Regard to Trailer Parks In

A hey==ring with regard to Letter. of October !}, 1960 wh9.ch
was sent to Manager and Owner of Green Terrace Trailer Park and
Manager and Owner of Prince Trailer Court, stating therein the
reasnn for such hearing, and setting such meeting for November 1,
160, at 7x00 p.m. The hearing was called to order about 8:C0 p.m.
on said date before Mayor Filter and Aldermen Clark, Klamm, McKeon,
Swetnam and Young and certain people representing their position
with regard to said trailer parks.
Mr. Garner stated he contacted Dr. Charles with regard to
this matter and met with the Mayor d~ before yesterday. Mr. Garner
stated they have no trailer in their park that are not hooked up to
sewage system or running water. Stated the garbage cans now hav e
covers on them. Under Dr. Charles specifications, we have been trying
to ascertain what to do with the sewers and trying to get set up
regarding what to do with them. Plans have been made about the wash
house. We have only modern trailers so we wont need such wash room.
Alderman Klamm asked Mr. Garner if he had anything in
writing to tell when he plans to cb the things requ~ed under Ord. No. 171,
and when he anticipates this change.
Garner advised cou ldn~t give the council full information
as they were waiting on Dr. Charles to get them information with re-
gard to the sewers, and Dr. Charles in working on that matter now he
doesn~ t have i t yet, and stated he didn~ t know what to put in a~!r'~'tng.
Mr. Pollard, attorney representing Mr. Garner stated under Mr. Gar ner~s
lease agreement, if the sewer system is inadequate, Mrs. Green should
replace this. We have been served with papers that Mrs. Green wants
to take possession of this place as of October 29. We would like to
see what she is going to say. We donut want to do anytiing because
we h^ve 18 months to run on that lease.
Mr. &~p,~an, attorney for A1rs. Green stated Mrs. Green didn~t
really realize the serious situation. She did not realize until about
10 days ago that the situation was serious and she did give Mr. Garner
notice to facate and started .raking plats to vacate aid straighten
everything. On the 29th, Mr. Garner did not want to r elinquish poss-
ession so she could make the changes, she came to me to see that she
dot possession. Mayor aid Dr. Charles came up to the trailer park.
Mr. Garner made consideragel progress. Corr;plied with practically all
the things on the list and triad to correct the situation. He stated
unless everything within the ordinance is cou~3ied with Mrs. Green will
take possession and seethey are done. As tn:~the Filter Bed, Mrs Kaplan
said there will be no further delay. We met with Dr. Charles and
after that, Friday, of this week, we will meet with the engineer and
plan out the proplsed filter bed. When he left Mr. Garner, he believed
Mr. Garner said he would bring a letin' today telling what is to b e d one.
ffir. Kaplan advised he was in the picl~iire only 2~. hours and will see that
a letter will be here for the council. Mr. Kaplan stated most of the
things to be done w ere done in the last two days, and stated he could
assure the council a filter plant will be in the process, and if there
are any further things in that regard, ~e believed Dr. Charles will
satisfy any questions.
Alderman Clark asked what was to b e d one about ho use woman
lived in and paid 15.00 per week rent and allthey had was a little
toilet s~ up in corner. Garner stated there was a sewer there now, it
had a break in the line but it has been fixed, and all the unmodern
trailers were taken out.
Mr. Garner end Mr. Kaplan stated there would be unmodern
trailers in the park.
Dr. Char]e s stated that if the 'mouses on the park ground
were not to be in good condition, he wanted all of them to be boarded
up, he said he recommended to them yesterd~ he wanted the hou ~ s
cleaned out ar,d if not used, to be boarded up. Garner stated they
have plans to fix that portion up „ but we plan to have no unmodern
trailers.
`- Mr. Kaplan said there has b esn a tremendous amount of work
done; this situation is going to b e straightened out and all of the
requh=ements are going to be met. He stated Mrs. Green is proceeding
immediately with the fiber bed, and if the other things are not done
i:ranediately, Mrs. Green is going to go in and do them.
Alderman McKeon asked how much time needed to compete this
situation.
Mr. Kaplan said Dr. Charles would know how long it would take
with regard to the filter bed. He also stated the plans are going to be
in the making by Friday of this week.

