March 27, 1962
A special meeting was called to order in the City Hall
in Riverside, Missouri on March 27, 1962 at 8:00 p.m. and upon
rolllcall, Aldermen Clark, H. Brenner, W. Brenner, Nelson and
Young present, Swetnam absent and Mayor Filger calling said meeting
to order.
Mayor Filger stated the reason for this meeting was
to work out th.e matter of roads and building with Mr. William
Wilson, th.e contractor of the Greystone Building project across
from City Hall in Riverside.
Mr. Wilson was represented b him and his Attorney
Ben Morris. He was asked ( Mr. Wilson, why the plat as he
presented it to the council was not ever recorded ami it was
the procedure to have it recorded as soon as possible after
the cmxicil approved same. Mr. Wilson stated the party loaning
the money would not approve the plat and that he obtained loans
on each. building as the construction wash along; that he was
taking the description by the addition it used to be. Mr. Wilson
was again advised he could not change his plans on the locations
of the streets or buildings until it was approved by the council.
After a lengthy discussion, it was agreed upon by the council and
mayor that Attorney Dorsey would meet with. Mr. Morris and work
out something agg;reeable to the City, and it was understood by
Mr. Wilson and f~is attorney there would be no further construction
of new buildings until something was worked out and agreed upon
by the City and Mr. Wilson.
Mr. Pease statedhe would 11ke to see something worked out
with regard to gettin;z roads conatruetedin Seven Oaks Addition, so
building permits can be approved. After a lengthy discussion
regarding ways of constructing the ro„dsin Seven Oaks addition,
it was decided that City Attorney Dorsey draw up an ordin~~nce
or work out something where the roads could be constructed, possibly
in two phases, the first to possibly put in curbing and rock until
the lots are sold, however this curbing -nd rock to be just as
f~~r as Mr. Pease ~utathe water and gas line and Pir. Pease said he
could have these lines ut in to the end of one road before it turns
to make a loop, and thi~q~~ put in by spedal tax bill assessing all
gbuting land owners and the accord phase would be to b~ ck top said
road after all the water and} gas lines are laid, this too to be
put in by special tax bill, assessing all abuting la nd owners.
It was agreed by N'r. Pease and the Council that Nor. Pease would put
on the deeds or other instruments the fact that parties ptr chasing
the lots understood this road was being ut in by special taxes,
placing a lien on said lot and it was not a City Street until same
was constructed acca~ding to the Street specific--.tion ordinance,
however all the roads before being constructed would hn.ve to be
approved by the Acting City ~ng~neer.
Clark moved that City Attorney Dorsey disregardthe request
for ordL nonce to increase the number of 3.2~ beer license in Riverside,
seconded by H. Brenner, the fk~ll ~:as called and votes were as Y'ollowa:
H.Bre?zner-a.ye; 6~.Iirenner-aye; Clark-aye; N--lson--ye; and Swetnam-absent;
Young-aye.
Nelson moved meeting adjourn, seconded by ',d.Brenner, meeting adjourned.
