September 19, 1961
A regular meeting of the Board of Aldermen of City of
Riverside, Missouri was held in the City Hall in Riverside, Missouri
on September 19, 1961, at 8:00 p.m, and upon a roll call, aldermen
H. Brenner, W. Brenner,- Clark, Nelson, Swetnam and Young were
present, Mayor Filger calling said meeting to order.
Minutes of meeting of September 5, 1961 were read and
accepted as read. Treasurer's report for month of August, 1961
was read and accepted as read.
Three young men inquired with regard to their starting
the ,Fallen Angels Auto Club and wanting the City to assist them;
however it was a matter for the police department and they were
referred to it.
K. P. Searcy inquired regarding reason he was stopped
on the building of his corner house as it did not have 35 ft.
set back from the two roads. The matter was discussed and the
council advised him that in this particular instant this would
be sufficient setback, but this would not follow true in other
cases.
Frank D. Hipsher applied for 3.2~ beer license for his
barbecue restauranton Highway 45; he was advised no 3.2~ license
were available and this type of license could not be transferred
from another place of business.
William Brophy spoke with regard to water running
on his property from youth road and also Highdrive. He thought
if a drain was put under South Road this would help the situation.
Also he asked if the weeds and brush could not be cut. along the
road (Highdrive) These matters would be looked into and he would
be advised what action would be taken.
It was suggested that the other incorporated areas in
Platte County which were in the Parkville Special Road District be
contacted to see if they would contribute to attorney's fees
regarding the investigation made as to the Special Road District,
as they were getting advantage of this information a.s much as
Riverside.
Mrs. Clark, Chairman of Road Committee advised all the
gravel roads in the City needed blading and this would probably
be sufficient as there was plenty of gravel on the roads, it Just
had to be put back on by blading. Booth Contracting Co. would
blade the roads for $11.00 per hour, also Clark advised the dirt
fill wa,s washing away from the culvert on Norwood Road where it
had been repaired and she was advised the way to fix this road
would be to add four pieces of concrete culvert then a 3 ft. wall
should be built on top of pipe, and stated Booth said this would
have to be done on a cost plus basis and would not exceed $1,000.00.
This latter matter would be looked into before any action would be
taken to correct same.
Nelson moved that the roads be bladed for a maximun of
$132.00, or $11.00 per hour, seconded by Clark, the roll was called
and all voted in favor.
Nelson moved that Bill No. D-61-17 being bill providing for
the appropriation of money out of the general fund of the City of
Riverside for the payment of certain indebtedness as listed therein
to creditors and employees be placed on its first reading, seconded
by Swetnam, the roll was called and votes were as follows: H-Brenner-aye
W. Brenner-aye; Clark-aye; Nelson-aye; Swetnam-aye; Young-aye; and
Bill No. D61-17 was accoPdingly read.

Clark moved that rules be suspended and Bill No. D61-17
be placed on its second reading, seconded by W Brenner, the roll wa,s
called and votes were as follows: H Brenner-aye; W Brenner-aye;
Clark-aye; Nelson-aye; Swetnam-aye; Young-aye; and Bi11 No. D61-17
was accordingly read.
Nelson moved that rules be suspended and Bill No. D61-17
be placed on its third reading and upon passge of same become
Ordinance No. D61-17, seconded by Swetnam, the roll was called and
votes were as follows: H Brenner-aye; W Brenner-aye; Clark-aye;
Nelson-aye; Swetna~m~aye; Young-aye; and Bill No. D61-17 was
accordingly read, approved by Mayor Filger and became Ord. No. D61-17.
Nelson moved meeting adjourn, seconded by Swetnam, meeting adjourned.
Read and approved as read this 3rd day of 0etober, 1961.