Alderman Klamm stated the reason w e wanted a letter stating the
things that have been done and -the things proposed to do was if the
ordinance isnot complied with, then the council can throw it back
to the owners of the trailer park.
Mr. Kaplan said he t ;ought it $ti.r that they did come one
month from today and tell what has been done, and said he would get
in touch with Ernest Renner with rega d to the sewage line. Mr. Kaplan
stated as he understood the filter bed w ould eliminate the need for
the line running`nnddr :the highway and out in the field in b ack of some
of the businesses, that it could be connected directly into the storm
sewer, he said before it has a strong odor, but since a filter fed in
being built, it wouldn~t hurt the water coming into the storm s~~ewer.
Alderman Young stated therewould have be be some place for
the water to go.
Mr. Kaplan stated they were going to comply with Dr. Charles
requests.
Dr. Charles stated that hethought there has been some
connection of the sewer with Renner Storm Sew$r. This storm sewer
used to go under the highway and on back toward Line Creek, and thought
Flash Market had a filter bed and connected to the storm sewer and
perhaps the trailer could connect with saim . Dr. Charles said tL~
council w as quite right that the water was not 100/:.pure and this
water has to be disposed of. As to the time table about how long it
would take to get the filger bed planned and underway, as s oon as
Mrs. Green can get the lay out of the plan, and then it would be up
to her to get bids. Dr. Charles said there is mother process which
Mrs. Green could look into, and he would talke to her about it.
Dr. Charles t': ought 10 days were given to Mr. Garner to get the plat
plan as to what would be needed.
Mr. Kaplan stated in further with what Dr. Charles said
they wanted a plat plan and it will be ready r'riday and they w i_11
meet with Dr. Charles as soon as possible after that time and means
will be mid e with solfing this situatiin, he also stated he believed
all of the other complaints have been corrected or can be corrected
m~xch sooner than that, by 30 d ays, definite plans should b e in opastion;
and stated it will be a statement of fact that they will let a contract
or authorize the work to be done and proceed with such plans, within
thirty days.
Councilman Young stated the city would like to see the
plan and in tt~ plan filter bed) for the continuance of the overflow
of the water and wanted aA guanantee of the continuance of the overflow
of the water. Also the City does not want the houses not is use
on the trailer park :round boarded up, this is too hazardous, the
bui dins should either be put is good condition or torn down.
Dr. Charles Stated when he talked to Mr. Garner, he didn¢~t
want to spend any money until he x$miE~~xtffi knew that Mrs. Green
was going to go through with the sewer system. Mrs. Green let
Mr. Gagner know that Dr. Charles gave them ten days to get the plat to
him wahic~ would mean the ~Oth of November and that the filter bed should
be started in at least 10 more days. Dr. Charles said hewould design
the filter bed system a s soon a s he has the plat or plan; and has stated
what they will do so there wontt be any questi:~n of the matter or any
delay to irritate the council and would like to hear Mr. Gamer say
that he would comply with the counsel. Mr. Garner ssid he would.
Mr. Garner said he woim~d remove the trash, put garbage containers at
suitable locations and if he would have an unmodern trailers, he would
put the washi_house in suitable condition in accordnace with the
health departmentffis requirements
Alderman Young advised the council was responsible to see
the trailer ordinance was complied with.
Mr. Kaplan advised there was no question that the ordinance
would be complied with, but in that regard it would take until spring
for this to be completed on account of the freezing weather.
Both parties promised to present s written plan of what
was and will be done. Mr. Garner said he would comply with tk~
ordi
nance.
The council stressed again they wanted written letter
stating dust what was to be done and when it could expect this work
done, and were assured by the parties the City sould rec~~ve same.

Mr. Prince stated. with regard to thenotice he received
about a month ago regarding the inspection msde of his trailer
park, that he has now fixed the sewer which was running on other
peoples property and that he had been burning the garbage, but
if the city desired, he would put it in trash containers with lids,
and with regard to the other parts of Ordinance No. 171, he stated
since his trailer park wss there prio~/othe incorporation of the
city and therefore he does not ham to comply with it.
The council asked if he had Dr. Charles come down to
make inspection of the place, but he stated he did not knmw how
to get in touches ith hi_m. NIr. Prince was advised that he was
to Contact Dr. Char les at Platte @ity, have him come and inspect
his trailer park and we shoald be advised as to what corrections
Nir. Prince intends to make and when they can be made. One of the
neighbors, Mr. Owett stated a s of 5 p.m. that e c,~ ning the sewage
proglem was not corrected. Mr. Prince advised he would contact
Dr. Charles aid then advise us accordingly.
