours to count the ballots or otherwise until contains at least twelve ballots cast by voters; nor shall it be opened during the last half- hour of voting. It shall be opened after the poll has claoed and the last half and/or prior hours shall be counted. 3.If any Judges or Clerks of Election should accidentally see how a voter has voted, he or she shall not discuss or tell how the vote or votes were cast, seconded by Clark, the roll was called and all voted in favor. Nelson moved that copy of the special instructions to Judges and Clerks of Election beprominently displayed during election hours and the hours of election, etc. be prominently displayed, seconded by Clark, th.e roll was called and all voted in favor. Clark mozd that an ordinance be drawn up by Attorney Dorsey providing for 3.~ beer license at places oi~ restaurants which do not have bars or counters and not allowed to have bars or counters and it be for only one year and no guaranty of renewal, seconded by H.Brenner, the ~~_~~~ called and votes were as follows: H.Brenner-aye;W-Brenner-ay~; el -aye; Swetnam-nay; and Young-aye. It was suggested that the sign ordinance be redone and it be more strict with regard to signs, one cluttering up the streets. H.Brenner moved that Bill No. 213-3 being bill providing the prohibiting of the sale of non-intoxicating liquor to persons under the age of twenty-one yeasrs of age and providing a penalty for the violation thereof, seconded by Swetnam, the roll was called and votes were as follows: H.Brenner-aye; W.Brenner-aye; Clark-aye; Nelson-aye; Swetnam-aye; Young-aye; and bill No. 213-3 was accordingly read. No. 213-3. H.Brenner moved that Bill No. 345-1 being bill providing for no parking on certain streets within the-City limits of the City of Riverside and providing a penalty for the violation thereof be placed on its first reading, seconded by Swetnam, the roll was called and votes were as follows: H.Brenner-aye; W.Brenner-aye; Clark-aye; Nelson-aye; Swetnam-aye; and Young,aye, Bill No. 345-1 was accordingly read, approved by M Clark mcxed that rules be suspended and Bill No. 345-1 be placed on its second reading, seconded by Nelson, the roll was called and votes wee as follows: H.Brenner-aye; W.Brenner-aye; Clark-aye; Nelson-aye; Swetnam-aye; Young-aye; and Bill No. 345-1 was accordingly read. Brenner moved that Bill No.347 being bill prohibiting th e drawing, uttering or delivering with intent to defraud, any check wherein the drawer or maker has not sufficient Funds on credit, and providing penalty for violation thereof, be placed on its first reading, seconded by Swetnam, the roll was called and votes were as follows: H.Brenner-aye; W.Brenner-aye; Clark-aye; Nelson-aye; Swetnam-aye; Young-aye; and Bill No. 347 was accordingly read. Clark moved that rules be suspended and Bill No. 347- be placed on its second reading, seconded by Nelson, the roll was called and votes were as follows: H-Bremier-aye; W.Brenner-aye; Clark-aye; Nelson-aye; Swetnam-aye; Young-aye; and Bill No. 347 was accordingly read. Nelson moved that rules be suspended and Bill No. 347 be placed on its third reading and upon passage of same become Ord. No. 347, seconded by W.Brenner, the roll was called and votes were as follows: H.Brenner-aye; W.Brenner-aye; Clark-aye; Swetnam-aye; Nelson-aye; Young-aye; and Bill No. 347 was accordingly read, approved by Mayor Filger and became Ord. No. 347. H. Brenner moved that Bill No. 348 being bill prohibiting th.e obtaining or attempting to obtain from any person, money, property or valuable thugs by use of trick, deception or false and fraudulent representation and providing a penalty for the violation thereof, seconded by by Swetnam, the roll was called azd votes were asofollows: H.Brenner-aye; W.Brenner-aye; Swetnam-aye; Clark=aye; Nelson-aye; Young-aye; and Bill No. 348 was accordingly read. Clark moved that rules be suspended and Bill No. 348 be placed on its second reading, seconded by Nelson, the roll was caIl.ed and votes were as follows: H.Brenner-aye; W.Brenner-aye; Clark-aye; Young-aye; Nelson-aye; Swetnam-aye; and Bill No. 348 was accordingly read. Nelson moved that rules be suspended and Bill No. 348 be placed on its third reading and upon passage of same become Ord. No.348, seconded by W.Brenner, the roll was called and votes were as follows: W.Brenner-aye; H. Brenner-aye; Clark-aye; Nelson-aye; Svetnam-aye; Young-aye; and bill No. 348 was accordingly read, approved by Mayor Filger i~~~e and became Ord. No. 348.
